Solar Energy Overlay Zone District (SEOZ)
• The SEOZ avoids the process of land use change,
rezoning, and amending approved entitlements.
• Adopted by Mojave County to:
• bring underutilized lands into solar production;
• retain underlying entitlements
• Meant to be a holding overlay zone - doesn’t negate
underlying hard zoning. This promotes good land use by
allowing solar development regardless of underlying zoning
designations.
