Elections & Nominations
Congratulations Dagmar
Dagmar Grefe was unanimously elected Regional Chairperson-Elect
effective January 1, 2013. She will become Regional
Chairperson in 2014.
Dagmar ran for the office unopposed and was warmly welcomed
by her colleagues as the new leader to succeed Kent
Schaufelberger. She not only successful in her bid for election,
she was also the principle program speaker for the Annual
Meeting educational program.
Please congratulate Dagmar as you have opportunity and
thank her for a job well done with the presentations to the
Region. There is a copy of the presentation PowerPoint that
was sent to everyone. An additional copy is on the webpage. If you have not read her book,
you should do so. It is a very important contribution to our work.
GOVERNANCE MANUAL CHANGES APPROVED
The recommended amendments to the Pacific Region Governance Manual were approved unanimously. There
were basically two changes:
1. The position of Regional Chair-Elect was reduced to one year. That person automatically becomes Regional
Chairperson for two years. Following completion of that term, the person becomes Regional Past
Chair for one year. As such, the Region will continue to have four officers: Regional Chairperson, Regional
Chair-Elect OR Regional Past Chair (only one serves at a time), Secretary and Treasurer.
2. The Education Committee was officially moved to become a Committee of the Council. They have assumed
responsibility for the Learning Project, educational programming at Regional Meetings, posting
documents regarding educational practice, and coordinating with other committees. They will work directly
with the Regional Council to address these areas.

REGIONAL CHAIRPERSON
A Happy New Year to You All!
I hope that 2013 will be a great year for our Pacific Region and for all our CPE Centers and especially for all
of us who are engaged in education for ministry, Supervisors, SES’s and Clinical Members.
I’m looking forward to this year because
we have committed ourselves to some
new methodologies of education with our
SES’s to strengthen their own education
through the SOS Symposium scheduled
for April 7-10, 2013. The Learning Network
& Education Committee (formerly known
as the Learning Project) is planning on a
vital educational format during the Symposium.
You will be hearing more about
the Symposium and how to become involved.
Again we have had sterling representation
at the national Certification Commission.
Regional Chair Kent Schaufelberger & retiring
Each and every new supervisors in our region
have benefited from our commitment
to SOS, I believe. Congratulations to
Interim Chair-Elect Art Schmidt
our new ACPE Supervisors, Teleso, John and Susan and our new Associate Supervisors, Sean, Nancy and
Tim. A job, well done—now take some time to rest and enjoy—we look forward to celebrating with you
when we all come back together as a Region.
By the time that you read this we will all know if federal negotiations to avert the automatic spending cuts
and tax hikes known as the “fiscal cliff” were successful. I suspect that there will be a compromise. But
even if negotiations are unsuccessful there will, more or less, be challenges within our institutions as new
payment structures show themselves with new system national health care develops. That is surely the
case here in Oregon. I know that part of our role is to provide care for the institutions in which we minister.
As we go into this year, I wish you blessings in that particular element of your work as the Divine One
gives you opportunity.
ACPE Board Report
The ACPE Board of Representatives met during the national leadership
meeting in Atlanta, GA, from November 14 – 17, 2012.
Following are some highlights
The Board met with members of the Jewish Supervisors Network, as agreed upon in an earlier conference
call with the JSN, ACPE leadership, and the National Conference Committee after the announcement of
the 2013 Annual Meeting dates, which conflict with Shavuot. There was much conversation about how
ACPE can become more sensitive to religious diversity within its own membership.
The Board adopted a motion that ACPE develop and utilize a multifaith
calendar and regularly consult with constituents to ensure that national and regional
meetings avoid significant holy days observed by ACPE members. Toward
that end, the Board revised its proposed dates for the Fall 2013 leadership
meeting so as not to conflict with Shabbat.
The Pacific Region sent forward letters this summer to the Accreditation Commission
about the manner in which national accreditation fees are designated on
annual invoices to Centers, and also about changing the manner in which the
Commission addresses the matter of late student unit re-port with automatic notations.
Those letters were referred to the Commission for consideration.
In addition, the Region inquired about the possibility of ACPE making a provision
for certified Supervisors who are not attached to Centers, but who are con-
Retiring Director
Peter Y. Clark ducting supervision under contract, to purchase professional
liability insurance. This inquiry was referred
to Deryck Durston, ACPE’s interim executive
director, for exploration. He will report his findings at the Spring 2013 meeting.
Currently ACPE is running a surplus on its budget this year, primarily due to an
increase in Centers, Supervisors, and Supervisory Candidates, and less expenditures
on staff because the Associate Director position is still unfilled. However,
other membership categories are less than projected: Clinical Members, Seminary
Members, Individual Members, etc. The Board also decided during this
meeting to eliminate the annual membership fee for ACPE Networks.
