Congratulations Dagmar<br />
Dagmar Grefe was unanimously elected <strong><strong>Region</strong>al</strong> Chairperson-Elect<br />
effective January 1, 2013. She will become <strong><strong>Region</strong>al</strong><br />
Chairperson in 2014.<br />
Dagmar ran for the office unopposed and was warmly welcomed<br />
by her colleagues as the new leader to succeed Kent<br />
Schaufelberger. She not only successful in her bid for election,<br />
she was also the principle program speaker for the Annual<br />
Meeting educational program.<br />
Please congratulate Dagmar as you have opportunity and<br />
thank her for a job well done with the presentations to the<br />
<strong>Region</strong>. There is a copy of the presentation PowerPoint that<br />
was sent to everyone. An additional copy is on the webpage. If you have not read her book,<br />
you should do so. It is a very important contribution to our work.<br />

GOVERNANCE MANUAL CHANGES APPROVED<br />
The recommended amendments to the <strong>Pacific</strong> <strong>Region</strong> Governance Manual were approved unanimously. There<br />
were basically two changes:<br />
1. The position of <strong><strong>Region</strong>al</strong> Chair-Elect was reduced to one year. That person automatically becomes <strong><strong>Region</strong>al</strong><br />
Chairperson for two years. Following completion of that term, the person becomes <strong><strong>Region</strong>al</strong> Past<br />
Chair for one year. As such, the <strong>Region</strong> will continue to have four officers: <strong><strong>Region</strong>al</strong> Chairperson, <strong><strong>Region</strong>al</strong><br />
Chair-Elect OR <strong><strong>Region</strong>al</strong> Past Chair (only one serves at a time), Secretary and Treasurer.<br />
2. The Education Committee was officially moved to become a Committee of the Council. They have assumed<br />
responsibility for the Learning Project, educational programming at <strong><strong>Region</strong>al</strong> Meetings, posting<br />
documents regarding educational practice, and coordinating with other committees. They will work directly<br />
with the <strong><strong>Region</strong>al</strong> Council to address these areas.

A Happy New Year to You All!<br />
I hope that 2013 will be a great year for our <strong>Pacific</strong> <strong>Region</strong> and for all our CPE Centers and especially for all<br />
of us who are engaged in education for ministry, Supervisors, SES’s and Clinical Members.<br />
I’m looking forward to this year because<br />
we have committed ourselves to some<br />
new methodologies of education with our<br />
SES’s to strengthen their own education<br />
through the SOS Symposium scheduled<br />
for April 7-10, 2013. The Learning Network<br />
& Education Committee (formerly known<br />
as the Learning Project) is planning on a<br />
vital educational format during the Symposium.<br />
You will be hearing more about<br />
the Symposium and how to become involved.<br />
Again we have had sterling representation<br />
at the national Certification Commission.<br />

Each and every new supervisors in our region<br />
have benefited from our commitment<br />
to SOS, I believe. Congratulations to<br />
Interim Chair-Elect Art Schmidt<br />
our new <strong>ACPE</strong> Supervisors, Teleso, John and Susan and our new Associate Supervisors, Sean, Nancy and<br />
Tim. A job, well done—now take some time to rest and enjoy—we look forward to celebrating with you<br />
when we all come back together as a <strong>Region</strong>.<br />
By the time that you read this we will all know if federal negotiations to avert the automatic spending cuts<br />
and tax hikes known as the “fiscal cliff” were successful. I suspect that there will be a compromise. But<br />
even if negotiations are unsuccessful there will, more or less, be challenges within our institutions as new<br />
payment structures show themselves with new system national health care develops. That is surely the<br />
case here in Oregon. I know that part of our role is to provide care for the institutions in which we minister.<br />
As we go into this year, I wish you blessings in that particular element of your work as the Divine One<br />
gives you opportunity.<br />

long tenured CPE Supervisors who this past year, joined the Saints who have gone before us. Rod Seeger,<br />
Dave Wendleton and Horace Duke shared personal stories of their friends and opened a window on the<br />
history of our <strong>Region</strong>. Thanks to all of you for leading this part of your gathering in San Diego.<br />
We’re thankful for their service and journey in life with us.<br />

