collection of <strong>in</strong>formation on public op<strong>in</strong>ion to<br />

apply pressure on policy makers. This strategy is<br />

only effective when policy makers are accountable<br />

to the public.<br />

Public op<strong>in</strong>ion polls proved to be central to<br />

the Commune Council Election Law (CCEL)<br />

lobby<strong>in</strong>g. S<strong>in</strong>ce the CCEL advocacy campaign was<br />

<strong>in</strong>itiated by EMOs (which do not have as strong<br />

grassroots support as some community<br />

development organizations), it was imperative to<br />

demonstrate public support for the <strong>in</strong>itiative <strong>in</strong><br />

order to ga<strong>in</strong> legitimacy <strong>in</strong> the eyes of lawmakers.<br />

As mentioned earlier, public endorsement of the<br />

direct electoral system was so strong that it<br />

surprised even those organiz<strong>in</strong>g the polls. Indeed,<br />

EMOs that had <strong>in</strong>itially harbored doubts as to the<br />

need for a direct electoral system were conv<strong>in</strong>ced<br />

by poll results. Although campaign objectives were<br />

not atta<strong>in</strong>ed <strong>in</strong> the end, EMOs have clearly<br />

understood the importance of public op<strong>in</strong>ion polls<br />

as an advocacy tool <strong>in</strong> <strong>in</strong>creas<strong>in</strong>g the strength of a<br />

campaign, unify<strong>in</strong>g advocates, and provid<strong>in</strong>g<br />

legitimacy for campaign issues.<br />

Public op<strong>in</strong>ion polls are useful for ga<strong>in</strong><strong>in</strong>g<br />

<strong>in</strong>sight <strong>in</strong>to people’s knowledge, attitudes, and<br />

behavior. They are also a useful method for<br />

br<strong>in</strong>g<strong>in</strong>g difficult topics to the attention of the<br />

ma<strong>in</strong>stream public and government officials.<br />

Although not profiled <strong>in</strong> this report, the Center<br />

for Social Development’s survey on corruption was<br />

pivotal <strong>in</strong> br<strong>in</strong>g<strong>in</strong>g the word ‘corruption’ out <strong>in</strong>to<br />

the arena of public debate.<br />

In addition to public op<strong>in</strong>ion polls, petitions<br />

and letters of compla<strong>in</strong>t provide another method<br />

for demonstrat<strong>in</strong>g public support (or displeasure)<br />

for a policy change. These are more common at<br />

the local level and can be <strong>in</strong>itiated by a community<br />

or by an NGO. In the prov<strong>in</strong>ces where Star<br />

Kampuchea has established advocacy networks,<br />

NGOs assist with preparation of petitions and<br />

liaise with prov<strong>in</strong>cial authorities. Petitions are<br />

addressed to prov<strong>in</strong>cial authorities, l<strong>in</strong>e<br />

departments, or parliamentarians. Accord<strong>in</strong>g to<br />

development workers work<strong>in</strong>g <strong>in</strong> Kompong Thom<br />

and Kompong Cham, petitions sent to prov<strong>in</strong>cial<br />

officials do not usually result <strong>in</strong> action, but they<br />

do serve the purpose of br<strong>in</strong>g<strong>in</strong>g<br />

people’s grievances to their attention<br />

and are important <strong>in</strong> the<br />

documentation process. Regardless of<br />

the short-term effect of petitions and<br />

compla<strong>in</strong>ts, <strong>in</strong> the case of community<br />

fisheries it is clear that the deluge of<br />

compla<strong>in</strong>ts sent to the Prime M<strong>in</strong>ister,<br />

comb<strong>in</strong>ed with demonstrations <strong>in</strong><br />

front of the National Assembly, were<br />

at least partly responsible for the<br />

Prime M<strong>in</strong>ister’s decision to reduce<br />

private fish<strong>in</strong>g concessions.<br />

Rais<strong>in</strong>g Awareness and Concern<br />

In order for <strong>in</strong>formation dissem<strong>in</strong>ation to be<br />

effective, it needs to be accompanied by<br />

awareness-rais<strong>in</strong>g activities that can <strong>in</strong>clude<br />

education campaigns, workshops, and media<br />

strategies. Education activities such as workshops<br />

and outreach programs help to <strong>in</strong>form vulnerable<br />

groups of their rights, how they are be<strong>in</strong>g abused,<br />

and what remedies are available. For example,<br />

education has been effective <strong>in</strong> teach<strong>in</strong>g forest<br />

communities that, accord<strong>in</strong>g to a 1988 law, no one<br />

has the right to fell res<strong>in</strong> trees that are be<strong>in</strong>g<br />

tapped by local villagers. Rights education is the<br />

reason that commercial sex workers have the<br />

courage to descend upon police stations <strong>in</strong> groups<br />

when one of their colleagues has been illegally<br />

deta<strong>in</strong>ed. Another important form of awarenessrais<strong>in</strong>g<br />

is education for government officials and<br />

the military. S<strong>in</strong>ce the early 1990s, a number of<br />

human rights NGOs have conducted tra<strong>in</strong><strong>in</strong>g and<br />

follow-up activities with the police, military, and<br />

judiciary.<br />

Celebration of special events such as<br />

International Women’s, HIV/AIDS, Human<br />

Rights, and Children’s Days are another form of<br />

public education that has become very popular<br />

among NGOs. Most events <strong>in</strong>volve high-rank<strong>in</strong>g<br />

officials, NGO leaders, and members of the public<br />

gather<strong>in</strong>g for speeches, marches, and other<br />

activities, with the ma<strong>in</strong> purpose be<strong>in</strong>g to raise<br />

consciousness about specific issues. One example<br />

is the 16-day campaign aga<strong>in</strong>st violence aga<strong>in</strong>st<br />

women organized each year <strong>in</strong> November and<br />

December.<br />

Once the attention of ma<strong>in</strong>stream society has<br />

been drawn to an issue, however, the effectiveness<br />

of a special event dim<strong>in</strong>ishes. As this occurs, some<br />

NGOs have shifted the focus of the events from<br />

Phnom Penh to the prov<strong>in</strong>cial towns where there<br />

is less awareness of particular issues. Additionally,<br />

the government has <strong>in</strong>corporated these types of<br />

events <strong>in</strong>to their regular activities, so there is a<br />