Given the need for the ACPE national office to be fully staffed – especially to
stay current with Certification and Accreditation matters – the Board directed the
Personnel Committee to write a job description for the Executive Director/CEO
and authorized the President to appoint a search committee for that position.
Director Earl P. Cooper
The Board voted to give Kathy Turner, whom our Region nominated, the 2013 Helen Flanders Dunbar
Award! Congratulations to Kathy on a well-deserved honor.
CONTINUED ON NEXT PAGE.

Pacific Region ACPE
Page 6
CONTINUED FROM PREVIOUS PAGE.
ACPE is distributing $16K in program grants for 2013, and our Region submitted a request for a grant to fund a
Symposium on Supervision. That request and 11 others were considered; the total amount requested was $98K.
Sadly, our Region’s proposal was not among those selected; four programs were awarded the monies, and no one
recipient was given the full amount requested.
The Board divided its work into strategic initiative work groups and assigned ACPE Board members and others to
these groups, with a mandate to report their work back to the Board at its Spring 2013 meeting. From our Region,
Laurie Garrett-Cobbina and Peter are assigned to the Collaborative Relationships group, and Earl is assigned to the
Technology work group.
Leaders from ACPE and the Association of Professional Chaplains
(APC) have been engaging in conference calls and a face-to-face
meeting to explore collaborative possibilities for the two organizations.
It was agreed that this was not discussion about a merger. Five
possible avenues were brought forward for consideration, and the
ACPE Board voted to continue conversations with APC about four of
them: coordinating certification processes; establishing a joint ethics
commission (building upon the success of the joint ethics process we
currently have); shared clinical research; and shared educational
events, including the possibility of joint conferences. The Board also
directed ACPE leadership to reach out to the National Association of
Jewish Chaplains and the National Association of Catholic Chaplains
to invite them into this conversation.
After hearing a report on the mediation agreement between ACPE and the College of Pastoral Supervision and Psychotherapy
(CPSP), which was ended by CPSP in December 2011, and re-viewing correspondence received and sent
since that time, the Board voted not to re-engage in dialogue with CPSP.
The Board also received a report from the team of ACPE Board members and leadership from the Racial/Ethnic/
Multicultural Network who had met via conference calls and a face-to-face meeting just prior to this Board meeting.
Peter was asked to serve on that team as a Board member. The team affirmed REM’s history and accomplishments.
It was agreed that the work of diversity should be owned by ACPE as a whole, not just REM, and that REM will
engage in a conversation about its name, mission, and vision at its next Invitational in February 2013. The Board
also voted to implement a demographic database of ACPE members and to direct the Certification strategic initiative
work group to develop intentional recruitment/retention processes for persons of color in Supervisory CPE, and to re
-design the certification process to make it more hospitable for students who affiliate with non-majority populations.
The Certification Commission held appearances with 41 individuals (27 for Associate and 14 for Certified Supervisor)
during this meeting, and there was a 77% pass rate. Several members from our Region were granted their requests,
and we celebrate everyone who prepared themselves and met with the Commission.
Peter writes: This was my last in-person meeting on the ACPE Board as your regional representative. While in Atlanta,
John Moody presented me with a plaque from the Region, since I was not able to attend the Regional meeting
in October. I am grateful for the gift and even more grateful for the trust you had in me to serve you. I know that
the Region will have a strong voice and presence with Earl on the Board. Thank you for the privilege, and blessings
to all!
Please feel free to contact us if you have any questions, concerns, or comments.
REGIONAL DIRECTOR REFLECTIONS
2012 has been quite a year for the Pacific Region.
Our Certification Committee has reported a high rate of success in meeting the Committee and
Commission. Just look at the opening and certification pages of this Newsletter to see some happy people.
Much of this success is due to Supervisors who do outstanding work and a Committee that teaches, consults
and supports Candidates.
The Accreditation Committee has walked with Center’s as they move
through the five and ten year review process. In most situations, the Site Visits
were positive, growing experiences for Centers.
Our Development Committee has guided us through a time of selfreflection
as we pondered the future. Indications are that there is a strong interest
among Members to find new and innovative programs of CPE. Some of
these ideas are looking at ways of serving new, yet untapped student populations.
We have established an initial contact with the seminary presidents at
the GTU. A Seminary Task Force is being formed to expand the conversations to look at conjoint programming
that serves both the academic and clinical education communities.
