An IOR needs to have good communication skills to minimize misunderst<strong>and</strong>ings. By being<br />

consistent <strong>and</strong> providing organized documentation, an IOR can assist in keeping a project on<br />

schedule. There are no skills, however, that can replace a well-produced set <strong>of</strong> approved<br />

documents <strong>and</strong> a contractor willing to comply with them. But with <strong>for</strong>esight <strong>and</strong> a thorough<br />

underst<strong>and</strong>ing <strong>of</strong> the process, an IOR can pace the project, complete timely inspections, <strong>and</strong><br />

provide notifications <strong>and</strong> documentation that will keep a project moving <strong>and</strong> ensure that it<br />

complies with the approved documents, making <strong>for</strong> a smoother close-out process.<br />

Section 5: Test Inspection <strong>and</strong> Observations (TIO) <strong>Best</strong> <strong>Practices</strong>:<br />

Background<br />

The 2011 Hospital Building Safety Board (HBSB) in cooperation with the Office <strong>of</strong> Statewide<br />

Health Planning <strong>and</strong> Development (OSHPD) have set out to update these “<strong>Best</strong> <strong>Practices</strong>” <strong>for</strong> the<br />

design, quality control, <strong>and</strong> construction <strong>of</strong> hospitals in the State. Although a TIO Program is<br />

required by law <strong>for</strong> all hospital building projects in Cali<strong>for</strong>nia, the use <strong>and</strong> application <strong>of</strong> this<br />

recommended “<strong>Best</strong> Practice” is voluntary. It is intended to be a guideline used by design <strong>and</strong><br />

construction pr<strong>of</strong>essionals involved in new <strong>and</strong> remodel hospital building projects in Cali<strong>for</strong>nia<br />

<strong>and</strong> is based on the provisions <strong>of</strong> the 2010 Cali<strong>for</strong>nia Code <strong>of</strong> Regulations, Title 24, 7-141<br />

Purpose<br />

The purpose <strong>of</strong> these ‘<strong>Best</strong> Practice’ guidelines is:<br />

• To increase collaboration, accountability, <strong>and</strong> cooperation among those design <strong>and</strong><br />

constructions personnel responsible <strong>for</strong> new <strong>and</strong> remodel construction in Cali<strong>for</strong>nia<br />

hospitals;<br />

• To provide assistance <strong>for</strong> the efficient development <strong>and</strong> implementation <strong>of</strong> the<br />

state-required Test, Inspection <strong>and</strong> Observation Program (TIO Program);<br />

• To clarify the roles <strong>and</strong> responsibilities <strong>of</strong> the parties involved with the design,<br />

inspections, testing, construction, <strong>and</strong> approval <strong>of</strong> hospital building projects in<br />

Cali<strong>for</strong>nia; <strong>and</strong><br />

• To better define the testing, inspection <strong>and</strong> observation requirements <strong>and</strong> the<br />

sequential milestones associated with projects through the course <strong>of</strong> the project<br />

development.<br />
