He’s the last black Clydesdale <strong>in</strong> Wallowa County.<br />

Once one of the leaders <strong>in</strong> the team of beautiful,<br />

black draft horses that pulled the Kooch Clydes wagon <strong>in</strong><br />

parades around the region, Chief now stands alone <strong>in</strong> his<br />

pasture just outside Enterprise.<br />

He was part of a herd of up <strong>to</strong> 30 Clydesdales owned<br />

by Creigh<strong>to</strong>n and Cheryl Kooch that were among the most<br />

pho<strong>to</strong>graphed landmarks of Wallowa County for a quarter<br />

century. After the death of Creigh<strong>to</strong>n at 66 <strong>in</strong> spr<strong>in</strong>g 2007,<br />

the herd was gradually sold off <strong>to</strong> new owners throughout<br />

the U.S. and beyond.<br />

Chief and Cass (short for Casanova), two elderly geld<strong>in</strong>gs,<br />

were all that were left. For years they had both<br />

stepped proudly at the head of the Kooch team, but then<br />

because of advanced age became “no use for anyth<strong>in</strong>g but<br />

Smith <strong>in</strong>vited Eric Gray of<br />

Joseph <strong>to</strong> present his <strong>in</strong>vention,<br />

the sta<strong>in</strong>less steel spr<strong>in</strong>g<br />

water collec<strong>to</strong>r, at the Eastern<br />

Oregon Entrepreneur Day <strong>this</strong><br />

spr<strong>in</strong>g at Eastern Oregon University.<br />

Eleven counties were<br />

<strong>in</strong>volved <strong>in</strong> mak<strong>in</strong>g presentations<br />

that day, but Gray was<br />

the only representative from<br />

Wallowa County. Gray, who<br />

began his full-service water<br />

systems <strong>in</strong>stallation bus<strong>in</strong>ess<br />

Aquarius Pump <strong>in</strong> 2003 with<br />

bus<strong>in</strong>ess assistance from Wallowa<br />

County Bus<strong>in</strong>ess Facilita<strong>to</strong>r<br />

Myron Kirkpatrick,<br />

returned <strong>to</strong> Kirkpatrick for<br />

help <strong>in</strong> mak<strong>in</strong>g the new presentation.<br />

government’s General Services<br />

Adm<strong>in</strong>istration Catalog,”<br />

said Gray. “Rep. Smith<br />

called and got me <strong>in</strong> <strong>to</strong>uch<br />

with the Oregon representative<br />

for the catalog.”<br />

With that list<strong>in</strong>g, Gray’s<br />

<strong>in</strong>vention becomes visible <strong>to</strong><br />

hundreds of non-profits, the<br />

Peace Corps, and other government<br />

agencies. If listed,<br />

Gray’s <strong>in</strong>vention will rema<strong>in</strong><br />

listed for 17 years.<br />

A classified ad, advertis<strong>in</strong>g<br />

his clean-spr<strong>in</strong>g water collec<strong>to</strong>r<br />

will also appear <strong>in</strong><br />

Water Well Journal <strong>in</strong><br />

December. That trade journal<br />

goes out <strong>to</strong> well drillers<br />

nationally.<br />

Now, Gray is look<strong>in</strong>g for<br />

<strong>in</strong>ves<strong>to</strong>rs <strong>to</strong> help him market<br />

his <strong>in</strong>vention <strong>to</strong> retail buyers<br />

and homeowners across the<br />

states, and he made a pitch<br />

look<strong>in</strong>g good under the mounta<strong>in</strong>s,” Cheryl Kooch said.<br />

She said dur<strong>in</strong>g his f<strong>in</strong>al illness Creigh<strong>to</strong>n had worried<br />

about the fate of the two geld<strong>in</strong>gs, and they agreed that they<br />

would cont<strong>in</strong>ue <strong>to</strong> live <strong>in</strong> their Wallowa County pasture<br />

home the rest of their lives.<br />

Scores of Highway 82 mo<strong>to</strong>rists had admired them <strong>in</strong><br />

the past two-and-a-half years.<br />

When Cass died suddenly at age 23 <strong>in</strong> September,<br />

probably of a heart attack, Chief was left as the lone survivor<br />

of generations of Wallowa County’s black Clydes.<br />

“I just want everyone <strong>to</strong> know that he’s do<strong>in</strong>g very<br />

well,” Cheryl Kooch said. She said she is <strong>to</strong>uched by all<br />

the people who worry about the old geld<strong>in</strong>g be<strong>in</strong>g lonely,<br />

but called Chief “a loner horse who doesn’t particularly care<br />

about the company of people or other horses.”<br />

Kooch said that while Cass and Chief were good friends,<br />

<strong>to</strong> potential <strong>in</strong>ves<strong>to</strong>rs at the<br />

