Inspections<br />

The TIO Program should clearly identify the required building construction processes that require<br />

special inspection. Each inspection should be properly named <strong>and</strong> referenced to the pertinent<br />

code <strong>and</strong> / or guideline. It should present a brief description <strong>of</strong> the inspection requirements <strong>and</strong><br />

the discipline <strong>of</strong> construction to which it applies. The TIO Program should identify inspection<br />

progress status <strong>and</strong> persons responsible to per<strong>for</strong>m the inspections, verify that the inspections<br />

are conducted in con<strong>for</strong>mance with building code st<strong>and</strong>ards, <strong>and</strong> the acceptability <strong>of</strong> the special<br />

inspection process.<br />

Milestones <strong>and</strong> Intervals<br />

The TIO Program should clearly identify all required progress “Milestones” <strong>and</strong> / or “Intervals”<br />

throughout the duration <strong>of</strong> the construction. Each should be properly named <strong>and</strong> sequentially<br />

numbered. Each should include a brief description <strong>of</strong> the relevant elements <strong>of</strong> construction that<br />

are to be completed within it. Although the TIO Program must identify the progress status <strong>and</strong><br />

participants responsible to submit “Verified Compliance Reports” at each <strong>of</strong> these progress steps,<br />

it is left to the discretion <strong>of</strong> the owner whether or not assigning expected dates <strong>for</strong> reaching such<br />

“Milestones” is beneficial.<br />

Samples<br />

TIO Programs that include samples <strong>of</strong> tests, inspections, observation reports, certifications, <strong>and</strong><br />

other related documents can <strong>of</strong>ten further clarify the expectations <strong>for</strong> compliance with the<br />

requirements <strong>for</strong> TIO Programs.<br />

TIO Modifications<br />

It should be clearly identifiable that the design pr<strong>of</strong>essional has modified the document. This could<br />

be accomplished by a summary letter describing the changes <strong>and</strong> the reason by the appropriate<br />

design pr<strong>of</strong>essional / AOR along with a dated revision <strong>of</strong> the TIO <strong>and</strong> the delta number. This is<br />

then initialed by the appropriate OSHPD representative (Compliance Officer or District Structural<br />

Engineer) as having been field approved <strong>for</strong> the modification. It is not uncommon <strong>for</strong> the IOR to<br />

review this with OSHPD during the field visit. No further documents will be required <strong>of</strong> OSHPD <strong>for</strong><br />

the process <strong>of</strong> changing the TIO.<br />

Approval<br />

The TIO Program should include an “Approval Page” that clearly documents the certification by<br />

the <strong>Design</strong> Pr<strong>of</strong>essional <strong>of</strong> Record <strong>and</strong> the approval by OSHPD. It should identify all relevant<br />

codes <strong>and</strong> any clarification notes that will clarify its application.<br />

Conclusion<br />

Regardless <strong>of</strong> the specific approach used to develop <strong>and</strong> maintain TIO Programs, strong<br />

leadership <strong>of</strong> the team throughout the process is <strong>of</strong> paramount importance. Leadership by the<br />
