• Part 1 <strong>of</strong> Title 24 is the Cali<strong>for</strong>nia Building St<strong>and</strong>ards Administrative Code <strong>and</strong> defines the<br />

administrative procedures necessary <strong>for</strong> the design, construction <strong>and</strong> inspection <strong>of</strong><br />

facilities development, along with those <strong>for</strong> the seismic retr<strong>of</strong>it requirements <strong>of</strong> the<br />

HFSSA.<br />

• Part 2 <strong>of</strong> Title 24 establishes all <strong>of</strong> the technical requirements <strong>of</strong> the built environment.<br />

The responsibility <strong>for</strong> adopting the CBSC rests with the Cali<strong>for</strong>nia Building St<strong>and</strong>ards<br />

Commission. OSHPD is one <strong>of</strong> a number <strong>of</strong> state agencies that proposes amendments to the<br />

building code.<br />

The scope <strong>of</strong> authority <strong>for</strong> OSHPD FDD extends to many types <strong>of</strong> healthcare buildings. It does not<br />

normally include medical <strong>of</strong>fice buildings or other non-hospital buildings on a campus. Other<br />

elements <strong>of</strong> the medical campus such as the right to site an acute care facility, grounds <strong>and</strong><br />

l<strong>and</strong>scaping, parking lot construction, <strong>and</strong> the general aesthetics <strong>of</strong> the site remain in the domain<br />

<strong>of</strong> the local government. Site development may also come under the requirements <strong>of</strong> the<br />

Cali<strong>for</strong>nia Environmental Quality Act (CEQA). Local health departments govern issues related to<br />

operation <strong>of</strong> food preparation areas in acute care buildings. Hospitals must recognize <strong>and</strong><br />

account <strong>for</strong> local jurisdiction entitlements, design review, <strong>and</strong> site engineering approvals, which<br />

are completed outside <strong>of</strong> OSHPD jurisdiction but are required to be completed prior to release <strong>of</strong><br />

an OSHPD permit. OSHPD requires pro<strong>of</strong> <strong>of</strong> local jurisdiction approvals.<br />

OSHPD FDD does not en<strong>for</strong>ce regulations that are not adopted by the state <strong>of</strong> Cali<strong>for</strong>nia. Hospital<br />

owners must ensure that the hospital’s design team is responsible <strong>for</strong> compliance with the<br />

Americans with Disabilities Act (ADA) or Medicare Conditions <strong>of</strong> Participation requirements when<br />

appropriate.<br />

OSHPD FDD Structure<br />

FDD personnel are divided into three major sections: Division Support Section, Building Safety<br />

Section, <strong>and</strong> Structural Services Section (there are multiple work units within each section), plus<br />

some additional units.<br />

Division Support Section<br />

The Division Support Section manages all major administrative functions <strong>of</strong> FDD. It is comprised<br />

<strong>of</strong> two distinct units: the Contracts <strong>and</strong> Fiscal Unit <strong>and</strong> the Business <strong>and</strong> Administration Support<br />

Unit.<br />