Oc<strong>to</strong>ber Pub Talk. Gorge<br />

What makes Gray’s <strong>in</strong>vention<br />

such a popular commodity?<br />

It’s a new take on an old<br />

problem, a “green” solution<br />

<strong>to</strong> provid<strong>in</strong>g fresh dr<strong>in</strong>k<strong>in</strong>g<br />

water <strong>to</strong> hundreds of thousands<br />

of <strong>in</strong>dividuals who rely<br />

on spr<strong>in</strong>g water for their<br />

domestic use.<br />

In fact, Gray said, there<br />

are hundreds of folks right<br />

here <strong>in</strong> Wallowa County who<br />

rely upon spr<strong>in</strong>g water as their<br />

household source — and<br />

many have been mak<strong>in</strong>g do<br />

with water collection systems<br />

that are not provid<strong>in</strong>g them<br />

safe water. When work<strong>in</strong>g for<br />

residents Gray is typically<br />

replac<strong>in</strong>g wood structures.<br />

“People are us<strong>in</strong>g just plywood,<br />

boards, culverts, roof<strong>in</strong>g<br />

material — just a variety<br />

of material,” he said. “The<br />

object is <strong>to</strong> make sure no ra<strong>in</strong>water<br />

or foreign substance<br />

gets <strong>in</strong><strong>to</strong> the source water. On<br />

some of these old boxes, if a<br />

cow drops manure nearby,<br />

you’re gett<strong>in</strong>g it <strong>in</strong> your water<br />

supply.”<br />

In addition <strong>to</strong> <strong>in</strong>stall<strong>in</strong>g the<br />

new box, Gray seals the surround<strong>in</strong>g<br />

area with Ben<strong>to</strong>nite<br />

clay, places an impermeable<br />

material above the collec<strong>to</strong>r <strong>to</strong><br />

divert surface water and<br />

fences the surround<strong>in</strong>g area.<br />

Sterl<strong>in</strong>g Sav<strong>in</strong>gs Bank’s local account holders have been<br />

voic<strong>in</strong>g concern <strong>to</strong> Enterprise bankers as the deadl<strong>in</strong>e approaches<br />

for Sterl<strong>in</strong>g F<strong>in</strong>ancial Corp., the bank’s parent, <strong>to</strong> submit new<br />

plans and prove that it is near<strong>in</strong>g solvency.<br />

Sterl<strong>in</strong>g F<strong>in</strong>ancial received a “cease-and-desist” order from<br />

state and federal regula<strong>to</strong>rs <strong>in</strong> Oc<strong>to</strong>ber.<br />

The Wash<strong>in</strong>g<strong>to</strong>n Department of F<strong>in</strong>ancial Institutions and<br />

the Federal Deposit Insurance Corporation required the company<br />

<strong>to</strong> raise $300 million <strong>in</strong> new capital, develop a new strategy<br />

<strong>to</strong> lower risk, ma<strong>in</strong>ta<strong>in</strong> capital, reduce its commercial real<br />

estate loans and cut off loans <strong>to</strong> del<strong>in</strong>quent borrowers — all<br />

by Dec. 15.<br />

Sterl<strong>in</strong>g, which reported $12.5 billion <strong>in</strong> assets <strong>this</strong> year, has<br />

suffered significant losses <strong>in</strong> recent years, largely from real<br />

estate loans gone bad. None, however, were risky subprime<br />

loans, accord<strong>in</strong>g <strong>to</strong> Ezra A. Eckhardt, Sterl<strong>in</strong>g’s new chief operat<strong>in</strong>g<br />

officer. He and the balance of Sterl<strong>in</strong>g’s new management<br />

team announced that those losses, while significant,<br />

were not an <strong>in</strong>dication of overall health and that the bank’s<br />

f<strong>in</strong>ancial progress <strong>in</strong> other areas cont<strong>in</strong>ues.<br />

