• The SEOZ avoids the process of land use change,<br />

rezoning, and amending approved entitlements.<br />

• Adopted by Mojave County to:<br />

• bring underutilized lands into solar production;<br />

• retain underlying entitlements<br />

• Meant to be a holding overlay zone - doesn’t negate<br />

underlying hard zoning. This promotes good land use by<br />

allowing solar development regardless of underlying zoning<br />
