economic <strong>in</strong>centives <strong>for</strong> community nurses found agreement by key <strong>in</strong><strong>for</strong>mants that<br />

<strong>in</strong>centives must come from with<strong>in</strong> the nurses' value systems (2003).Select<strong>in</strong>g the right<br />

<strong>in</strong>centive <strong>for</strong> the context requires evidence justify<strong>in</strong>g such an approach. This may <strong>in</strong>volve a<br />

situational analysis from a number of perspectives <strong>in</strong>clud<strong>in</strong>g <strong>HRH</strong>, the community, labour<br />

market <strong>and</strong> the health systems. Scenario modell<strong>in</strong>g may also be useful <strong>in</strong> this context<br />

(Lawrence 2009). The choice of <strong>in</strong>centive will depend on well it ―fits‖ with the criteria<br />

developed from this analysis <strong>and</strong> the feasibility <strong>and</strong> potential of the strategy demonstrated<br />

from <strong>for</strong>mative evaluation <strong>and</strong> <strong>in</strong>put from stakeholders.<br />
