or even fearful to solve conflicts, especially when<br />
they do not receive back<strong>in</strong>g from more powerful<br />
organizations. In some cases, fear and<br />
<strong>in</strong>experience have prompted development<br />
workers to discourage organized village action. In<br />
order for NGO workers to be able to function <strong>in</strong><br />
conflict situations, they need to have a clear<br />
understand<strong>in</strong>g of the philosophy of their<br />
organization with regard to popular mobilization<br />
(some organizations do not want their staff to be<br />
advocates and will be reprimanded for gett<strong>in</strong>g<br />
<strong>in</strong>volved <strong>in</strong> try<strong>in</strong>g to solve conflicts). They also<br />
need to understand their expected particular role<br />
<strong>in</strong> advocacy so that they can know how far they<br />
should go to support community groups when<br />
communities feel compelled to take action. F<strong>in</strong>ally,<br />
NGO advocates need to be committed to the<br />
concept that government is there to serve the<br />
people and that the people can play a significant<br />
role <strong>in</strong> the decision-mak<strong>in</strong>g process.<br />
Dur<strong>in</strong>g the past three years <strong>in</strong>ternational<br />
agencies work<strong>in</strong>g <strong>in</strong> the prov<strong>in</strong>ces have been<br />
exam<strong>in</strong><strong>in</strong>g their programs to identify the best way<br />
to support activities <strong>in</strong> rural areas. They have<br />
tested various models <strong>in</strong>clud<strong>in</strong>g support to<br />
networks, local NGOs, and community-based<br />
organizations (CBOs). Ongo<strong>in</strong>g <strong>in</strong>ternal discussion<br />
with<strong>in</strong> various organizations suggests that they<br />
have not found a satisfactory model yet, although<br />
a few have ceased support<strong>in</strong>g NGOs or <strong>in</strong>dicated<br />
that they <strong>in</strong>tend to cease support<strong>in</strong>g them and opt<br />
<strong>in</strong>stead for direct advocacy.<br />
For example, the Southeast Asia Popular<br />
Communication Program (SEAPCP) is a<br />
Malaysian-based regional network that focuses on<br />
grassroots movements. SEAPCP works with<br />
farmers, urban poor, and other grassroots<br />
communities us<strong>in</strong>g creative methods to tra<strong>in</strong> local<br />
community organizers who are <strong>in</strong> turn asked to<br />
tra<strong>in</strong> new community organizers <strong>in</strong> adjacent<br />
communities. In <strong>Cambodia</strong> SEAPCP is build<strong>in</strong>g<br />
relationships with the Non-Timber Forestry<br />
Project (NTFP) <strong>in</strong> Ratanakiri to provide<br />
community organiz<strong>in</strong>g tra<strong>in</strong><strong>in</strong>g for grassroots<br />
leaders.<br />
Regard<strong>in</strong>g the organiz<strong>in</strong>g of commercial sex<br />
workers, one <strong>in</strong>ternational agency has suggested<br />
that the staff of NGOs exhibit patroniz<strong>in</strong>g attitudes<br />
towards the women concerned and tend to use<br />
them as show pieces to attract donor support. As<br />
sex workers are likely more knowledgeable about<br />
topics such as HIV transmission, it is also possible<br />
that NGOs perceive them as a potential threat to<br />
their fund<strong>in</strong>g. And patroniz<strong>in</strong>g attitudes are not<br />
limited to the sex trade: when NGOs are asked<br />
about <strong>in</strong>clud<strong>in</strong>g people liv<strong>in</strong>g with AIDS <strong>in</strong> policy<br />
formulation, the response is often, ‘How can they<br />
be <strong>in</strong>volved, they are sick!’<br />
NGO Stops Action by Villagers<br />
The problem started when a<br />
local bus<strong>in</strong>essman began buy<strong>in</strong>g<br />
illegally obta<strong>in</strong>ed logs, thus<br />
creat<strong>in</strong>g demand for illegally<br />
cut trees. Villagers decided to<br />
take direct action and<br />
confiscate illegally cut logs,<br />
but had not developed a<br />
strategy of what to do with the<br />
logs once they had taken them.<br />
An NGO had previously advised<br />
villagers aga<strong>in</strong>st confiscat<strong>in</strong>g<br />
the logs, and when the NGO<br />
found that logs had been<br />
confiscated and left <strong>in</strong> the<br />
forest, they advised villagers<br />
to discont<strong>in</strong>ue further action.<br />
The villagers had planned to<br />
place the logs on the ma<strong>in</strong><br />
Phnom Penh-Battambang road, so<br />
that the public could witness<br />
illegal logg<strong>in</strong>g activity. In<br />
the end however, villagers<br />
listened to the NGO and the<br />
logs were left <strong>in</strong> the forest.<br />
In this case, villagers took<br />
action but lost a major<br />
publicity opportunity due to<br />
poor advice from an NGO.<br />
Advocat<strong>in</strong>g NGOs work<strong>in</strong>g <strong>in</strong> rural<br />
communities (and the agencies that support them)<br />
need to ensure that their role is clear and that<br />
development workers avoid be<strong>in</strong>g counterproductive<br />
when faced with popular direct action<br />
(see box). NGOs need to promote a community’s<br />
ability to conduct direct action us<strong>in</strong>g non-violence<br />
as a response to mitigate those who threaten with<br />
violence. In the long-run, the goal of NGOs is to<br />
empower communities to take on issues<br />
themselves and to provide skills that allow<br />
communities to address issues as they evolve.<br />
Increas<strong>in</strong>g <strong>Democratic</strong> Space<br />
