京 都 大 学 では、 外 国 人 研 究 者 と 留 学 生 の 宿 泊 施 設 として、 国 際 交 流 会 館 が 修 学 院 ・ 宇 治 ・おうばくに 設 置 され
ています。
会 館 には、 居 住 者 の 生 活 上 の 相 談 に 応 じるため、 会 館 主 事 1 名 、 主 事 補 佐 1 名 、また 修 学 院 会 館 には 医 療 主 事
1 名 が 居 住 しています。

1. 入 居 の 申 請
〈 研 究 者 の 場 合 〉 入 居 申 請 は、 入 居 希 望 月 の4 ヶ 月 前 から、 下 記 の 京 都 大 学 ホームページ 上 で 受 け 付 けます。
入 居 期 間 は、 原 則 として1か 月 以 上 1 年 以 内 です。 延 長 は 認 められません。 受 入 教 員 または 部 局 担 当 者 が、ホー
ムページ 上 で 募 集 状 況 を 確 認 し、 所 定 の 方 法 、 様 式 により、 国 際 交 流 サービスオフィスに 申 込 書 を 提 出 してく
ださい。 応 募 者 多 数 の 場 合 は 抽 選 により 入 居 者 を 決 定 します。

〈 留 学 生 の 場 合 〉 入 居 時 期 は、4 月 と10 月 の 年 2 回 です。 募 集 は、 入 居 時 期 の3か 月 前 (1 月 と7 月 )に 行 います。
入 居 期 間 は 半 年 または1 年 です。いずれの 場 合 も 延 長 は 認 められません。
入 居 の 申 請 は、 所 属 する 学 部 ・ 大 学 院 研 究 科 事 務 室 を 通 じて 行 うこととなりますので、 希 望 者 は 受 入 教 員 ま
たは 部 局 担 当 者 に 相 談 してください。
2. 入 居 の 許 可
入 居 が 許 可 されたら、 入 居 許 可 通 知 書 が 交 付 されます。 入 居 する 際 に、 最 初 の 申 請 内 容 と 異 なる 場 合 は、 事
前 にその 旨 連 絡 してください。 特 に 次 の 事 項 に 変 更 が 生 じた 場 合 は、 入 居 の 許 可 を 取 り 消 す 場 合 があります。
(1) 入 居 期 間 を 変 更 するとき
(2) 同 居 家 族 が 生 じたとき 又 は 家 族 の 同 伴 をとりやめたとき、 若 しくは 員 数 に 増 減 が 生 じたとき
3. 入 居
会 館 事 務 室 の 執 務 時 間 内 に 所 定 の 手 続 を 経 て、 入 居 してください。なお、 事 前 に 入 居 予 定 日 を 連 絡 してくだ
さい。
4. 退 去 の 手 続
退 去 する 日 が 確 定 したら、2 週 間 前 までに 必 ず 事 務 室 に 連 絡 してください。なお、 退 去 は 会 館 事 務 室 の 執 務
時 間 内 に 限 定 します。
【 注 】 退 去 にあたっては、 居 室 の 設 備 ・ 備 品 等 を 原 状 に 戻 したうえ、 居 室 の 点 検 を 受 け、 部 屋 の 鍵 を 返 却 し
てください。

