However at a higher level if we are to consider <strong>HRH</strong> per<strong>for</strong>mance improvement <strong>in</strong> relation to<br />

health systems strengthen<strong>in</strong>g (horizontal <strong>in</strong>tegration) <strong>and</strong> MDG 5 (vertical <strong>in</strong>tegration), the<br />

perspective needs to be multidimensional. <strong>HRH</strong> <strong>and</strong> service delivery are also l<strong>in</strong>ked to<br />

<strong>in</strong><strong>for</strong>mation systems, the supply of medical products, vacc<strong>in</strong>es <strong>and</strong> technologies, f<strong>in</strong>anc<strong>in</strong>g,<br />

leadership <strong>and</strong> governance. Table 29 provides some examples of <strong>in</strong>dicators at <strong>in</strong>put, process<br />

<strong>and</strong> output levels <strong>in</strong> reproductive health across the six build<strong>in</strong>g blocks of the WHO health<br />

systems framework. Plott<strong>in</strong>g <strong>in</strong>dicators <strong>in</strong> a matrix <strong>for</strong>mat provides an opportunity to see how<br />

<strong>in</strong>dicators <strong>in</strong> each of the areas might relate so that appropriate measures can be selected <strong>for</strong><br />

assess<strong>in</strong>g per<strong>for</strong>mance across all areas. Indicators can be developed <strong>and</strong> selected accord<strong>in</strong>g to<br />

the six criteria (relevance, accessibility, efficiency, acceptability, effectiveness <strong>and</strong> impact)<br />

mentioned above which ensures a coord<strong>in</strong>ated approach to plann<strong>in</strong>g, implementation <strong>and</strong><br />

evaluation.<br />

At the process level the <strong>HRH</strong> <strong>in</strong>dicators are concerned with efficiency <strong>and</strong> when they are<br />

l<strong>in</strong>ked <strong>in</strong> with the other build<strong>in</strong>g blocks of the health system contribute to strengthen<strong>in</strong>g<br />

ef<strong>for</strong>ts <strong>in</strong> a horizontal manner. Output level <strong>in</strong>dicators focus on the effectiveness of <strong>HRH</strong>.<br />

This <strong>in</strong>volves a more vertical approach to achiev<strong>in</strong>g the objectives of the organisations which<br />

<strong>in</strong>clude improv<strong>in</strong>g reproductive health outcomes as shown <strong>in</strong> table 29. These approaches are<br />

central to strategic human resource management <strong>and</strong> the ―fit‖ of <strong>HRH</strong> activities (Wright<br />

1992) with the goals of health systems strengthen<strong>in</strong>g <strong>and</strong> achievement of MDG5.<br />
