TIO progress. <strong>Project</strong> quality can best be assured by teams <strong>of</strong> design, construction, <strong>and</strong><br />

inspection pr<strong>of</strong>essionals committed to excellence through critical thinking that is properly applied<br />

to specific conditions <strong>of</strong> the project <strong>for</strong> which they apply.<br />

Section 6: <strong>Best</strong> <strong>Practices</strong> in Working with OSHPD Facilities<br />

Development Division Field Staff<br />

Introduction<br />

After the plans <strong>and</strong> specifications <strong>for</strong> a hospital project have been approved <strong>and</strong> the building<br />

permit <strong>and</strong> approval <strong>of</strong> the Inspector <strong>of</strong> Record has been issued, OSHPD’s responsibility passes<br />

to the OSHPD FDD field staff. As noted in the Section 1 <strong>of</strong> this volume, the Field Observation<br />

group comprises a Regional Compliance Officer (RCO), Compliance Officers (COs), District<br />

Structural Engineers (DSEs), <strong>and</strong> the Fire <strong>and</strong> Life Safety Officers (FLSOs). This chapter<br />

presents a description <strong>of</strong> their duties <strong>and</strong> <strong>of</strong>fers suggestions on how to develop an efficient <strong>and</strong><br />

pr<strong>of</strong>essional working relationship that will maximize the effectiveness <strong>of</strong> the construction process<br />

from a regulatory perspective.<br />

The regulatory requirements <strong>and</strong> authority are specified in the Building St<strong>and</strong>ards Administrative<br />

Code (Part 1, Title 24, CCR), Administrative Regulations <strong>for</strong> the Office <strong>of</strong> Statewide Health<br />

Planning <strong>and</strong> Development, Chapter 7, Safety St<strong>and</strong>ards <strong>for</strong> Health Facilities.<br />

OSHPD FDD field staff are responsible <strong>for</strong> ensuring that hospital buildings are constructed per the<br />

approved plans <strong>and</strong> specifications. OSHPD FDD shall make such observations that in its<br />

judgment are necessary or proper <strong>for</strong> the en<strong>for</strong>cement <strong>of</strong> the regulations <strong>and</strong> all applicable parts<br />

<strong>of</strong> the Cali<strong>for</strong>nia Building St<strong>and</strong>ards Code (CBSC).<br />