INTRODUCTION
Three housing facilities are available for international students and researchers at Kyoto University.
Located in the Shugakuin, Uji and Ohbaku areas, they are quiet neighborhoods on the suburban outskirts of
the city of Kyoto. All three houses have an in-house advisor and assistant house advisor who will support
residents in their day-to-day living. Shugakuin also has a medical advisor.
1. Application for Admission
For Researchers
Housing applications may be submitted by the researcher’s host professor or a staff member of the office
to which the researcher belongs through our website ( http://www.opir.kyoto-u.ac.jp/kuiso/kaikan/nyukyo/
sortition.html#1 ) from four months before the scheduled move-in date. The period of residence should not
be less than one month nor exceed one year. Extensions will not be granted. Lots will be drawn in cases
where the number of applicants exceeds the number of available units.
INTRODUCTION
For Students
The move-in periods for the Kyoto University International Houses are April and October. Applications
will be accepted in January and July (three months prior to move-in). The tenancy period for students is
either one year or six months, and may not be extended in either case. Those who are interested should
consult with their faculty/graduate offices in advance regarding application procedures.
2. Permission for Residence
A successful applicant will receive a notice indicating that permission has been granted to take up
residence at the requested international house. The Notice of Permission for Admission is valid only for the
application as it was filled out, and should any of the information change, the applicant must inform the
house office before moving in. In particular, permission may be withdrawn if the applicant should change
one of the following items: (1) period of stay (2) number of accompanying family members.
3. When moving in
Be sure to inform the house office of your scheduled date of arrival in advance. On the date of arrival,
proceed to the house office and complete the admission procedures in person during the office hours (see 5).
4. When moving out
Notify the house office of your scheduled move-out date, 2 weeks or earlier in advance. When vacating
the unit, all furnishings must be left in their original location and condition. 【Note】Rooms must be vacated
during office hours, as the unit will be inspected. Residents will be required to return their unit key upon
departure.

1. 自 転 車 ・バイク 駐 輪 場
会 館 の 敷 地 内 に、 自 転 車 やオートバイを 置 くときは、 事 務 室 の 指 示 に 従 い、 必 ず 駐 輪 場 に 置 いてください。
自 動 車 を 駐 車 することはできません。

防 火 のため、 石 油 ストーブの 使 用 は 禁 止 します。
3.ペットの 飼 育
会 館 内 でペットを 飼 育 することはできません。
4. 来 訪 者 の 宿 泊
来 訪 者 の 宿 泊 は 認 められませんので、 午 後 9 時 までにお 帰 り 願 います。
ただし、 病 気 のための 付 添 い 看 護 等 特 別 の 事 情 により 宿 泊 させる 必 要 がある 場 合 は、 事 務 室 の 許 可 を 得 てく
ださい。
5. 共 用 施 設 の 利 用
・ 居 住 者 がお 互 い 気 持 ちよく 使 えるよう、 他 人 に 迷 惑 をかけないように 利 用 しましょう。
・ 共 用 施 設 は、 午 後 10 時 から 翌 日 の 午 前 7 時 までは 使 用 できません。また、 共 用 施 設 は 禁 煙 です。
・ 共 用 施 設 の 設 備 や 備 品 を 損 傷 した 場 合 は、すぐに 事 務 室 に 連 絡 してください。
・ 共 用 施 設 を 利 用 し 汚 した 場 合 は、 掃 除 をしておいてください。
6. 土 足 禁 止
室 内 に 入 る 前 に、 玄 関 で 履 物 を 脱 いでください。
7. 留 守 ・ 旅 行
1 週 間 以 上 留 守 にする 場 合 は、 事 前 に 事 務 室 に 連 絡 してください。
8. 鍵 の 複 製 ・ 転 貸 の 禁 止
鍵 の 複 製 、 転 貸 は 禁 止 します。
9. 会 館 の 設 備 や 備 品 の 損 傷 について
会 館 の 設 備 や 備 品 の 損 傷 について、 居 住 者 に 責 任 のある 場 合 は、 弁 償 しなくてはなりません。
10. 薬 物 等 の 所 持 、 使 用 の 禁 止
日 本 では、 大 麻 、 麻 薬 、 向 精 神 薬 ( 処 方 箋 を 除 く)、あへん、 覚 せい 剤 、 吸 引 用 シンナー、MDMA 等 薬 物 の
所 持 、 使 用 は 法 律 で 固 く 禁 止 されています。 違 反 した 場 合 は、 犯 罪 者 として 逮 捕 ・ 起 訴 され、 懲 役 刑 や 国 外 退
去 を 含 む 非 常 に 重 い 処 罰 を 受 けます。 好 奇 心 や 軽 い 気 持 ちでこれらの 薬 物 には 絶 対 に 手 を 出 さないようにして
ください。
11.ごみの 収 集
ごみの 分 別 ・リサイクルについては、 各 会 館 により 異 なりますので、 各 事 務 室 の 指 示 に 従 ってください。
12. 騒 音
騒 音 は、 他 の 居 住 者 や 近 隣 の 住 民 に 大 変 迷 惑 になりますので、 夜 間 10 時 以 降 は 特 に 注 意 してください。

