educators, agricultural workers, primary care physicians <strong>and</strong> nurses, Community<br />

Development Associations (CDAs), dayat (traditional birth attendants) <strong>and</strong> the media. A<br />

series of meet<strong>in</strong>gs enabled these groups to explore the health issues <strong>and</strong> set priorities through<br />

a series of meet<strong>in</strong>gs. This resulted <strong>in</strong> action plans that were collaboratively undertaken <strong>and</strong><br />

evaluated. An evaluation <strong>in</strong>dicated <strong>in</strong>crease <strong>in</strong> knowledge <strong>and</strong> services related to PPC (ESD<br />

Project 2008).<br />

Partnerships between adults <strong>and</strong> young people are emphasised as a core aspect of youth<br />

development/sexual health programm<strong>in</strong>g (Pittman 1995). Jo<strong>in</strong>t ef<strong>for</strong>ts at problem solv<strong>in</strong>g can<br />

be difficult due to power dynamics which are rooted <strong>in</strong> socio-cultural norms concern<strong>in</strong>g how<br />

each should relate to one another. <strong>Health</strong> professionals can underestimate the knowledge <strong>and</strong><br />

creativity of youth; they are often used to mak<strong>in</strong>g decisions without their <strong>in</strong>put while youth<br />

can be accustomed to be<strong>in</strong>g largely ignored. Evaluations of YouthNet Projects <strong>in</strong> Zambia <strong>and</strong><br />

Cambodia that were designed to improve reproductive health <strong>and</strong> prevent HIV among young<br />

people suggest that a participatory learn<strong>in</strong>g <strong>and</strong> action approach to a needs appraisal helped<br />

adult health workers overcome stereotypes of youth <strong>and</strong> allowed a broader array of program<br />

responses (James-Traore 2002).<br />

Mobiliz<strong>in</strong>g the community through tra<strong>in</strong><strong>in</strong>g & development of new cadres<br />

A complex community based MNRH <strong>in</strong>itiative <strong>in</strong> India which was modelled on a programme<br />

<strong>in</strong> Bangladesh illustrates the importance of the creation of new cadres of staff to success <strong>and</strong><br />

the transferability of approaches. The Rural Development Institute (the rural outreach arm of<br />

the Himalayan Hospital Trust) set up a Local Initiative Program (LIP) as a pilot Reproductive<br />

& Child <strong>Health</strong> (RCH) project <strong>in</strong> northern India. The aim was to provide outreach services by<br />

enhanc<strong>in</strong>g community ownership. It did this by:<br />

Recruit<strong>in</strong>g Lady Medical Officers (LMOs), stationed at its headquarters, to hold<br />

satellite/mobile camps <strong>in</strong> the outreach areas to supplement the health care <strong>in</strong>frastructure.<br />

Involv<strong>in</strong>g young people as program leaders <strong>and</strong> as educators <strong>and</strong> counselors can sometimes<br />

yield better outcomes than adult health professionals as adolescents often prefer receiv<strong>in</strong>g<br />
