Future Considerations<br />
The follow<strong>in</strong>g items should be kept <strong>in</strong> m<strong>in</strong>d when advocat<strong>in</strong>g for improved fisheries<br />
management <strong>in</strong> <strong>Cambodia</strong> <strong>in</strong> the future:<br />
• Recognize that there is a highly political aspect to the fisheries issue.<br />
• Recognize that without proper means (<strong>in</strong>clud<strong>in</strong>g adequate <strong>in</strong>come), the DoF<br />
will not be <strong>in</strong> a position to do their work properly.<br />
• Recognize that there is a need to build up local leaders and give them<br />
confidence.<br />
• Avoid hav<strong>in</strong>g a paternalistic attitude towards communities.<br />
• Listen to community members.<br />
• Make public <strong>in</strong>formation public, e.g. with regard to auctions and boundaries.<br />
• Avoid tak<strong>in</strong>g a top-down approach with communities. For example, some<br />
organizations have drafted community fisheries agreements by themselves<br />
and handed them down to community members – not surpris<strong>in</strong>gly, noth<strong>in</strong>g<br />
happened.<br />
• Assist DoF to develop clear national guidel<strong>in</strong>es with respect to community<br />
fisheries and provide guidel<strong>in</strong>es to community practitioners. This will help<br />
avoid conflicts created when communities are given conflict<strong>in</strong>g directions.<br />
• Assist DoF staff to develop their community organiz<strong>in</strong>g skills and<br />
understand<strong>in</strong>g of community fisheries.<br />
Another media strategy used was mak<strong>in</strong>g<br />
sure that journalists and television stations from<br />
the capital were <strong>in</strong>vited to cover prov<strong>in</strong>cial<br />
ceremonies presided over by high officials. NGOs<br />
kept track of speeches as part of a strategy to<br />
promote accountability by ask<strong>in</strong>g politicians<br />
whether they had kept their promises, even go<strong>in</strong>g<br />
so far as show<strong>in</strong>g videotapes of speeches to<br />
villagers. When promises were broken, NGOs<br />
promptly provided <strong>in</strong>formation to the media,<br />
which usually followed-up by <strong>in</strong>terview<strong>in</strong>g the<br />
prov<strong>in</strong>cial officials concerned, sometimes go<strong>in</strong>g as<br />
high as the M<strong>in</strong>istry level. Use of this general<br />
strategy may be backfir<strong>in</strong>g however, as the Prime<br />
M<strong>in</strong>ister has now <strong>in</strong>structed officials to be careful<br />
about what ceremonies they choose to attend.<br />
