5.0 CHALLENGES AND PLANNED EFFORTS IN IMPLEMENTATION OF THE STOCKHOLM CONVENTION 5.1 Challenges In the course of implementing the Stockholm Convention there are various challenges. Some of the challenges and suggested solutions are as indicated in Table 2. Table 2: Challenges in implementation of the Stockholm Convention and suggested solutions Challenge i) Limited scope of the legislation governing POPs and waste management ii) Weak enforcement of existing legislation and hence poor regulation of management of POPs including importation and storage. This has resulted in unreliable data on POPs. In the past there has been excessive importation of banned, expired, low quality products iii) Environmental pollution by POPs chemicals through spillage, improper storage and disposal, and illegal use Suggested solution • Review of existing legislation to expand their scope to cover provisions of international treaties on POPs and waste particularly in the implementation of the NIP for the Stockholm Convention. • Implementation of the Africa Stockpile Project (ASP) and the National Implementation Plan (NIP) for the Stockholm Convention will help in the clean up of 1,200 metric tonnes of obsolete stocks of POPs Pesticides and set up mechanism to control accumulation of pesticide wastes in future. • Promote Best Available Techniques (BATs) and Best Environmental Practices (BEPs) • Establish monitoring schemes for POPs releases and impacts 73
Challenge Suggested solution • Strengthen local research capacity on disposal and remediation technologies iv) Very low awareness by majority of government and political leaders, customs officers, industrialists, chemical storekeepers, agricultural extension workers and community at large on environmental and human health effects they may be exposed to from POPs pesticides and wastes. • Promote awareness on health and environmental hazards associated with POPs Pesticides • Establish awareness programme on risks of POPs Pesticides and their safe use as well as the available alternatives • Establish national data base on POPs Pesticides to help improve availability of information and expertise on POPs and their alternatives v) Inadequate technical (specialized human resource base and the necessary infrastructure) and financial capacity on proper chemical and waste management • Develop and implement a training programme on chemical and waste management • Promote international cooperation and technical exchange of information to improve scientific knowledge on POPs and institutional capacity 74