<strong>ACPE</strong> Board Report<br />
The <strong>ACPE</strong> Board of Representatives met during the national leadership<br />
meeting in Atlanta, GA, from November 14 – 17, 2012.<br />
Following are some highlights<br />
The Board met with members of the Jewish Supervisors Network, as agreed upon in an earlier conference<br />
call with the JSN, <strong>ACPE</strong> leadership, and the National Conference Committee after the announcement of<br />
the 2013 Annual Meeting dates, which conflict with Shavuot. There was much conversation about how<br />
<strong>ACPE</strong> can become more sensitive to religious diversity within its own membership.<br />
The Board adopted a motion that <strong>ACPE</strong> develop and utilize a multifaith<br />
calendar and regularly consult with constituents to ensure that national and regional<br />
meetings avoid significant holy days observed by <strong>ACPE</strong> members. Toward<br />
that end, the Board revised its proposed dates for the Fall 2013 leadership<br />
meeting so as not to conflict with Shabbat.<br />
The <strong>Pacific</strong> <strong>Region</strong> sent forward letters this summer to the Accreditation Commission<br />
about the manner in which national accreditation fees are designated on<br />
annual invoices to Centers, and also about changing the manner in which the<br />
Commission addresses the matter of late student unit re-port with automatic notations.<br />
Those letters were referred to the Commission for consideration.<br />
In addition, the <strong>Region</strong> inquired about the possibility of <strong>ACPE</strong> making a provision<br />
for certified Supervisors who are not attached to Centers, but who are con-<br />

Peter Y. Clark ducting supervision under contract, to purchase professional<br />
liability insurance. This inquiry was referred<br />
to Deryck Durston, <strong>ACPE</strong>’s interim executive<br />
director, for exploration. He will report his findings at the Spring 2013 meeting.<br />
Currently <strong>ACPE</strong> is running a surplus on its budget this year, primarily due to an<br />
increase in Centers, Supervisors, and Supervisory Candidates, and less expenditures<br />
on staff because the Associate Director position is still unfilled. However,<br />
other membership categories are less than projected: Clinical Members, Seminary<br />
Members, Individual Members, etc. The Board also decided during this<br />
meeting to eliminate the annual membership fee for <strong>ACPE</strong> Networks.<br />
Given the need for the <strong>ACPE</strong> national office to be fully staffed – especially to<br />
stay current with Certification and Accreditation matters – the Board directed the<br />
Personnel Committee to write a job description for the Executive Director/CEO<br />
and authorized the President to appoint a search committee for that position.<br />

The Board voted to give Kathy Turner, whom our <strong>Region</strong> nominated, the 2013 Helen Flanders Dunbar<br />
Award! Congratulations to Kathy on a well-deserved honor.<br />

<strong>ACPE</strong> is distributing $16K in program grants for 2013, and our <strong>Region</strong> submitted a request for a grant to fund a<br />
Symposium on Supervision. That request and 11 others were considered; the total amount requested was $98K.<br />
Sadly, our <strong>Region</strong>’s proposal was not among those selected; four programs were awarded the monies, and no one<br />
recipient was given the full amount requested.<br />
The Board divided its work into strategic initiative work groups and assigned <strong>ACPE</strong> Board members and others to<br />
these groups, with a mandate to report their work back to the Board at its Spring 2013 meeting. From our <strong>Region</strong>,<br />
Laurie Garrett-Cobbina and Peter are assigned to the Collaborative Relationships group, and Earl is assigned to the<br />
Technology work group.<br />
Leaders from <strong>ACPE</strong> and the Association of Professional Chaplains<br />
(APC) have been engaging in conference calls and a face-to-face<br />
meeting to explore collaborative possibilities for the two organizations.<br />
It was agreed that this was not discussion about a merger. Five<br />
possible avenues were brought forward for consideration, and the<br />
<strong>ACPE</strong> Board voted to continue conversations with APC about four of<br />
them: coordinating certification processes; establishing a joint ethics<br />
commission (building upon the success of the joint ethics process we<br />
currently have); shared clinical research; and shared educational<br />
events, including the possibility of joint conferences. The Board also<br />
directed <strong>ACPE</strong> leadership to reach out to the National Association of<br />
Jewish Chaplains and the National Association of Catholic Chaplains<br />
to invite them into this conversation.<br />
After hearing a report on the mediation agreement between <strong>ACPE</strong> and the College of Pastoral Supervision and Psychotherapy<br />
(CPSP), which was ended by CPSP in December 2011, and re-viewing correspondence received and sent<br />
since that time, the Board voted not to re-engage in dialogue with CPSP.<br />
The Board also received a report from the team of <strong>ACPE</strong> Board members and leadership from the Racial/Ethnic/<br />
Multicultural Network who had met via conference calls and a face-to-face meeting just prior to this Board meeting.<br />
Peter was asked to serve on that team as a Board member. The team affirmed REM’s history and accomplishments.<br />
It was agreed that the work of diversity should be owned by <strong>ACPE</strong> as a whole, not just REM, and that REM will<br />
engage in a conversation about its name, mission, and vision at its next Invitational in February 2013. The Board<br />
also voted to implement a demographic database of <strong>ACPE</strong> members and to direct the Certification strategic initiative<br />
work group to develop intentional recruitment/retention processes for persons of color in Supervisory CPE, and to re<br />
-design the certification process to make it more hospitable for students who affiliate with non-majority populations.<br />
The Certification Commission held appearances with 41 individuals (27 for Associate and 14 for Certified Supervisor)<br />
during this meeting, and there was a 77% pass rate. Several members from our <strong>Region</strong> were granted their requests,<br />
and we celebrate everyone who prepared themselves and met with the Commission.<br />
Peter writes: This was my last in-person meeting on the <strong>ACPE</strong> Board as your regional representative. While in Atlanta,<br />
John Moody presented me with a plaque from the <strong>Region</strong>, since I was not able to attend the <strong><strong>Region</strong>al</strong> meeting<br />
in October. I am grateful for the gift and even more grateful for the trust you had in me to serve you. I know that<br />
the <strong>Region</strong> will have a strong voice and presence with Earl on the Board. Thank you for the privilege, and blessings<br />

