(i) (ii) (vii) Management of hazardous waste is constrained by several problems. In order to implement the Bamako and Basel Conventions there are some challenges. The problems and challenges are as follows:- Majority of government and political leaders, customs officers, industrialists, chemical Store-keepers, agricultural extension workers and community at large are unaware of environmental and human health hazards of hazardous chemicals and wastes they are exposed to. These groups of people need to be sensitised in this area on issues of management of hazardous chemicals and wastes; Lack of technical know how on proper waste management by the most waste generators and local authorities on proper waste management. There is need for more training; Sectoral legislations governing waste management need to be looked into to expand scope including provisions of international treaties on hazardous waste and chemicals; (iv) Weak enforcement of the existing legislation. Capacity building is very important; (v) (vi) Lack of appropriate waste management schemes, which promote segregation of wastes at source, reuse and recycling which eventually reduces the volume of waste for treatment and final disposal. Lack of proper treatment and disposal facilities for hazardous wastes e.g. incinerators and containment in sanitary landfills. (vii) Inadequate treatment and disposal facilities to handle hospital waste in an environmentally sound manner. There is need to set appropriate standards or specifications to ensure proper management of this kind of waste stream. 9.3 Recommendations i) Build technical capacity in hazardous waste management for different levels of personnel - government and political leaders, scientist and researchers, NGOs, Industrial workers, Storekeepers agricultural extension workers and community. ii) Create public awareness on Basel and Bamako Conventions and Poverty Reduction Strategy iii) Encourage law enforcer to use polluter pay principles iv) Strengthening coordination mechanism for monitoring and overseeing the implementation of MEAs v) Development of guidelines for management of HZW and other wastes vi) Specific regulations for HZW and other wastes should be developed 105
