CITYPORTO
(a service provided by Interporto di Padova)
Location: Padova, Italy
Initiator and partners:
General Agreement between Interporto di Padova, Municipality, Province, Chamber of
Commerce of Padova, APS Holding.
Short description of the activity:
In April 2004, the Cityporto service started to contribute to improve the quality of life in
Padova city centre with three main actions:
• Reduction of trucks employed for the goods delivery;
• Rationalization of freight flow by an info-telematics management of the routes and by
maximising the usage capacity of vehicles;
• Implementation of vehicles with low pollution output (Liquefied Natural Gas Powered).
Background and objectives:
The main urban transport problems in Padova are traffic congestion and noise, low air
quality and large commercial road traffic into the city centre. Based on those problems
the main objectives of the transport policy are:
• To reduce traffic congestion
• To reduce traffic noise
• To improve air quality
• To optimize commercial road traffic into the city centre
The Municipality of Padova established in 1988 the Pedestrian Area and the ZTL (Traffic
Limited Zone) to save the city historical monuments and allow citizens to enjoy their city
centre. It promoted in 2002 a study on the air pollution, showing that commercial vehicle
park, both van and trucks, was responsible for 46% of PM10 emissions.
Within this transport policy, the Municipality set up the service Cityporto to improve the
delivery of goods in Padova.
Implementation:
The transport operators deliver goods to a logistic platform (UDC - Urban Distribution
Centre) close to the city centre, within the freight village area of Interporto di Padova.
1
From the UDC Eco-friendly Vehicles depart for deliveries in the city centre (so called “Last
Mile”).
Cityporto Model works with:
• UDC (Interporto di Padova as Freight Village)
• Low Emission Vehicles (6 vehicles LNG powered)
• Traffic Limitations (Restricted Traffic Area = ZTL) established by Municipality of
Padova
• Time windows for access and loading/unloading
• Transport operators directly involved
• Participation on voluntary basis
• Tariff per delivery agreed with third party operators (couriers, forwarders)
• Industrial Plan aimed also to economic sustainability
The service started in April 2004.
Logistic operators (couriers, forwarders) currently using this service are 90% of the total
operating in Padova area. They can reallocate vehicle and personnel resources for
deliveries outside the City centre.
The Public Subjects organized preliminary meetings to build a constructive confrontation
with the economical parties and trade associations.
Interporto di Padova monthly publishes a report to show the traffic data to the other
Public Subjects.
Interporto di Padova monthly shows to other Municipality Representatives (Italian and
Foreign) the good practice and the good results of Cityporto Service.
All the Cityporto LNG Vehicles have logos and writings to show to Padova citizens the
importance of this service.
Conclusions:
The presence of Cityporto transit point allows a net reduction of the route length for
deliveries in the inner city.
Despite of the engines and fuel used by Cityporto vehicles, the service results in a
significant reduction of congestion and emissions.
A study of Università Bocconi di Milano shows that in a surveyed period of 15 months,
from September 2004 to December 2005, the implementation of Cityporto service
determined the reduction of pollutants as follows:
• CO 2 : 38,4 Ton
• CO: 202 Kg
• NOx: 163 Kg
• SOx: 16,3 Kg
• VOC: 58,1 Kg
• PM10: 41,4 Kg
Despite the point of view of pollution and congestion reduction, the service is the first
project in Italy financially successful, with an industrial plan aimed to sustainability.
Cityporto has been proving to be a possible model to be exported not only in Italy.
