Outside of human rights issues, few advocacy activities were be<strong>in</strong>g<br />

conducted prior to 1995. The wide range of ongo<strong>in</strong>g campaigns and<br />

strategies identified dur<strong>in</strong>g the course of this study <strong>in</strong>dicate that advocacy<br />

<strong>in</strong> <strong>Cambodia</strong> is gradually accumulat<strong>in</strong>g experience and ga<strong>in</strong><strong>in</strong>g ground,<br />

though development of advocacy capacity has been uneven accord<strong>in</strong>g<br />

to sector. Some sectors have elaborated clear objectives and action plans,<br />

while others are still <strong>in</strong> a ‘network<strong>in</strong>g to exchange <strong>in</strong>formation’ phase.<br />

The presence of a facilitat<strong>in</strong>g organization is a positive factor <strong>in</strong> assist<strong>in</strong>g<br />

the actors <strong>in</strong> a sector to identify and collaborate on advocacy issues.<br />

The most effective advocacy strategies used to date <strong>in</strong>clude<br />

dissem<strong>in</strong>at<strong>in</strong>g relevant <strong>in</strong>formation to target communities, document<strong>in</strong>g<br />

problems through research and publications, and provid<strong>in</strong>g<br />

opportunities for engagement and consultation between communities,<br />

NGOs, and policy makers. While impact of these strategies is difficult to<br />

assess, advocates are beg<strong>in</strong>n<strong>in</strong>g to assert the right of civil society<br />

organizations to engage <strong>in</strong> policy formulation.<br />

In many cases, limitations to successful campaigns <strong>in</strong>clude a lack<br />

of a popular base to identify issues, mobilize support, and br<strong>in</strong>g<br />

legitimacy to advocacy campaigns. Thus far, advocacy <strong>in</strong> <strong>Cambodia</strong> has<br />

relied heavily on donor conditionality to provide civil society<br />

organizations access to the policy-mak<strong>in</strong>g dialogue. While some view<br />

this as a negative factor, it is this <strong>in</strong>fluence that has provided a protective<br />

environment for advocacy to grow. The focus <strong>in</strong> the future will need to<br />

be on allow<strong>in</strong>g advocacy <strong>in</strong> <strong>Cambodia</strong> to mature beyond dependence on<br />

<strong>in</strong>ternational entities.<br />

Major recommendations of this report relate to <strong>in</strong>creas<strong>in</strong>g<br />

transparency <strong>in</strong> policy formulation by mak<strong>in</strong>g public <strong>in</strong>formation public<br />

and establish<strong>in</strong>g standard guidel<strong>in</strong>es on the consultative process for all<br />

legislation. With<strong>in</strong> the civil society sector, advocacy objectives will be<br />

advanced if NGOs with<strong>in</strong> each sector come together to establish common<br />

advocacy goals and if advocacy leaders from different sectors have a<br />

chance to exchange experiences. <strong>Advocacy</strong> can only become susta<strong>in</strong>able<br />

if NGOs <strong>in</strong>crease grassroots participation <strong>in</strong> agenda selection and policy<br />

formulation. The capacity build<strong>in</strong>g of government officials, and <strong>in</strong><br />

particular the new Commune Councils, as advocates offers opportunities<br />

to <strong>in</strong>volve authorities as essential partners <strong>in</strong> the advocacy effort.<br />

This research illum<strong>in</strong>ates some of the major issues relat<strong>in</strong>g to<br />

advocacy <strong>in</strong> <strong>Cambodia</strong>. <strong>Advocacy</strong> is a crosscutt<strong>in</strong>g issue important to all<br />

sectors, and civil society understands well the importance of government<br />

policy formulation <strong>in</strong> poverty alleviation. As the civil society sector<br />

cont<strong>in</strong>ues to mature, more NGOs will see the importance of coord<strong>in</strong>at<strong>in</strong>g<br />

closely with government to <strong>in</strong>fuse the legislative process with consultative<br />

procedures that benefit the citizens of <strong>Cambodia</strong>.<br />
