NGO Forum on <strong>Cambodia</strong><br />

The NGO Forum on <strong>Cambodia</strong> is an<br />

organized forum of NGOs that seeks to discuss,<br />

debate, and advocate the concerns of NGOs<br />

regard<strong>in</strong>g <strong>Cambodia</strong>’s development. A core<br />

membership of over 60 NGOs elects the<br />

Management Committee, which sets the NGO<br />

Forum’s strategic direction. The NGO Forum<br />

currently focuses on issues affect<strong>in</strong>g the rights of<br />

women, the use of natural resources, the growth<br />

of civil society, and the impacts of development<br />

policies on the poor. The NGO Forum also works<br />

<strong>in</strong> close collaboration with other NGO networks,<br />

both with<strong>in</strong> and outside <strong>Cambodia</strong>. House #35,<br />

Khmer HIV/AIDS NGO Alliance (KHANA)<br />

KHANA is a l<strong>in</strong>k<strong>in</strong>g organization of the<br />

International HIV/AIDS Alliance. KHANA<br />

supports <strong>Cambodia</strong>n NGOs work<strong>in</strong>g to reduce<br />

vulnerability to sexually transmitted diseases<br />

(STDs), HIV, and the impact of AIDS, by help<strong>in</strong>g<br />

them to strengthen their capacity to develop<br />

effective and susta<strong>in</strong>able responses to HIV/AIDS/<br />

STDs. KHANA provides grants, technical support,<br />

and tra<strong>in</strong><strong>in</strong>g to <strong>Cambodia</strong>n NGOs that wish to add<br />

HIV/AIDS prevention, care, and support activities<br />

to their current programs. As part of its advocacy<br />

activities, KHANA supports the HACC and CPN+,<br />

as well as other advocacy campaigns, and has<br />

prepared advocacy tra<strong>in</strong><strong>in</strong>g for its partners.<br />

KHANA has also forged a strategic partnership<br />

with relevant government <strong>in</strong>stitutions as part of<br />

OXFAM<br />

The Oxfam Mekong Initiative is a jo<strong>in</strong>t effort<br />

of the seven Oxfams work<strong>in</strong>g <strong>in</strong> the six riparian<br />

states of the Mekong River. Together with its<br />

partners, Oxfam is work<strong>in</strong>g to promote the<br />

<strong>in</strong>terests of the poor throughout the Mekong<br />

Region dur<strong>in</strong>g a time of extensive and rapid<br />

development, which is complex <strong>in</strong> nature and often<br />

<strong>in</strong>cludes difficult trans-boundary issues. The<br />

Mekong Initiative is primarily an advocacy<br />

<strong>in</strong>itiative centered on susta<strong>in</strong>able livelihoods and<br />

communities’ abilities to access natural resources<br />

Star Kampuchea<br />

S<strong>in</strong>ce 1997, Star Kampuchea has been<br />

work<strong>in</strong>g towards build<strong>in</strong>g capacity of civil society<br />

organizations to conduct advocacy by support<strong>in</strong>g<br />

the establishment of four prov<strong>in</strong>cial advocacy<br />

networks <strong>in</strong> Kompong Cham, Kompong Speu,<br />

Pursat, and Svay Rieng. Star Kampuchea has<br />

organized a number of national and prov<strong>in</strong>cial<br />

public forums to promote good governance and<br />

transparency as essential characteristics of<br />

democracy. As part of its <strong>Advocacy</strong> and<br />

Information Program (AIP), Star Kampuchea also<br />

advocates on a number of legal issues, usually <strong>in</strong><br />

collaboration with other organizations. Star<br />

Kampuchea’s Legislative Development Project<br />

aims to improve the qualitative and quantitative<br />

<strong>in</strong>formation available on the legislative process<br />

through translation and dissem<strong>in</strong>ation of draft<br />

laws and production of a newsletter. The<br />

organization also provides basic advocacy tra<strong>in</strong><strong>in</strong>g<br />

to network members and to more than 30<br />

collaborat<strong>in</strong>g organizations, and has organized a<br />

series of study tours abroad related to advocacy.<br />

General<br />

The National Center for <strong>Advocacy</strong> Studies<br />

(NCAS) aims to strengthen rights-based and<br />

people-centered advocacy by work<strong>in</strong>g with social<br />

action groups and public-spirited citizens.<br />

Although the geographic focus of its activities is<br />

<strong>in</strong> India and South Asia, NCAS is emerg<strong>in</strong>g as a<br />
