Short description of the activity:<br />

In April 2004, the Cityporto <strong>service</strong> started to contribute to improve the quality of life in<br />

<strong>Padova</strong> city centre with three main actions:<br />

• Reduction of trucks employed for the goods delivery;<br />

• Rationalization of freight flow <strong>by</strong> an info-telematics management of the routes and <strong>by</strong><br />

maximising the usage capacity of vehicles;<br />

• Implementation of vehicles with low pollution output (Liquefied Natural Gas Powered).<br />

Background and objectives:<br />

The main urban transport problems in <strong>Padova</strong> are traffic congestion and noise, low air<br />

quality and large commercial road traffic into the city centre. Based on those problems<br />

the main objectives of the transport policy are:<br />

• To reduce traffic congestion<br />

• To reduce traffic noise<br />

• To improve air quality<br />

• To optimize commercial road traffic into the city centre<br />

The Municipality of <strong>Padova</strong> established in 1988 the Pedestrian Area and the ZTL (Traffic<br />

Limited Zone) to save the city historical monuments and allow citizens to enjoy their city<br />

centre. It promoted in 2002 a study on the air pollution, showing that commercial vehicle<br />

park, both van and trucks, was responsible for 46% of PM10 emissions.<br />

Within this transport policy, the Municipality set up the <strong>service</strong> Cityporto to improve the<br />

delivery of goods in <strong>Padova</strong>.<br />

Implementation:<br />

The transport operators deliver goods to a logistic platform (UDC - Urban Distribution<br />

Centre) close to the city centre, within the freight village area of <strong>Interporto</strong> <strong>di</strong> <strong>Padova</strong>.<br />

From the UDC Eco-friendly Vehicles depart for deliveries in the city centre (so called “Last<br />

Mile”).<br />

Cityporto Model works with:<br />

• UDC (<strong>Interporto</strong> <strong>di</strong> <strong>Padova</strong> as Freight Village)<br />

• Low Emission Vehicles (6 vehicles LNG powered)<br />

• Traffic Limitations (Restricted Traffic Area = ZTL) established <strong>by</strong> Municipality of<br />

<strong>Padova</strong><br />

• Time windows for access and loa<strong>di</strong>ng/unloa<strong>di</strong>ng<br />

• Transport operators <strong>di</strong>rectly involved<br />

• Participation on voluntary basis<br />

• Tariff per delivery agreed with third party operators (couriers, forwarders)<br />

• Industrial Plan aimed also to economic sustainability<br />

The <strong>service</strong> started in April 2004.<br />

Logistic operators (couriers, forwarders) currently using this <strong>service</strong> are 90% of the total<br />

operating in <strong>Padova</strong> area. They can reallocate vehicle and personnel resources for<br />

deliveries outside the City centre.<br />

The Public Subjects organized preliminary meetings to build a constructive confrontation<br />

with the economical parties and trade associations.<br />

<strong>Interporto</strong> <strong>di</strong> <strong>Padova</strong> monthly publishes a report to show the traffic data to the other<br />

Public Subjects.<br />

<strong>Interporto</strong> <strong>di</strong> <strong>Padova</strong> monthly shows to other Municipality Representatives (Italian and<br />

Foreign) the good practice and the good results of Cityporto Service.<br />

All the Cityporto LNG Vehicles have logos and writings to show to <strong>Padova</strong> citizens the<br />

importance of this <strong>service</strong>.<br />

Conclusions:<br />

The presence of Cityporto transit point allows a net reduction of the route length for<br />

deliveries in the inner city.<br />

Despite of the engines and fuel used <strong>by</strong> Cityporto vehicles, the <strong>service</strong> results in a<br />

significant reduction of congestion and emissions.<br />

A study of Università Bocconi <strong>di</strong> Milano shows that in a surveyed period of 15 months,<br />

from September 2004 to December 2005, the implementation of Cityporto <strong>service</strong><br />

determined the reduction of pollutants as follows:<br />

• CO 2 : 38,4 Ton<br />

• CO: 202 Kg<br />

• NOx: 163 Kg<br />

• SOx: 16,3 Kg<br />

• VOC: 58,1 Kg<br />

• PM10: 41,4 Kg<br />

Despite the point of view of pollution and congestion reduction, the <strong>service</strong> is the first<br />

project in Italy financially successful, with an industrial plan aimed to sustainability.<br />

Cityporto has been proving to be a possible model to be exported not only in Italy.<br />