Harold Gilky, 70, Sterl<strong>in</strong>g co-founder and former chairman,<br />

corporate CEO and president, stepped down follow<strong>in</strong>g the<br />

order as did CEO and board chairwoman Heidi Stanley.<br />

William Eisenhart is now chairman of the board, J. Gregory<br />

Seibly act<strong>in</strong>g president and act<strong>in</strong>g CEO and Eckhardt COO of<br />

the corporation and president of Sterl<strong>in</strong>g Sav<strong>in</strong>gs Bank.<br />

A cease-and-desist order is an example of the actions taken<br />

<strong>to</strong> br<strong>in</strong>g all f<strong>in</strong>ancial <strong>in</strong>stitutions under new guidel<strong>in</strong>es, Eckhardt<br />

said, and was issued <strong>in</strong> response <strong>to</strong> the wholesale failure<br />

lengths <strong>in</strong> the race <strong>to</strong> w<strong>in</strong><br />

$100,000 <strong>in</strong> the U.S. Cellluar<br />

“Call<strong>in</strong>g All Communities”<br />

contest.<br />

The contest, held first <strong>in</strong><br />

2008, will award $100,000<br />

each <strong>to</strong> the <strong>to</strong>p 10 vote-getters<br />

among schools across the<br />

nation. Seventy-three <strong>in</strong>dividuals<br />

visited the U.S. Cellular<br />

dealership on Ma<strong>in</strong><br />

Street <strong>in</strong> Enterprise <strong>to</strong> cast<br />

their votes onl<strong>in</strong>e <strong>in</strong> the first<br />

week of the 2009 contest,<br />

putt<strong>in</strong>g Enterprise<strong>in</strong> first<br />

place. Bremen High School<br />

of Midlothian, Ill., is a distant<br />

second with 46 votes.<br />

“We’re the only school<br />

west of the Mississippi <strong>in</strong> the<br />

<strong>to</strong>p 26,” said Wallowa County<br />

U.S. Cellular dealer Sam<br />

Summers.<br />

This is where the county<br />

was last year as well – break<strong>in</strong>g<br />

out <strong>in</strong> the <strong>to</strong>p 10 schools<br />

early. But the county lost by<br />

a nose at the f<strong>in</strong>ish, slipp<strong>in</strong>g<br />

off the <strong>to</strong>p 10 <strong>in</strong> the last<br />

weeks of the race.<br />

This year <strong>to</strong> keep the lead<br />

all Wallowa County residents<br />

will have <strong>to</strong> vote and get their<br />

friends, relatives and grandparents<br />

<strong>to</strong> vote.<br />

It’s an easy process: visit<br />

the U.S. Cellular s<strong>to</strong>re on<br />

Ma<strong>in</strong> Street <strong>in</strong> Enterprise and<br />

step up <strong>to</strong> one of the two computers<br />

at the Education Station<br />

that are ready <strong>to</strong> record<br />

votes. Summers or one of his<br />

staff will supply a vot<strong>in</strong>g code<br />

card and assist with the process.<br />

The onl<strong>in</strong>e form will<br />

require an email address<br />

along with name and address.<br />

However, last year’s participants<br />

report that they did not<br />

end up on any noxious mail<strong>in</strong>g<br />

lists and received only a<br />

gift certificate from U.S. Cellular<br />

as a result of provid<strong>in</strong>g<br />

that <strong>in</strong>formation. “U. S. Cellular<br />

will not sell your<br />

address,” said Summers.<br />

oats and three apples are part<br />

of his special daily ration,<br />

along with hay. “He’s liv<strong>in</strong>g<br />

very well,” Kooch said.<br />

Chief is 24 years old now,<br />

raised from a foal <strong>in</strong> Wallowa<br />

County and tra<strong>in</strong>ed by<br />

Creigh<strong>to</strong>n Kooch himself.<br />

“He put Chief <strong>in</strong> the lead<br />

when he was only 2 years<br />

old. That’s very unusual,”<br />

Cheryl Kooch said. “Chief<br />

was his ma<strong>in</strong> man.”<br />

She said that the geld<strong>in</strong>g<br />

responded <strong>to</strong> Creigh<strong>to</strong>n’s<br />

voice commands, even<br />

though her husband was a<br />

soft-spoken man.<br />

She recalls the time that<br />

so noisy Chief couldn’t<br />

hear,” Kooch said, add<strong>in</strong>g<br />

that few people even realized<br />

there had been a runaway.<br />