REGIONAL DIRECTOR REFLECTIONS<br />
2012 has been quite a year for the <strong>Pacific</strong> <strong>Region</strong>.<br />
Our Certification Committee has reported a high rate of success in meeting the Committee and<br />
Commission. Just look at the opening and certification pages of this <strong>Newsletter</strong> to see some happy people.<br />
Much of this success is due to Supervisors who do outstanding work and a Committee that teaches, consults<br />
and supports Candidates.<br />
The Accreditation Committee has walked with Center’s as they move<br />
through the five and ten year review process. In most situations, the Site Visits<br />
were positive, growing experiences for Centers.<br />
Our Development Committee has guided us through a time of selfreflection<br />
as we pondered the future. Indications are that there is a strong interest<br />
among Members to find new and innovative programs of CPE. Some of<br />
these ideas are looking at ways of serving new, yet untapped student populations.<br />
We have established an initial contact with the seminary presidents at<br />
the GTU. A Seminary Task Force is being formed to expand the conversations to look at conjoint programming<br />
that serves both the academic and clinical education communities.<br />
Our Education Committee / Learning Project Task Group has taken on the challenges outlined by<br />
the Phoenix Project Study. We looked closely at ourselves and identified areas that need our attention. The<br />
Learning Project and the focus of the Development Committee on recruiting new people into CPE are outcomes<br />
of that study. A new Seminar of Supervision Symposium is an expansion of the SOS consultation<br />
process that has gone on in our <strong>Region</strong> for more than two decades. Thanks to George Fitzgerald and others<br />
who supported that program, we can truly say we are invested in the future of CPE. We are one of the two<br />
<strong>Region</strong>s of <strong>ACPE</strong> who have generated a significant percentage of the new CPE Supervisors in our Association.<br />
Training the next generation of CPE Supervisors is only one of our primary tasks. Training the next<br />
generation of Spiritual Care Providers is the other. If we are to survive and be leaders in the in health care,<br />
psychiatric services, corrections, hospice, pastoral counseling and community spiritual care services, we<br />
need educators who can train the practitioners necessary to fulfill that mission and practitioners to care for<br />
the suffering and hurting every where.<br />
Peer Review has supported our Supervisors as they deal with the day to day struggles of guiding,<br />
serving and supporting students. Honest, heartfelt, open, collegial consultation is essential to our emotional<br />
and spiritual well-being.<br />

The <strong><strong>Region</strong>al</strong> Council, Finance and Nominations Committees have given leadership and oversight<br />
to this whole enterprise. They have made sure we have the policies, programs, financial and human resources<br />
to accomplish the work.<br />
And finally our Officers and Chairpersons do much more than you will ever know to keep this <strong>Region</strong><br />
functioning smoothly, efficiently and within budget. We owe them all a much deserved “Thank You,<br />
Thank You.”<br />
Personally I want to thank Janet Matsuzaki whose diligence, clarity of purpose and warm smile keep<br />
a far flung and very diverse organization running like clockwork. It is thanks to the leadership of <strong>Pacific</strong><br />
Health Ministry in Honolulu that Janet is able to assist us with the office duties. I’m glad you have had the<br />
opportunity to get to know her personally at the last two <strong><strong>Region</strong>al</strong> Meetings.<br />
2013 holds the potential of being a very exciting year for us. If the Congress can fix the “Fiscal<br />
Cliff”, we in <strong>ACPE</strong> can surely do what is needed to strengthen professional skills in spiritual care, develop<br />
unique ways to serve students, and hold high a vision of care and service that is life changing for those we<br />
serve.<br />

SUPERVISORY CANDIDATES<br />
SOS Spring Symposium, April 7-10<br />
The spring SOS will be in a new format this year. Most Committees meet independently in the<br />
spring., away from San Diego. So there are not enough Supervisors to consult as we have done<br />
in the past. A new Symposium format is offered for consultation, mock committees, writing<br />
papers, exploring group practice, curriculum development, program management, student recruitment,<br />
accreditation information and much more. A Resource Faculty of 2 to 1 will be<br />
available.<br />
Come help us launch this new educational program hosted by the<br />
Education Committee.<br />

