A broader tool <strong>for</strong> Per<strong>for</strong>mance management developed <strong>for</strong> family plann<strong>in</strong>g <strong>and</strong> reproductive<br />
sett<strong>in</strong>gs but not specifically the community level is the PRIME II Per<strong>for</strong>mance Improvement<br />
(PI) tool. PI helps to ensure that selected <strong>in</strong>terventions are supported <strong>and</strong> susta<strong>in</strong>ed by<br />
<strong>in</strong>volv<strong>in</strong>g a stakeholder group from the start of the process <strong>and</strong> ensur<strong>in</strong>g staff actively<br />
participation <strong>in</strong> each step of the process. The steps are summarized <strong>in</strong> the figure below. The<br />
PI facilitator considers the entire human per<strong>for</strong>mance system by look<strong>in</strong>g at the desired<br />
per<strong>for</strong>mance of workers <strong>and</strong> the organizations they work <strong>for</strong>.<br />

The PI approach has been employed at community level <strong>in</strong> a number of sett<strong>in</strong>gs. PRIME II<br />
partnered with BASICS, JHPIEGO, MSH, Population Council <strong>and</strong> other agencies <strong>in</strong> Senegal<br />
<strong>and</strong> the West Africa region to apply PI <strong>in</strong> IMCI, community-based family plann<strong>in</strong>g <strong>and</strong> PAC<br />
programs. (Blyth 2001). Another project at community level used the PI approach to develop<br />
function<strong>in</strong>g partnerships between primary providers <strong>and</strong> the communities they serve <strong>in</strong> order<br />
to scale-up prevention of mother-to-child transmission (PMTCT) of HIV services (Cooney<br />
2003).<br />
The <strong>Health</strong> <strong>and</strong> Family Plann<strong>in</strong>g Manager‘s Toolkit Per<strong>for</strong>mance Management tool was<br />
developed <strong>for</strong> a family plann<strong>in</strong>g context <strong>and</strong> examples of job descriptions of HR at the<br />
community level are provided <strong>in</strong> the kit. No comprehensive <strong>in</strong>dependent evaluations or<br />
reports on the use of this tool could be located.<br />
The FHI Per<strong>for</strong>mance Improvement: A Resource <strong>for</strong> Youth Peer Education Managers is a<br />
unique resource <strong>in</strong> that it targets the often voluntary community based cadre of PHEs. The<br />
tool kit conta<strong>in</strong>s a guide to the six steps of PI that are no dissimilar from the PRIME II model<br />
above <strong>and</strong> provides a tool <strong>for</strong> self-assessment, group resolution, <strong>and</strong> action plann<strong>in</strong>g with<br />
sample activities from the field. It also <strong>in</strong>cludes notes on management activities <strong>for</strong> PHE such<br />
as clarify<strong>in</strong>g job responsibilities <strong>and</strong> facilitat<strong>in</strong>g recognition <strong>and</strong> career development, as well<br />
