MSH has developed a leadership <strong>and</strong> management framework (MSH 2001) to assist<br />

organisation achieve outcomes <strong>in</strong> this area. Despite the fact that this tool provides no special<br />

context <strong>for</strong> <strong>HRH</strong> <strong>in</strong> MNRH at the community level they have been used <strong>in</strong> these contexts<br />

with reported success. The Challenges Program <strong>in</strong> the Nampula Prov<strong>in</strong>ce of northern<br />

Mozambique used simple management <strong>and</strong> leadership tools <strong>in</strong>clud<strong>in</strong>g the MSH framework to<br />

assist the health units <strong>and</strong> their communities to address health service challenges <strong>in</strong> family<br />

plann<strong>in</strong>g, maternal <strong>and</strong> child health. One outcome measure of this programme one unit<br />

<strong>in</strong>cluded an <strong>in</strong>creased the percentage of attended births from 25% to 35%; (Perry 2008).<br />

Community health personnel <strong>in</strong> the municipality of Aquiraz <strong>in</strong> the state of Ceará, <strong>in</strong> Brazil’s<br />

northeast participated <strong>in</strong> a leadership development program funded by the Department <strong>for</strong><br />

International Development (DFID). This focused on reduc<strong>in</strong>g <strong>in</strong>fant mortality <strong>in</strong> the 37<br />

poorest per<strong>for</strong>m<strong>in</strong>g municipalities. The program brought together mayors, community<br />

leaders, health care managers <strong>and</strong> providers. Each team developed an action plan to address<br />

the problem of high <strong>in</strong>fant mortality <strong>in</strong> the municipality, <strong>and</strong> teams were encouraged to work<br />

with other sectors <strong>in</strong>clud<strong>in</strong>g the private <strong>and</strong> education sectors. Between 2000 <strong>and</strong> 2004, 70%<br />

of the municipalities reduced their <strong>in</strong>fant mortality by as much as 50% (MSH 2008).<br />

Summary<br />

<strong>HRH</strong> management covers a wide range of <strong>in</strong>terventions from per<strong>for</strong>mance management, to<br />

work<strong>for</strong>ce plann<strong>in</strong>g, task shift<strong>in</strong>g, selection <strong>and</strong> recruitment processes remuneration <strong>and</strong><br />

<strong>in</strong>centives. There are some useful lessons that have been learned with respect to HRM at<br />

community level <strong>in</strong> MNRH that may be transferable to other contexts <strong>in</strong> the Asia <strong>and</strong> Pacific<br />

regions. These are summarised below:<br />
