Rapid Review Unit<br />

The Rapid Review Unit is responsible <strong>for</strong> the plan review <strong>of</strong> projects with specific size, scope <strong>and</strong><br />

complexity limitations. It was established to free up plan review resources within each region <strong>and</strong><br />

expedite plan review processing <strong>for</strong> smaller projects. For more in<strong>for</strong>mation about the Rapid<br />

Building St<strong>and</strong>ards Unit<br />

The Building St<strong>and</strong>ards Unit is responsible <strong>for</strong> the ongoing development <strong>of</strong> modifications to the<br />

CBSC that improve the safety <strong>and</strong> quality <strong>of</strong> the design, inspection, <strong>and</strong> construction processes in<br />

Cali<strong>for</strong>nia. The group develops tools used <strong>for</strong> interpreting code called Code Application Notices<br />

(CANs) <strong>and</strong> Policy Intent Notices (PINs) that are used by designers <strong>and</strong> hospital personnel to<br />

better underst<strong>and</strong> the affected regulations.<br />

Fire Prevention Unit<br />

The Fire Prevention Unit is responsible <strong>for</strong> the ongoing development, en<strong>for</strong>cement <strong>and</strong><br />

application <strong>of</strong> code provisions that improve conditions <strong>for</strong> fire <strong>and</strong> life safety in both new <strong>and</strong><br />

existing healthcare facilities.<br />

Inspection Services Unit<br />

The Inspection Services Unit is charged with the review <strong>of</strong> all matters relative to the quality<br />

assurance <strong>and</strong> quality control <strong>of</strong> building projects. St<strong>and</strong>ards <strong>of</strong> care <strong>and</strong> practices by project<br />

inspection personnel <strong>and</strong> test laboratories are established <strong>and</strong> monitored by the unit. <strong>Practices</strong><br />

associated with the onsite management <strong>of</strong> the Test, Inspection, <strong>and</strong> Observation Programs are<br />

evaluated <strong>and</strong> modified as needed to improve the statewide application <strong>of</strong> hospital building<br />

construction.<br />

Hospital Building Safety Board<br />

The Hospital Building Safety Board (HBSB) is appointed by the Director <strong>of</strong> OSHPD. The HBSB<br />

advises the Director on the implementation <strong>of</strong> the HFSSA <strong>and</strong> acts as a board <strong>of</strong> appeals in all<br />

matters <strong>of</strong> the administration <strong>and</strong> en<strong>for</strong>cement <strong>of</strong> building st<strong>and</strong>ards relating to the design,<br />

construction, alteration, <strong>and</strong> seismic safety <strong>of</strong> hospital building projects submitted to the FDD.<br />

En<strong>for</strong>cement<br />

OSHPD FDD is responsible <strong>for</strong> determining whether a hospital is in compliance with the<br />

requirements <strong>of</strong> Titles 24 <strong>and</strong> 19 <strong>of</strong> the Cali<strong>for</strong>nia Code <strong>of</strong> Regulations (CCR). Operating<br />

compliant facilities is a basic requirement <strong>of</strong> Title 22 <strong>of</strong> the CCR. Facility compliance is also a<br />

consideration <strong>for</strong> Centers <strong>for</strong> Medicare <strong>and</strong> Medicaid (CMS) certification <strong>and</strong> <strong>for</strong> accreditation by<br />

The Joint Commission (TJC).<br />
