Owner<br />

The Owner is responsible <strong>for</strong> authorizing <strong>and</strong> funding the TIO Program. He or she is responsible<br />

<strong>for</strong> the general oversight <strong>of</strong> the project progress <strong>and</strong> per<strong>for</strong>mance <strong>of</strong> all others associated with the<br />

development <strong>and</strong> implementation <strong>of</strong> the TIO Program. If the project does not require the service <strong>of</strong><br />

a <strong>Design</strong> Pr<strong>of</strong>essional <strong>of</strong> Record, the program should be prepared <strong>and</strong> submitted by the applicant.<br />

OSHPD Staff<br />

The OSHPD staff is responsible <strong>for</strong> the review <strong>and</strong> approval <strong>of</strong> the TIO Program. During<br />

construction they are responsible <strong>for</strong> the acceptance <strong>of</strong> the per<strong>for</strong>mance <strong>of</strong> the inspection<br />

personnel. Furthermore, they are responsible <strong>for</strong> the acceptability <strong>of</strong> tests <strong>and</strong> inspections as<br />

verified by the Inspector <strong>of</strong> Record (IOR) <strong>and</strong> reported in Verified Compliance Reports.<br />

<strong>Design</strong> Pr<strong>of</strong>essional <strong>of</strong> Record<br />

The <strong>Design</strong> Pr<strong>of</strong>essional <strong>of</strong> Record (POR) should be responsible <strong>for</strong> the development <strong>and</strong><br />

ongoing administration <strong>of</strong> project specific TIO programs. This includes the identification <strong>of</strong><br />

individuals <strong>and</strong> companies per<strong>for</strong>ming the required tests, inspections <strong>and</strong> observations. He or she<br />

should coordinate with all design pr<strong>of</strong>essionals assigned to the project <strong>and</strong> the IOR to establish<br />

the scope <strong>of</strong> the testing <strong>and</strong> inspections <strong>and</strong> determine which (if any) <strong>of</strong> the tests, inspections <strong>and</strong><br />

milestones must be observed by the OSHPD field staff. He or she should coordinate with the<br />

owner, OSHPD staff, IOR <strong>and</strong> the entire design team to identify the critical milestones <strong>of</strong> progress<br />

to verify construction compliance. Furthermore, he or she should be responsible <strong>for</strong> the<br />

distribution <strong>and</strong> gathering <strong>of</strong> all required “Verified Compliance Reports” <strong>and</strong> “Test <strong>and</strong> Special<br />

Inspection Forms.”<br />

Inspector <strong>of</strong> Record<br />

The POR, in coordination with the IOR, is responsible <strong>for</strong> the overall quality assurance <strong>of</strong> the<br />

project. The IOR is responsible <strong>for</strong> coordinating, reporting, <strong>and</strong> validating the work done by the<br />

testing laboratory <strong>and</strong> special inspectors <strong>and</strong> <strong>for</strong> gathering, maintaining, <strong>and</strong> validating related<br />
