Appropriate long term <strong>in</strong>vestment <strong>in</strong> <strong>HRH</strong> at community level <strong>in</strong> MNRH is required<br />

Relevant <strong>in</strong>dicators concern<strong>in</strong>g <strong>HRH</strong> <strong>in</strong> MNRH at community level should be<br />

<strong>in</strong>cluded <strong>in</strong> a national <strong>HRH</strong> <strong>in</strong><strong>for</strong>mation system<br />

Monitor<strong>in</strong>g <strong>and</strong> evaluation systems must <strong>in</strong>clude the community level <strong>and</strong> employ<br />

rigorous methods draw<strong>in</strong>g on perspectives from analytical studies <strong>in</strong>clud<strong>in</strong>g<br />

epidemiological evidence as well as qualitative research.<br />

Knowledge concern<strong>in</strong>g <strong>HRH</strong> <strong>in</strong> MNRH at community level should be strategically<br />

communicated to facilitate stakeholder engagement <strong>and</strong> enhance opportunities <strong>for</strong><br />

application <strong>and</strong> exchange.<br />

<strong>HRH</strong> practices <strong>and</strong> their respective <strong>in</strong>dicators need to be aligned or horizontally<br />

<strong>in</strong>tegrated with other <strong>HRH</strong> components as well as vertically <strong>in</strong>tegrated with the <strong>HRH</strong><br />

objectives of the organisation.<br />

<strong>HRH</strong> <strong>in</strong>itiatives need to be horizontally aligned with other build<strong>in</strong>g blocks of the<br />

health system <strong>and</strong> vertically <strong>in</strong>tegrated with MNRH targets <strong>in</strong> order to achieve health<br />

system strengthen<strong>in</strong>g <strong>and</strong> progress towards MDG 5.<br />

<strong>HRH</strong> per<strong>for</strong>mance monitor<strong>in</strong>g <strong>and</strong> evaluation must take context <strong>in</strong>to consideration<br />

<strong>and</strong> per<strong>for</strong>mance <strong>in</strong> key areas that are l<strong>in</strong>ked to district, prov<strong>in</strong>cial <strong>and</strong> national<br />

objectives <strong>and</strong> at <strong>in</strong>dividual, team <strong>and</strong> management levels <strong>in</strong>clud<strong>in</strong>g the participation<br />

of community members.<br />

Structural <strong>and</strong> economic change is required to ensure successful implementation of<br />

<strong>HRH</strong> <strong>in</strong>terventions. This must be well monitored, <strong>in</strong>cremental <strong>and</strong> aligned with a<br />

whole of system approach to change that is both bottom up <strong>and</strong> top down<br />

Superstructure factors can have a major impact upon <strong>HRH</strong>; however, a whole of<br />

system approach may help to ameliorate this through effective monitor<strong>in</strong>g <strong>and</strong><br />

evaluation systems that facilitate on-go<strong>in</strong>g modifications.<br />
