<strong>for</strong> further in<strong>for</strong>mation.<br />

OSHPD submittals, including all drawings, specifications <strong>and</strong> other design <strong>and</strong> administration<br />

documents are required to be stamped <strong>and</strong> signed by the Registered <strong>Design</strong> Pr<strong>of</strong>essional. The<br />

CAC states that “all construction documents shall be signed <strong>and</strong> stamped prior to issuance <strong>of</strong> a<br />

building permit.” It is generally best practice to stamp <strong>and</strong> sign all documents that are <strong>for</strong>mally<br />

submitted to OSHPD as demonstration that the Registered <strong>Design</strong> Pr<strong>of</strong>essional has exercised<br />

their responsible charge as required.<br />

Working with the Authority Having Jurisdiction<br />

The Registered <strong>Design</strong> Pr<strong>of</strong>essional is responsible <strong>for</strong> ensuring that the project con<strong>for</strong>ms to the<br />

local jurisdiction requirements as well as those en<strong>for</strong>ced by OSHPD. Many jurisdictions have<br />

documents that supplement the requirements <strong>of</strong> the CBSC <strong>and</strong> in many <strong>of</strong> these cases the<br />

requirements are more restrictive. It is the Registered <strong>Design</strong> Pr<strong>of</strong>essional’s responsibility to be<br />

knowledgeable <strong>of</strong> the unique requirements <strong>of</strong> the local jurisdiction. OSHPD should not be<br />

expected to coordinate the requirements <strong>of</strong> the local jurisdiction <strong>for</strong> the project.<br />

OSHPD relies on the Registered <strong>Design</strong> Pr<strong>of</strong>essional to coordinate the local requirements with<br />

the project, in particular, any zoning <strong>and</strong>/or unique building code requirements imposed by a local<br />

jurisdiction need to be coordinated with the local agency. With a new building project especially,<br />

the site work will fall under the jurisdiction <strong>of</strong> the local agency. However, OSHPD will claim<br />

jurisdiction over the site fire water line as well as other jointly-reviewed features <strong>and</strong> will ensure<br />

that there is a code-compliant path <strong>of</strong> travel to the public way at the property line <strong>and</strong> compliance<br />

with accessible parking requirements.<br />

In addition to the local jurisdiction <strong>and</strong> OSHPD, many other agencies approve or permit a hospital<br />

project. OSHPD is the building permitting agency. The Cali<strong>for</strong>nia Department <strong>of</strong> Public Health<br />

licenses these facilities <strong>and</strong> en<strong>for</strong>ces codes that may differ from OSHPD’s in some cases. For<br />

example, cafeterias require the local health department’s permitting; the use <strong>of</strong> a grease<br />

interceptor will require the review <strong>of</strong> the local water pollution agency; a storm water prevention<br />

plan might need to be filed; <strong>and</strong> an emergency generator or boiler might trigger an air quality<br />

review. This list is not comprehensive. The Registered <strong>Design</strong> Pr<strong>of</strong>essional ultimately takes full<br />

responsibility <strong>for</strong> working with the appropriate agencies. To avoid delays, the Registered <strong>Design</strong><br />

Pr<strong>of</strong>essional must ensure that all appropriate approvals are obtained prior to a final permit being<br />

granted by OSHPD.<br />
