Enlarg<strong>in</strong>g the <strong>Democratic</strong> Space<br />

EMOs possessed the leadership required to<br />

advocate at the highest level. Strategies <strong>in</strong>cluded<br />

personal lobby<strong>in</strong>g, roundtable discussions at the<br />

district level, workshops, and COPCEL meet<strong>in</strong>gs.<br />

The presence of donors, as <strong>in</strong> other sectors, did<br />

apply a certa<strong>in</strong> amount of pressure on the NEC<br />

and NGOCC to be responsive to NGOs, which may<br />

not have been the case otherwise. Still, the<br />

relatively peaceful conduct of the commune<br />

elections <strong>in</strong> February 2002 and the comparatively<br />

positive response of EMOs and other observers<br />

regard<strong>in</strong>g the poll<strong>in</strong>g process may go a long way<br />

to improv<strong>in</strong>g relations. It will be <strong>in</strong>terest<strong>in</strong>g to<br />

observe how relations between the NEC and NGOs<br />

develop dur<strong>in</strong>g next year’s national election.<br />

The CCEL campaign received considerable<br />

media attention, and coalition groups sought to<br />

draw public attention to the issues by conduct<strong>in</strong>g<br />

awareness rais<strong>in</strong>g activities. These activities<br />

<strong>in</strong>cluded 75 drama performances conducted by<br />

NICFEC, distribution of leaflets, show<strong>in</strong>g of<br />

videotapes, and other forms of education.<br />

Although there has been no evaluation of the<br />

effectiveness of these efforts, the issues were<br />

presented to the public and will provide a<br />

foundation of public <strong>in</strong>formation that EMOs can<br />

build on <strong>in</strong> the future.<br />

Build<strong>in</strong>g Capacity of Civil Society<br />

Unlike <strong>in</strong> the fisheries or labor sectors, it is<br />

not necessary to base a campaign to change the<br />

electoral system on popular support. This is due<br />

to the fact that, while important for political<br />

decentralization, commune elections are not a<br />

livelihood issue and therefore plays a m<strong>in</strong>or role<br />

<strong>in</strong> the average <strong>Cambodia</strong>n’s daily life. In a country<br />

where most people have many more immediate<br />

and serious needs, it would be difficult to rally a<br />

mass movement to change the CCEL. For this<br />

reason, the emphasis of capacity build<strong>in</strong>g for this<br />

issue lies with election and governance NGOs.<br />

In general, the CCEL campaign was well<br />

organized and efficient. Lobby<strong>in</strong>g was performed<br />

at the highest levels, and probably no other sector<br />

has been able to replicate the level of lobby<strong>in</strong>g that<br />

took place <strong>in</strong> this campaign. NGO leaders met with<br />

party leaders, members of the royal family, and<br />

countless politicians to argue their case. Lobby<strong>in</strong>g<br />

skills were undoubtedly sharpened dur<strong>in</strong>g the<br />

experience. Use of the media is another area <strong>in</strong><br />

which coalition groups ga<strong>in</strong>ed skills.<br />

As this was the third election <strong>in</strong> <strong>Cambodia</strong><br />

that NGO workers had been <strong>in</strong>volved <strong>in</strong> (through<br />

education or monitor<strong>in</strong>g), NGO staff are quickly<br />

becom<strong>in</strong>g veterans. Even so, the CCEL campaign<br />

differed from national elections <strong>in</strong> that <strong>in</strong> the<br />

CCEL campaign, staff had to analyze articles <strong>in</strong><br />

the draft law and develop a new concept of<br />

commune councils.<br />

Although there was a broad understand<strong>in</strong>g<br />

of the need to <strong>in</strong>clude women <strong>in</strong> politics,<br />

comprehensive statistics on the participation of<br />

women <strong>in</strong> politics were not available at the time.<br />

In retrospect, NGOs consider this to have been one<br />

of the weaknesses of the advocacy campaign<br />

because their arguments tended to rely on<br />

historical references. In general, parties were<br />

aga<strong>in</strong>st a policy of encourag<strong>in</strong>g women to run<br />

because they were already committed to<br />

promot<strong>in</strong>g long-time supporters and active<br />

members, who <strong>in</strong> most cases were men.<br />

In mid-2001, EMOs conducted a survey of<br />

parties and discussed women’s issues with them<br />

to assess their<br />

policies regard<strong>in</strong>g<br />
