extent. As part of its strategy, the POLICY Project<br />
br<strong>in</strong>gs HIV+ people <strong>in</strong>to strategic plann<strong>in</strong>g<br />
activities of l<strong>in</strong>e m<strong>in</strong>istries such as the M<strong>in</strong>istry of<br />
Defense.<br />
In a separate activity, the POLICY Project and<br />
Family Health International (FHI) are engag<strong>in</strong>g<br />
<strong>in</strong> dialogue with non-health m<strong>in</strong>istries to<br />
encourage them to develop and implement their<br />
own HIV/AIDS responses. These non-health<br />
m<strong>in</strong>istries <strong>in</strong>clude Women’s Affairs, Cults and<br />
Religions, and Defense. The POLICY Project and<br />
FHI are also approach<strong>in</strong>g monks - <strong>in</strong>fluential<br />
community members who are currently provid<strong>in</strong>g<br />
care for AIDS patients and orphans <strong>in</strong> pagodas -<br />
to become ‘policy champions.’ One of the POLICY<br />
Project’s central tenets <strong>in</strong> its work <strong>in</strong> <strong>Cambodia</strong> is<br />
the belief that Buddhist monks are key behavioral<br />
change agents, and as such are crucial <strong>in</strong><br />
address<strong>in</strong>g and educat<strong>in</strong>g aga<strong>in</strong>st the stigma and<br />
discrim<strong>in</strong>ation aga<strong>in</strong>st HIV+ people. For example,<br />
the monks at Wat Noria, led by the charismatic<br />
Venerable Monkmaster Mony Vannsaveth, have<br />
designed a process called the Project Action<br />
Dharma Restoration Plan, through which they<br />
attempt to persuade clergymen, pagoda<br />
committees, nuns, and village and commune<br />
chiefs to cooperate with monks to promote HIV/<br />
AIDS knowledge and reduce both the stigma<br />
associated with and discrim<strong>in</strong>ation aga<strong>in</strong>st people<br />
liv<strong>in</strong>g with AIDS.<br />
Analyz<strong>in</strong>g the Impact of <strong>Advocacy</strong><br />
Activities<br />
Policies<br />
To a certa<strong>in</strong> extent, the <strong>Cambodia</strong>n<br />
government has become aware of the HIV<br />
problem because of the number of local NGOs that<br />
have <strong>in</strong>itiated HIV programs with the donor<br />
agency support. Awareness rais<strong>in</strong>g events have<br />
contributed to the government’s understand<strong>in</strong>g of<br />
the extent of the threat HIV/AIDS presents to<br />
<strong>Cambodia</strong>n society, and have prompted the<br />
government to pay more attention to the issue by<br />
creat<strong>in</strong>g guidel<strong>in</strong>es for HIV/AIDS prevention.<br />
A number of HIV-related policies have been<br />
formulated or are <strong>in</strong> the process of be<strong>in</strong>g drafted.<br />
The government has established a multi-sectoral<br />
National AIDS Authority and has created nationaland<br />
prov<strong>in</strong>cial-level structures to concentrate on<br />
HIV, although these are not presently functional.<br />
The M<strong>in</strong>istry of Health is currently sett<strong>in</strong>g up<br />
guidel<strong>in</strong>es for a test<strong>in</strong>g policy and it is expected<br />
that the M<strong>in</strong>istry will request NGO <strong>in</strong>put before<br />
f<strong>in</strong>aliz<strong>in</strong>g them. A draft AIDS law, which outl<strong>in</strong>es<br />
anti-discrim<strong>in</strong>ation policies, <strong>in</strong>fection control, and<br />
responsibility of various m<strong>in</strong>istries to educate the<br />
public about AIDS, was written by the National<br />
AIDS Authority <strong>in</strong> collaboration with UNAIDS,<br />
and with <strong>in</strong>put from the HACC. This piece of<br />
legislation is currently at the Council of M<strong>in</strong>isters<br />
and is expected to be passed <strong>in</strong> the near future.<br />
Separately, the M<strong>in</strong>istry of Women’s and<br />
Veterans Affairs (MoWVA) wants to start a<br />
process by which legislative bills are analyzed to<br />
identify their gender implications. This would<br />
<strong>in</strong>clude analyz<strong>in</strong>g gender implications of the draft<br />
AIDS law. With assistance from the POLICY<br />
Project, the M<strong>in</strong>istry is currently analyz<strong>in</strong>g<br />
revis<strong>in</strong>g its own HIV policy, is operationaliz<strong>in</strong>g the<br />
policy, and is also develop<strong>in</strong>g an advocacy toolkit<br />
for use by the HIV Unit (<strong>in</strong> MoWVA) when<br />
advocat<strong>in</strong>g for gender and HIV issues <strong>in</strong> other l<strong>in</strong>e<br />
m<strong>in</strong>istries.<br />
HACC and MEDICAM (the association of<br />
NGOs work<strong>in</strong>g <strong>in</strong> health) have been <strong>in</strong>strumental<br />
for network<strong>in</strong>g on policy issues. Though progress<br />
has been made <strong>in</strong> some areas however, strategic<br />
advocacy focus has not taken place yet. Perhaps<br />
the most important issue - access to ARIV therapy<br />
– still rema<strong>in</strong>s unaddressed. In addition, once the<br />
AIDS law is passed, advocacy will be needed to<br />
ensure that the law is enforced and that people<br />
are not discrim<strong>in</strong>ated aga<strong>in</strong>st because of their HIV<br />
status.<br />
Enlarg<strong>in</strong>g the <strong>Democratic</strong> Space<br />
HIV awareness rais<strong>in</strong>g efforts are slowly<br />
beg<strong>in</strong>n<strong>in</strong>g to take effect as people learn the<br />
importance of hav<strong>in</strong>g protected sex. For example,<br />
an article published <strong>in</strong> the Raksmey Kampuchea<br />
newspaper <strong>in</strong> January 2002 described the story<br />
of a commercial sex worker from Kompong Cham<br />
who refused to sleep with two men because they<br />
would not use condoms. The article highlights the<br />
fact that education is empower<strong>in</strong>g women to<br />
negotiate condom use and that the topic of<br />
condom use can be published <strong>in</strong> a ma<strong>in</strong>stream<br />
newspaper.<br />
Several key leaders are also becom<strong>in</strong>g key<br />
advocates for HIV/AIDS issues. For example, the<br />
POLICY Project supported Pr<strong>in</strong>cess Rattana Devi<br />
(member of the National Assembly Health<br />
Committee), the M<strong>in</strong>ister (Mu Sochua), and the<br />
Secretary of State (Dr Phavi), to discuss the effects<br />
of HIV on women and children at a forum for<br />
Buddhist monks <strong>in</strong> Battambang.<br />
Regard<strong>in</strong>g <strong>in</strong>teraction with the government,<br />
HACC and MEDICAM are <strong>in</strong> a good position to<br />
provide <strong>in</strong>put on policies. As AIDS is a global issue<br />
and all government m<strong>in</strong>istries are encouraged to<br />
jo<strong>in</strong> the fight aga<strong>in</strong>st AIDS, there are many<br />
opportunities for NGOs to <strong>in</strong>teract with<br />
government agencies at various levels. HIV is<br />
perceived as a less threaten<strong>in</strong>g topic than some<br />
