Preconstruction Meetings<br />

A preconstruction meeting can be a powerful tool <strong>and</strong> help prevent much <strong>of</strong> the conflict that could<br />

develop in the field. The following individuals should attend the preconstruction meeting:<br />

• General contractor;<br />

• Contractor (who exerts minimum, direct control <strong>and</strong> coordination <strong>of</strong> the subcontractor);<br />

• <strong>Project</strong> manager (who underst<strong>and</strong>s the contractual obligations <strong>of</strong> his or her<br />

subcontractors);<br />

• <strong>Project</strong> engineer (who underst<strong>and</strong>s the need <strong>and</strong> status <strong>of</strong> all submittals);<br />

• <strong>Project</strong> secretary (who records meeting attendees <strong>and</strong> provides meeting minutes);.<br />

• Subcontractor (at least the <strong>for</strong>eman, project manager, or other representative);<br />

• Manufacturers’ representatives (who can provide in<strong>for</strong>mation <strong>and</strong> guidelines);<br />

• Architect <strong>and</strong> engineer in responsible charge (when appropriate);<br />

• Hospital staff <strong>of</strong> affected areas (when appropriate);<br />

• OSHPD personnel (who can advise on OSHPD’s expectations);<br />

• <strong>Project</strong> IOR (or all IORs if there are more than one);<br />

• Special inspector (if needed or required);<br />

• Consultants (when needed);<br />

• Facilities maintenance representatives (who normally will be invited to the preconstruction<br />

walk-through if there are areas <strong>of</strong> the hospital that may be affected); <strong>and</strong><br />

• Infection control <strong>and</strong> safety <strong>of</strong>ficers.<br />

The advantage <strong>of</strong> having the preconstruction meeting is that all <strong>of</strong> the key players will be in<br />

attendance <strong>and</strong> thus everyone will be apprised <strong>of</strong> their individual accountability. The IOR can<br />

provide advice on potential problems, OSHPD-required procedures, <strong>and</strong> the minimum<br />

requirements to satisfy code, approved documents, hospital procedural considerations, infection<br />

control en<strong>for</strong>cement, life <strong>and</strong> safety issues, <strong>and</strong> inspection procedures. Title 24, Part 1, Chapter 7<br />

is very clear about the need <strong>for</strong> approved documents prior to commencing work. Some projects<br />

will refer to a preconstruction meeting as a pre-installation meeting. Some project specifications<br />

may lack direction in defining when meetings are required, who will attend, <strong>and</strong> how it will be<br />

conducted. It is well within the bounds <strong>of</strong> the IOR to request a preconstruction meeting regardless<br />

<strong>of</strong> the specifications.<br />