Our Education Committee / Learning Project Task Group has taken on the challenges outlined by
the Phoenix Project Study. We looked closely at ourselves and identified areas that need our attention. The
Learning Project and the focus of the Development Committee on recruiting new people into CPE are outcomes
of that study. A new Seminar of Supervision Symposium is an expansion of the SOS consultation
process that has gone on in our Region for more than two decades. Thanks to George Fitzgerald and others
who supported that program, we can truly say we are invested in the future of CPE. We are one of the two
Regions of ACPE who have generated a significant percentage of the new CPE Supervisors in our Association.
Training the next generation of CPE Supervisors is only one of our primary tasks. Training the next
generation of Spiritual Care Providers is the other. If we are to survive and be leaders in the in health care,
psychiatric services, corrections, hospice, pastoral counseling and community spiritual care services, we
need educators who can train the practitioners necessary to fulfill that mission and practitioners to care for
the suffering and hurting every where.
Peer Review has supported our Supervisors as they deal with the day to day struggles of guiding,
serving and supporting students. Honest, heartfelt, open, collegial consultation is essential to our emotional
and spiritual well-being.
Continued from Previous Page
The Regional Council, Finance and Nominations Committees have given leadership and oversight
to this whole enterprise. They have made sure we have the policies, programs, financial and human resources
to accomplish the work.
And finally our Officers and Chairpersons do much more than you will ever know to keep this Region
functioning smoothly, efficiently and within budget. We owe them all a much deserved “Thank You,
Thank You.”
Personally I want to thank Janet Matsuzaki whose diligence, clarity of purpose and warm smile keep
a far flung and very diverse organization running like clockwork. It is thanks to the leadership of Pacific
Health Ministry in Honolulu that Janet is able to assist us with the office duties. I’m glad you have had the
opportunity to get to know her personally at the last two Regional Meetings.
2013 holds the potential of being a very exciting year for us. If the Congress can fix the “Fiscal
Cliff”, we in ACPE can surely do what is needed to strengthen professional skills in spiritual care, develop
unique ways to serve students, and hold high a vision of care and service that is life changing for those we
serve.
SOS Spring Symposium, April 7-10
The spring SOS will be in a new format this year. Most Committees meet independently in the
spring., away from San Diego. So there are not enough Supervisors to consult as we have done
in the past. A new Symposium format is offered for consultation, mock committees, writing
papers, exploring group practice, curriculum development, program management, student recruitment,
accreditation information and much more. A Resource Faculty of 2 to 1 will be
available.
Come help us launch this new educational program hosted by the
Items to Help Your Center!!!
1) Any and ALL CHANGES TO YOUR PROGRAM or Center are to be reported
on Appendix 2 in the Accreditation Manual. This includes contracts,
satellites, addition of faculty, name change of institutions, certification of supervisory
staff, and adding/deleting components.
2) The ANNUAL CENTER REPORT is DUE to be received by January 15. It
can be completed relatively quickly. SEND IT EARLY. Regional Chairperson
Beverly Hartz sent a notification to each Center with the name of your
Liaison to whom the report is sent.
3) The ANNUAL REGIONAL CENTER FEE is due in the first quarter of the
year. An invoice will be sent from the Regional Office in early January.
Please do not confuse this with the new ACPE Accreditation Fee. They are
not the same. The fee is $350 for Centers; $250 additional for each Satellite.
4) If your Center has a 2013 TEN YEAR REVIEW pending, remember that site
visits should be scheduled so they occur before the end of October. It will be
difficult to schedule site team visits after that date. Beverly Hartz has sent a
reminder to all Centers with pending reviews. Please remember there are
limitations to what the Region will reimburse for the Site Visit. The policy is
being sent to all Supervisors who have a review in 2013.
Chairperson Beverly Hartz OR your Accreditation Liaison is available for consultation
about any of these matters. Bev’s email address is dhhbkh@yahoo.com .

Development Committee Notes:
Development Committee Report
At the October Annual Meeting, we had lively and energetic participation in a World Café experience
on the theme of “Who are potential student consumers of CPE in the future, and how
can we better meet their needs?”
We spent two hours in creative conversation and surfaced a number of important themes, such
as: the value of our methodology that translates across discipline and context; a need to respond
to linguistic and cultural differences in new ways; a need to be more highly mobile and
flexible to meet emerging needs; and a movement
toward “preventative” spirituality to parallel the
community-based focus of the Affordable Care Act.
We are still busy compiling the many important insights
gleaned from this experience, and will have a
full report for the next newsletter. Stay tuned, and
thank you for being a part of this vital conversation!
Respectfully submitted, Susan Conrad(Chair)
REQUEST FROM COMISS RESEARCH NETWORK
Dear ACPE colleagues, A synopsis of current research is being planned for the COMISS Network Forum meeting
