THE ASP AND CIVIL SOCIETY • The ASP - What it is It is an international initiative to address the problem of obsolete stocks in Africa . It aims at clearing obsolete stocks (estimated to be 50,000 tonnes) and put in place preventive measures The ASP - What it is cont’d Guiding principles: - Attainment of basic sustainable development criteria - Country driven process - Conjunction with existing activities - Prevention of future accumulation - Compliancy with international standards – destruction technologies - <strong>Multi</strong> - stakeholder Approach 1 2 The ASP - What it is cont’d The implementation process - A phased – long approach, at least 3 phases spread over 12 – 15 yrs - First phase of 3 years to be implemented through strategic partnership involving multiple stakeholders - Phase I: Botswana, Cameroon, Cote d’Ivoire, Ethiopia, Morocco, Mali, Mozambique, Namibia, Niger, Nigeria, South Africa, Swaziland, Tunisia & <strong>Tanzania</strong>. 3 The ASP - What it is cont’d Funding • GEF USD 25 million approved by GEF Council in October 2002 • Co Funding: GEF commitment was made on understanding that USD 45 million will be contributed by governments aid agencies, the private sector, and other donors and that participating countries will ratify the Stockholm Convention.
