The following paragraph was extracted from a directive of the Headquarters
of the lIpeople l s armed forces II, read it and then examine your understanding of
who is wirUling in the South:
l'Since January 1966, the number of deserters from our ranks has steadily
increased. This includes soldiers and cadre. These desertions have had
futher unfavorable effects: shortage of men, ,failure in recruiting campaigns,
rejection and resistance by young people and a setbacl: for the fighting morale
of the troops who have not yet deserted. Some deserters returned to their
villages, others went over to the enemy. II
