Advocates have learned numerous<br />

lessons from their experiences over the last few<br />

years. Some important lessons that stand out<br />

<strong>in</strong>clude:<br />

Make sure the campaign has some<br />

degree of popular support. Without<br />

popular support, politicians will not take issues<br />

seriously (and may even encourage advocates<br />

to waste their energy and resources) as they<br />

know that their political futures will not be<br />

affected by their lack of support for campaign<br />

issues.<br />

Start lobby<strong>in</strong>g early. The earlier<br />

NGOs can get <strong>in</strong>put <strong>in</strong>to a new or modified law,<br />

the better the chances that comments will be<br />

<strong>in</strong>corporated. Advocates who start lobby<strong>in</strong>g<br />

when a draft is sent to the Council of M<strong>in</strong>isters<br />

are bound to be unsuccessful <strong>in</strong> their efforts<br />

because they are enter<strong>in</strong>g too late <strong>in</strong> the<br />

process.<br />

Identify advocates with<strong>in</strong> the<br />

government. When an official is not well<br />

disposed towards an issue and discussions<br />

come to a standstill, advocates should identify<br />

other key people who are will<strong>in</strong>g to listen to<br />

their arguments.<br />

Be prepared to deflect common<br />

delay tactics.<br />

These <strong>in</strong>clude:<br />

• Plac<strong>in</strong>g blame on a supervisor or<br />

declar<strong>in</strong>g they do not have the power to take<br />

action (response: Use multi-level approach,<br />

consider work<strong>in</strong>g or target<strong>in</strong>g a different<br />

government department);<br />

• Ask<strong>in</strong>g pla<strong>in</strong>tiffs to collect more<br />

<strong>in</strong>formation regard<strong>in</strong>g a compla<strong>in</strong>t or mak<strong>in</strong>g<br />

them responsible for accomplish<strong>in</strong>g the next<br />

step (response: Make sure that you have<br />

completed your research before mak<strong>in</strong>g the<br />

compla<strong>in</strong>t so that you have answers to all<br />

questions);<br />

• Caus<strong>in</strong>g tension between pla<strong>in</strong>tiffs<br />

(response: Understand whom the pla<strong>in</strong>tiffs<br />

are, how far they can stay <strong>in</strong> a campaign, and<br />

the k<strong>in</strong>ds of pressures that might be placed<br />

on them. Ma<strong>in</strong>ta<strong>in</strong> strong vision and good<br />

communication with pla<strong>in</strong>tiffs);<br />

• Giv<strong>in</strong>g assurances of tak<strong>in</strong>g action,<br />

when no action is actually tak<strong>in</strong>g place<br />

(response: If they agree to take action,<br />

identify next steps to be taken and track<br />

progress closely so as to be immediately<br />

aware when delays occur).<br />

Keep extra copies of legal<br />

documents available for distribution.<br />

Private sector actors also use delay tactics. For<br />

example, it is not uncommon for owners of<br />

private fish<strong>in</strong>g concessions to claim that they<br />

have not been <strong>in</strong>formed of a sub-decree or<br />

other regulation.<br />

Be aware that all decisions are<br />

made prior to big meet<strong>in</strong>gs. Therefore,<br />

lobby<strong>in</strong>g needs to take place well <strong>in</strong> advance<br />

of important decision-mak<strong>in</strong>g meet<strong>in</strong>gs.<br />

Ma<strong>in</strong>ta<strong>in</strong> good coord<strong>in</strong>ation<br />

among advocates. In order to avoid<br />

weaken<strong>in</strong>g a coalition’s solidarity and<br />

potentially underm<strong>in</strong><strong>in</strong>g a campaign, it is<br />

important to build a common vision and<br />

identify constra<strong>in</strong>ts that may affect the longterm<br />

dedication of coalition members.<br />
