APPENDIX B IODA PRINCIPAL RACE OFFICER B1. The IODA Executive Committee may appoint an IODA Principal Race Officer to go afloat onboard of the Race Committee vessel or on a boat specifically assigned to him for that purpose. The IODA Principal Race Officer will work closely with the Principal Race Officer and other members of the Race Committee appointed by the Organising Committee. B2. The Principal Race Officer will be responsible for managing the race management team and organising the races but will not take action in relation to any of the following matters (whether or not altered by the Sailing Instructions (SI & SSI)) without the approval of the IODA Principal Race Officer: a. Postponement (RRS 27.3); b. Course configuration and race duration; c. Whether a starting line be moved or adjusted (RRS 27.2); d. Starting line decisions: OCS and recalls (RRS 29), starting penalties (I, Z, Black Flag, RRS 30); e. Changing course/moving marks – adjusting the course to a new wind strength or direction (RRS 33); f. Shortening course (RRS 32); g. Abandoning (RRS 27.3, 32 and 35); h. Changes in the Sailing Instructions (SI & SSI). B3. The IODA Principal Race Officer may initiate action in relation to these matters, in which case the Principal Race Officer will be governed by the IODA Principal Race Officer’s decision. The IODA Principal Race Officer may also initiate action if he believes that the racing is not conducted according to the rules, or for any reason directly affecting the safety or fairness of the competition. B4. The IODA Executive Committee may change from time to time the duties of the IODA Principal Race Officer. These duties will be clearly stated on the IODA Regatta Manual. 24
