Another approach to creating better, more complete documents includes the development <strong>and</strong><br />

use <strong>of</strong> checklists. These can be created specifically <strong>for</strong> a project, or developed <strong>for</strong> particular<br />

project types to help ensure consistency <strong>and</strong> completeness from project to project. OSHPD <strong>of</strong>fers<br />

their own st<strong>and</strong>ard comments, developed by plan checkers, <strong>for</strong> the design pr<strong>of</strong>essionals to utilize<br />

when developing their documents, or as a quality-control review prior to submitting documents <strong>for</strong><br />

review.<br />

Once the documents <strong>for</strong> a project are deemed complete <strong>and</strong> coordinated by the Registered<br />

<strong>Design</strong> Pr<strong>of</strong>essional, they are submitted to OSHPD along with an Application <strong>for</strong> Review. The<br />

<strong>of</strong>fice plan review process starts with triage. Upon receipt, each submittal is logged in <strong>and</strong><br />

reviewed by OSHPD Architects, Electrical, Mechanical, & Structural engineers, <strong>and</strong> the Fire & Life<br />

Safety <strong>of</strong>ficer, to determine if the submittal is complete. If deemed a complete submittal, OSHPD<br />

will process the documents in one <strong>of</strong> three ways:<br />

• Normal construction projects requiring detailed reviews are “Taken In” <strong>and</strong> scheduled <strong>for</strong><br />

review by each disciplines, as needed, with a specific target date set <strong>for</strong> return.<br />

• Small projects with limited scope <strong>and</strong> dollar cost may be reviewed as “Expedited” by the<br />

Rapid Review Unit.<br />

• Very small work scope projects that can be quickly reviewed within an hour, or two hours<br />

<strong>for</strong> structural, may be processed as an “Over-the-Counter” reviews.<br />

It is important to note that if the submittal is deemed incomplete, the documents submitted will be returned<br />

to the Registered <strong>Design</strong> Pr<strong>of</strong>essional.<br />

It is highly encouraged by OSHPD that <strong>for</strong> projects with special concerns, conditions or<br />

complexity, the Registered <strong>Design</strong> Pr<strong>of</strong>essional arrange <strong>for</strong> a pre-submittal meeting with the<br />

Office to consult about the <strong>Project</strong>’s new work scope <strong>and</strong> the design approach. This meeting is<br />

m<strong>and</strong>atory <strong>for</strong> projects <strong>of</strong> $20 million or more, <strong>and</strong> <strong>of</strong> great benefit to the <strong>Design</strong> Team, as well as<br />

the Owner, when the project or the existing conditions are difficult to make compliant, or known<br />

code issues exist.<br />

General Organization <strong>of</strong> the <strong>Project</strong> Drawings<br />

Although every project may require different organization <strong>of</strong> drawings based on size <strong>and</strong><br />

complexity, it is commonly found that construction documents have a similar organization, as<br />

follows:<br />

• Cover Sheet<br />

• <strong>Project</strong> Title Sheet <strong>and</strong> General In<strong>for</strong>mation<br />

• Architectural Drawings<br />

o Plans <strong>for</strong> Fire <strong>and</strong> Life Safety In<strong>for</strong>mation<br />

o Plans <strong>for</strong> Accessibility Compliance<br />

o Site Plans<br />

o Architectural Floor Plans<br />

o Architectural Ceiling Plans<br />

o Building Elevations <strong>and</strong> Sections<br />

o Elevator <strong>and</strong> Stair Drawings<br />