ACCREDITATION<br />
Items to Help Your Center!!!<br />
1) Any and ALL CHANGES TO YOUR PROGRAM or Center are to be reported<br />
on Appendix 2 in the Accreditation Manual. This includes contracts,<br />
satellites, addition of faculty, name change of institutions, certification of supervisory<br />
staff, and adding/deleting components.<br />
2) The ANNUAL CENTER REPORT is DUE to be received by January 15. It<br />
can be completed relatively quickly. SEND IT EARLY. <strong><strong>Region</strong>al</strong> Chairperson<br />
Beverly Hartz sent a notification to each Center with the name of your<br />
Liaison to whom the report is sent.<br />
3) The ANNUAL REGIONAL CENTER FEE is due in the first quarter of the<br />
year. An invoice will be sent from the <strong><strong>Region</strong>al</strong> Office in early January.<br />
Please do not confuse this with the new <strong>ACPE</strong> Accreditation Fee. They are<br />
not the same. The fee is $350 for Centers; $250 additional for each Satellite.<br />
4) If your Center has a 2013 TEN YEAR REVIEW pending, remember that site<br />
visits should be scheduled so they occur before the end of October. It will be<br />
difficult to schedule site team visits after that date. Beverly Hartz has sent a<br />
reminder to all Centers with pending reviews. Please remember there are<br />
limitations to what the <strong>Region</strong> will reimburse for the Site Visit. The policy is<br />
being sent to all Supervisors who have a review in 2013.<br />

EDUCATION COMMITTEE — Learning Project Update<br />
From the Learning Network/Education Committee:<br />
The Seminar on Supervision (SOS) for spring 2013 will be in a Symposium format<br />
with expanded opportunities for consultation and learning for Supervisory<br />
Candidates. We are in the planning stages for this Symposium. To make it<br />
most useful for participants, we have sought input<br />
from prospective attendees about what would best<br />
support their movement toward certification as an<br />
Associate CPE Supervisor.<br />
The Symposium will be a 3.5-day concentrated<br />
learning opportunity with Resource Faculty prepared<br />
to provide consultation and learning experiences in the following areas:<br />
curriculum development (Levels 1&2), group process leadership, adult learning<br />
theory (related to all theory paper topics), program<br />
leadership (management, accreditation, institutional interface), and professional writing.<br />
Content will include curriculum resources developed by the Education Committee<br />
and the whole <strong>Region</strong>, a writing workshop, group process sessions, and significant<br />
time for individual work and consultation. Individual time may include review<br />
of your writing with professional editors, consultation about Certification supervisory Committee Report—Continued incidents,<br />
preparation to meet the Certification Commission for Associate Supervisor, or some<br />
other area of specific interest to you.<br />
More information about registration for the<br />
Spring SOS Symposium will be sent out to Candidates by late January.<br />
The dates of the Symposium are April 7-11, 2012.<br />

At the October Annual Meeting, we had lively and energetic participation in a World Café experience<br />
on the theme of “Who are potential student consumers of CPE in the future, and how<br />
can we better meet their needs?”<br />
We spent two hours in creative conversation and surfaced a number of important themes, such<br />
as: the value of our methodology that translates across discipline and context; a need to respond<br />
to linguistic and cultural differences in new ways; a need to be more highly mobile and<br />
flexible to meet emerging needs; and a movement<br />
toward “preventative” spirituality to parallel the<br />
community-based focus of the Affordable Care Act.<br />
We are still busy compiling the many important insights<br />
gleaned from this experience, and will have a<br />
full report for the next newsletter. Stay tuned, and<br />
thank you for being a part of this vital conversation!<br />

Dear <strong>ACPE</strong> colleagues, A synopsis of current research is being planned for the COMISS Network Forum meeting<br />
January 13-14, 2013. I would welcome receiving information that you and/or your constituents have published in the<br />
last year in the field of pastoral care, pastoral counseling, CPE, specialized ministry or religion. This information can<br />
come to me via mail and/or email in the form of a citation, abstract, or other electronic form. Feel free to forward this<br />
email to others that you feel might have research news to share. Also, if you know of research in process that would<br />
like some recognition, I would welcome that information as well. It would help me to have this information by January<br />

SURPRISE!!<br />
Family and Friends came from all over the country to wish Brenda a<br />
Happy 60th Birthday. Cheri Coleman was the host with the most, getting<br />
dozens of people to keep a secret and putting on a wonderful event. It<br />
really was a surprise. Kent Schaufelberger sent greetings from everyone in<br />
the <strong>Region</strong>. Many of our colleagues came to share the brunch and day at<br />
the spa. Brenda’s colleagues Teleso and Fred were also present but hid<br />
from the camera. Blessings Brenda for 60 more.
