259 2UEST|0N_5. (Continued; 3 - First, I believe that we should require the use of standardized designs and that a standardized design be essentially complete. The proposals allow for the use of custom designs and permit approval of something less than a complete standardized design. This can only perpetuate the problems encountered to date with custom designs which were caused by trying to design as one built the plant. Second, I believe that the public should have an opportunity for a hearing at the preoperational stage. The bills as now written provide at best a discretionary hearing at that stage. Several issues cannot be raised earlier in the process -- emergency planning, operational readiness and whether the plant has been built as designed and in accordance with regulations. The public should have an opportunity for input on this kind of issue before the plant is allowed to operated.
