PREAMBLE
Confident that the patriotism, indomitable will, and unyielding traditions
of the people will assure a r adiant future for our country;
Conscious that after many year s of for eign dom ination, fo llowed by the division
of our ter r itory, dictatorship and war, the people of Viet Nam must take r espons ibility
befor e history to per petuate those hardy traditions and at the Same time to welcome
progressive ideas in or der to establish a r epublican form of government of the
people, by the people and for the people whose purpose is to unite the nation, unite
the territor y and assure independence, freedom, and democr acy with justice and
altruism for the pr esent and future generations;
We, 117 Deputies of the National Constituent Assembly representing the people
of Viet Nam, after debate, appr ove this constitution.
