Liv<strong>in</strong>g with change: Ladakh February 2011<br />

Ladakh is a civilization of adaptors. Generations of deep l<strong>in</strong>ks with a trade route that<br />

at one time stretched from Istanbul to Beij<strong>in</strong>g has produced a society of nomadic<br />

communities. Innovation occurs when there is a flow of knowledge <strong>and</strong> ideas between<br />

different communities. Consequently, “when you are a nomad, you know how to<br />

adapt”.<br />

Conclusion<br />

Liv<strong>in</strong>g with change means do<strong>in</strong>g more with less: improv<strong>in</strong>g efficiency, both of<br />

technologies <strong>and</strong> <strong>in</strong> social learn<strong>in</strong>g around the use of a technology. Adaptation, whether<br />

as a planned <strong>in</strong>tervention or a natural feature of social change, is about chang<strong>in</strong>g ways<br />

of do<strong>in</strong>g th<strong>in</strong>gs to <strong>in</strong>crease choices <strong>and</strong> resilience at the scale of households,<br />

communities <strong>and</strong> regions.<br />

Adaptation occurs at a range of scales: <strong>in</strong> natural <strong>and</strong> human systems, <strong>in</strong>dividuals <strong>and</strong><br />

communities. Ladakh offers an ideal environment <strong>in</strong> which to observe these processes<br />

at work: the granularity of underst<strong>and</strong><strong>in</strong>g about how communities are liv<strong>in</strong>g with<br />

change <strong>and</strong> what <strong>in</strong>dividuals want on the ground is very f<strong>in</strong>e. Adaptation <strong>in</strong> Ladakh<br />

may be def<strong>in</strong>ed as: us<strong>in</strong>g exist<strong>in</strong>g social structures that recognize cultural diversity to<br />

achieve cooperation <strong>in</strong> the pursuit of development objectives; apply<strong>in</strong>g creativity <strong>and</strong><br />

knowledge to use resources judiciously; overcom<strong>in</strong>g short-termism; <strong>in</strong>tegration <strong>and</strong><br />

<strong>adaptation</strong> of technology to suit the environment, choos<strong>in</strong>g the right technology at the<br />

right scale: choos<strong>in</strong>g technologies which match system dynamics (decentralized<br />

technologies work well <strong>in</strong> decentralized communities); harmoniz<strong>in</strong>g state-level policies<br />

with micro-development plans <strong>and</strong> the needs of highly dispersed communities;<br />

<strong>in</strong>teraction with global knowledge through traditional routes; <strong>and</strong> utiliz<strong>in</strong>g experience<br />

<strong>and</strong> knowledge of a new generation of Ladakhi citizens. A framework for assess<strong>in</strong>g<br />

adaptive capacity <strong>in</strong> Ladakh would <strong>in</strong>clude all of these dynamic features of the region,<br />

set with<strong>in</strong> the context of India’s national <strong>adaptation</strong> policies.<br />

Us<strong>in</strong>g <strong>in</strong>digenous <strong>and</strong> imported ideas, Ladakh has a wealth of opportunities to recover<br />

from the present challenges imposed by the floods of August 2010 <strong>and</strong> to plan for a<br />

bright future, because it has the necessary human resource, natural capital, fund<strong>in</strong>g<br />

<strong>and</strong> strong social values to take advantage of the knowledge fusion which is occurr<strong>in</strong>g<br />

<strong>in</strong> modern Ladakh. New, renewable energy systems be<strong>in</strong>g implemented <strong>in</strong> Ladakh are<br />

an example of such knowledge fusion <strong>and</strong> technical <strong><strong>in</strong>novation</strong> <strong>in</strong> practice. Renewable<br />

energy projects <strong>in</strong> Ladakh are based on a detailed underst<strong>and</strong><strong>in</strong>g of village needs<br />

comb<strong>in</strong>ed with design modifications to cope with extremes of temperature <strong>and</strong> other<br />

climatic variables, <strong>and</strong> range from mak<strong>in</strong>g <strong>in</strong>cremental changes to exist<strong>in</strong>g technology<br />

(e.g. modification of traditional water mills for pico-hydro schemes) to the <strong>in</strong>troduction<br />

of new technologies (e.g. solar-w<strong>in</strong>d hybrid systems). Such <strong><strong>in</strong>novation</strong> occurs because<br />

there is a flow of knowledge <strong>and</strong> ideas with<strong>in</strong> <strong>and</strong> between different communities.<br />

Ladakh is demonstrat<strong>in</strong>g that, <strong>in</strong> liv<strong>in</strong>g with change, vulnerability can be re<strong>in</strong>terpreted<br />

as opportunity by l<strong>in</strong>k<strong>in</strong>g adaptive capacity with <strong><strong>in</strong>novation</strong>.<br />
