Introduction<br />

The following figure and accompanying text set out nine<br />

elements of good engagement and project management<br />

practice, and the range of factors that support such practices;<br />

these elements are applicable throughout all the stages of the<br />

<strong>transport</strong> <strong>decision</strong>-<strong>making</strong> process. They are based on<br />

experiences gained from working with European practice<br />

examples in the GUIDEMAPs project.<br />

The presentation of these elements in the form of the spokes of<br />

a wheel symbolises the inter-connected nature of their<br />

influence, the equal importance to be placed on each in<br />

contributing to good <strong>transport</strong> <strong>decision</strong>s, and in some contexts<br />

the cyclical nature of their application.<br />

In short, the recipe for successful <strong>transport</strong> <strong>decision</strong>-<strong>making</strong><br />

includes:<br />

A flexible project management structure that is responsive<br />

to changing circumstances as they arise;<br />

A clear focus at the outset and at each stage of the project;<br />

An approach to engagement that is inclusive and accessible<br />

to all key stakeholders;<br />

The provision of information communicated in an<br />

appropriate format and timely manner;<br />

Careful attention to the work plan and the timing of all<br />

activities throughout the project;<br />

Sufficient resourcing of all activities, including staffing and<br />

materials;<br />

Being aware of stakeholder views and providing them with<br />

feedback on how concerns have been addressed;<br />

Monitoring project processes and project outcomes, using<br />

appropriate indicators and data sources; and<br />

A careful assessment of project progress and eventual<br />

outcomes.<br />

These elements apply both to project management and to<br />

stakeholder engagement. There is an increasing expectation<br />

that project managers will have high-level stakeholder<br />

engagement skills, particularly in contexts where they are<br />

working closely with stakeholders.<br />