Creigh<strong>to</strong>n’s father, Cy,<br />

had raised and showed Belgian<br />

draft horses for about<br />

40 years, but jo<strong>in</strong>ed his son<br />

<strong>in</strong> the enthusiasm he developed<br />

for black Clydesdales.<br />

Son and father brought<br />

home the first team of Clydes<br />

<strong>in</strong> 1982, and soon developed<br />

a breed<strong>in</strong>g program for the<br />

rare black Clydesdales, a<br />

breed <strong>in</strong> which bay is the<br />

most prevalent color.<br />

At one time the Kooches<br />

had one of the largest herds<br />

of black Clydes <strong>in</strong> the country,<br />

with about 20 at the time<br />

of Creigh<strong>to</strong>n’s death.<br />

Sell<strong>in</strong>g <strong>to</strong> carefully selected<br />

horse lovers, Cheryl found<br />

homes for the horses <strong>in</strong> Oregon,<br />

Wash<strong>in</strong>g<strong>to</strong>n, California,<br />

Ohio, South Carol<strong>in</strong>a and<br />

Arizona. One geld<strong>in</strong>g,<br />

Magic, even made it back <strong>to</strong><br />

Scotland, where Clydesdales<br />

orig<strong>in</strong>ated.<br />

A woman <strong>in</strong> Scotland saw<br />

the picture of the “big, beautiful<br />

boy” on the Internet, and<br />

fell <strong>in</strong> love. “She paid<br />

$10,000 for the shipp<strong>in</strong>g, a<br />

lot more than for the horse,”<br />

Kooch said.<br />

The geld<strong>in</strong>g was quarant<strong>in</strong>ed<br />

for two weeks <strong>in</strong> Canada,<br />

flew <strong>to</strong> England and then<br />

was trucked and ferried <strong>to</strong><br />

his new home <strong>in</strong> Scotland.<br />

now, and the only animals<br />

she owns are cats, chickens <strong>in</strong><br />

the spr<strong>in</strong>g and Chief.<br />

“I loved them,” she said of<br />

the black Clydesdales – and<br />

the life they represented. “I<br />

especially miss the babies <strong>in</strong><br />

the spr<strong>in</strong>g.”<br />

Now, her 160-acre farm<br />

between Enterprise and<br />

Joseph is for sale and while<br />

Kooch is <strong>in</strong> no hurry, she said<br />

she will be ready <strong>to</strong> move on.<br />

She has five grown children,<br />

<strong>in</strong>clud<strong>in</strong>g Creigh<strong>to</strong>n’s kids,<br />

and five grandchildren – all<br />

with deep roots <strong>in</strong> Wallowa<br />

County – and enjoys spend<strong>in</strong>g<br />

time with them.<br />

When Cass died, Kooch<br />

was away from home, and<br />

she was mistakenly <strong>to</strong>ld at<br />

first that it was Chief who<br />

had been found dead. “No,<br />

grandma. It wasn’t Chief,”<br />

corrected her 9-year-old<br />

granddaughter, Addie Kilgore<br />

of Joseph. “I know my<br />

Clydesdales.”<br />

Chief now represents all<br />

of the black Clydesdales,<br />

now gone, who once looked<br />

very, very good under the<br />

Wallowa Mounta<strong>in</strong>s.<br />

Chief is not <strong>in</strong> the best<br />

health, however, and while<br />

he is still enjoy<strong>in</strong>g his life,<br />

<strong>in</strong> some not so distant future,<br />

the black Clydesdales will be<br />

only a cherished Wallowa<br />

County memory.<br />

fundrais<strong>in</strong>g goal of $5,000 for<br />

a project <strong>to</strong> put bicycle racks<br />

<strong>in</strong> front of county bus<strong>in</strong>esses.<br />

The money will be matched<br />

by the Ford Institute.<br />

The f<strong>in</strong>al fundrais<strong>in</strong>g project<br />

was a bicycle raffle. Diamondback<br />

bicycle company<br />

donated several Diamondback<br />

Venom BMX bikes <strong>to</strong> the<br />

cause, through Joseph Hardware.<br />

EOU’s enrollment jump<br />

President Bob Davies of Eastern Oregon University<br />

greets the new freshman class. The La<br />

Grande university has 473 freshmen, a 34.8<br />

percent <strong>in</strong>crease over a year ago and the largest<br />

<strong>in</strong>crease <strong>in</strong> the Oregon University System. Total<br />

EOU enrollment is 1,806, a 13.6 percent<br />

<strong>in</strong>crease. Of those students, 70 are from Wallowa<br />

County.<br />
