coordination. Most important some Conventions have provisions for financial and technical assistance while others do not have. Which means a holistic, multistakeholder approach and integration of activities of chemical Conventions make take advantage of each other. Looking at the objectives and obligations of the Convention, it is easy to relate the goals of NSGRP, Vision 2025 and MDGs to the Chemicals Conventions. Through mainstreaming of implementation of chemical conventions in these activities may enhance the implementation of the same. Therefore, the implementation of Chemical Conventions need to be internalised into national development priorities for sustainable development. 9.0 CONCLUSION • Chemicals conventions and national development initiatives such as NSGRP, have many commonalities and opportunities for synergies in both their implementation and related capacity building activities. • Coordinated and integrated implementation provides crucial elements for sustainable sound management of pesticides use and chemicals in general. • It is therefore important to foster synergy of these Chemical Conventions at national level by internalising them in national development initiatives and utilizing the available opportunities provided by each Convention. • Cooperation and collaboration in related programmes and projects will enable <strong>Tanzania</strong> develop a strong information base for informed decision making and foster complementarities in national actions and hence maximize use of available meagre resources. 10. RECOMMENDATIONS In order to internalise and mainstream implementation of chemicals Convention into national priorities for poverty reduction and sustainable development, there is a need for capacity building with the following key elements: • Ownership involving stakeholders from the beginning; • Integration and taking full account of ongoing actions; • Cross-sectoral harmonization between donors and recipients; • Increased use of modern technology and communication; and • Development of new forms of cooperation such as decentralized cooperation among local authorities. • Information-sharing. Furthermore it is recommended that: • Proposals for chemical safety projects must be logically connected to the national strategies for sustainable development of the our country, referring to Agenda 21, the WSSD Plan of Action, the Millennium Development Goals, and other relevant international instruments and declarations. 129
• The activities addressing chemical safety should be mainstreamed more readily with ongoing development assistance programmes and projects. • The chemical safety issues should be integrated in programmes/projects rather than being developed and implemented separately. • Indicators should be developed that both provide information on the effects of chemical safety interventions linked to sustainable development goals, and allow effect monitoring, i.e. tracking and reporting on the progress towards achieving results on the ground and ultimately the sustainable development goals. • Progress in capacity building for chemical safety should be assessed using measurable indicators. 130
