Although including the TIO Program within the sheets <strong>of</strong> the OSHPD-approved <strong>and</strong> large-<strong>for</strong>mat<br />

construction drawings is possible, this approach is cumbersome to maintain. Personnel, firms,<br />

tests, inspections, <strong>and</strong> milestones are dynamic because <strong>of</strong> the nature <strong>of</strong> the project. Keeping the<br />

TIO Program documentation current with dynamic conditions by changing the in<strong>for</strong>mation on<br />

large-<strong>for</strong>mat construction drawings may be time consuming <strong>and</strong> does not serve the project<br />

progress. Rather, a st<strong>and</strong>-alone 8 ½ x 11 document that is approved separately from the rest <strong>of</strong><br />

the project <strong>and</strong> can easily be transmitted to others on the team may <strong>of</strong>fer a more manageable<br />

approach. Revisions to the approved TIO Program that do not change the intent <strong>of</strong> the original<br />

approved plans, specifications <strong>and</strong> / or code required tests or inspections do not constitute a<br />

Material Alteration as defined in the Cali<strong>for</strong>nia Administrative Code (CAC), Section 7-111 <strong>and</strong> are<br />

not required to be submitted to OSHPD <strong>for</strong> review <strong>and</strong> approval as noted in (CAC), Section 7-153.<br />

Instructions<br />

Within the first pages <strong>of</strong> the TIO Program should be “Instructions” to the project personnel <strong>for</strong> the<br />

proper implementation <strong>of</strong> the Program. Along with clarifying the expectations <strong>for</strong> its use, the<br />

“Instructions” should clearly define the responsibilities <strong>of</strong> the project participants as they relate to<br />

the TIO Program. Instructions are optional. Although the <strong>for</strong>ms OSH-FD-303A <strong>and</strong><br />

OSH-FD-303S1 that are posted to the OSHPD Website are acceptable instruments to use <strong>for</strong> the<br />

TIO Program development, they do not include Instructions.<br />
