This case study was collected in the framework of the Bestufs project. Case Study Introduction The Parking Plan of the city has been developed to ensure rotation in the use of parking space where parking needs are most important. Basic facts Two types of restrictions have been developed by the municipality with regards to heavy vehicles’ access to the city centre: • Access to the city centre is not allowed to vehicles longer than 12m except for the Rogier-Brabant axis and the roads located north of this axis. • Access to the city centre is not allowed for vehicles of more than 3,5 tons, during the week between 11h30 and 17h30. Users and stakeholders The Namur City Council has developed a plan for freight delivery in the city centre, which affects every freight vehicles and transport companies working in the inner city. Implementation set-up Delivery of freight is free if it is carried out in a delivery zone (see Figure 1, delivery zones are in orange) during authorised delivering times (between 7.30 and 11.30 in the morning) as long as it is effectively active. If the delivery is not active, then normal parking procedures are in application (for example payment of the parking). There are 28 delivery zones in the city centre. Outside this time window, parking of other vehicles is authorised in these zones and must be paid for. 1

In the pedestrian zones, deliveries are authorised:<br />

• between 5h30 and 7h30;<br />

• between 9h00 and 11h00;<br />

• between 17h30 and 20h00.<br />

Controls regarding these regulations are organised by the local police.<br />

A leaflet on freight transport and deliveries has been published by the municipality to<br />

the attention of transport companies carrying out deliveries in <strong>Namur</strong>. It summarises<br />

the regulations in place and provides a map that highlights the location of the<br />

delivery zones.<br />

Access to the pedestrian area is controlled by bollards that may be automatically<br />

moved down.<br />

Drivers making regular deliveries to the city centre of <strong>Namur</strong> are advised to use the<br />

on-board individual parcometer Smart Park. This device is made up of a box and of<br />

electronic cards programmed and charged with parking units in function of the tariffs<br />

of the different parking zones. When the driver inserts the electronic card, units<br />

begin to be removed from the card. The driver stops the removal of units when he<br />

comes back to the vehicle. This means he pays only for the exact amount of time he<br />

remained on the parking stop. Costs for the device are as follows :<br />

• 65 Euro for the Smart Park.<br />

• 13 Euro of guarantee per rechargeable electronic card.<br />

• 25 or 50 Euro for the programmed and charged electronic cards<br />

The device is sold by the City of <strong>Namur</strong>.<br />

Results<br />

The regulations are not very well respected today because enforcement is<br />

insufficient.<br />

Future prospects and conclusions<br />

In the future, controls will be improved as will monitoring and evaluation of the<br />

concept.<br />