RULES OF CONDUCT
1. Parking
Bicycles and motorcycles must be parked in their designated areas. International houses do not provide
parking spaces for cars.
2. Kerosene Heaters
Kerosene heaters are prohibited for safety and air purity reasons.
3. Pets
No pets are allowed.
4. Overnight Stay of Visitors
Visitors are not allowed to stay overnight and are requested to leave by 9 pm. However, in emergency
cases such as a resident’s illness, attending persons may stay after obtaining permission from the house
office.
RULES OF CONDUCT
5. Using Common Areas
・Use common sense when using common areas. Be courteous of others.
・Common areas are closed between 10 pm and 7 am. All common areas are designated non-smoking.
・Contact the house office immediately if anything has been broken or damaged in the common areas.
・Clean up after yourself.
6. No Shoes inside the Rooms
Leave your shoes at the entrance of your unit.
7. Absence
Residents who plan to leave their units for more than a week are asked to inform the house office of their
plans in advance.
8. Unit Keys
These should not be duplicated nor lent to others under any circumstances.
9. Loss/Damages
If a resident is found to be responsible for loss or damage to equipment and/or facilities, he/she shall be
required to pay for its replacement.
10. Illegal Drug Possession
The possession and/or use of cannabis, narcotic and psychotropic drugs, opium, stimulants, thinners,
MDMA etc. are strictly prohibited by law in Japan. Violators will be arrested and prosecuted as criminals,
and will receive severe punishments that include but are not limited to imprisonment and deportation. DO
NOT GET INVOLVED with these drugs under any circumstances!
11. Waste Disposal
Rules for garbage collection and recycling vary according to area. Follow the instructions provided by the
house office at each international house.
12. Excessive Noise
Loud noises and voices during the night, especially after 10 pm, are a disturbance to the neighborhood and
should be avoided.

The House is located in the northeast of Kyoto city, 3.5km north of the Kyoto University Main Campus.

The building is a 5-storied building of reinforced concrete (opened in August 1982), and consists of house
offices, facilities for common use, and units for residents.

All rooms are air-conditioned. All units have a hot-water tank (except type G) and are furnished with a
telephone (direct dialing system), internet access, IH cooking range, refrigerator, microwave-oven (except
types D, G, G’), washing machine (except types D, G, G’), bath (except type G), toilet, bed(s), bedding (bed
pads, sheets, blankets, pillows, pillow covers) and furniture.
For residents of units not equipped with certain facilities, there are common laundry rooms, shower
rooms and cooking rooms.

S-4. Entrance security
・When entering, an IC-tag is required to unlock the entrances of the house. Always take your tag as
well as your unit key(s) along with you whenever you leave the building.
・Additional or replacement tags can be obtained at 1200 yen.
・The house office staff is reachable between office hours through the intercom. In case anyone is locked
out or has a visitor outside of office hours, please use the internal phone linked to each unit.
・In case of emergency or lost IC-tag, please contact ALSOK (Sohgo Security Services Co., Ltd. Tel:
075-343-5191) immediately. Security staff are available 24 hours-a-day year-round.
・The main east gateway facing Shirakawa Street is locked from 10 pm to 6 am. The rear south gate
near Shugakuin station is open 24 hours.

Residents must pay for the amount of electricity that they use, which is calculated according to the
reading on the meter attached to each unit.
S-7. Telephones
An internal phone is located in each unit, on the outside of building entrances, and the 2 nd and 4 th floor
halls. To use, simply press the three-digit room unit number. However, when you call units on the 1 st floor
(101 ~ 136), press [7xx] instead of [1xx]. Common phones do not have numbers. Ask for a prepaid telephone
card at the house office if you would like to call external numbers.
S-8. Waste Disposal
Garbage must be sorted using the designated bags for disposal and taken out to the collection area.
Please do not dispose of furniture, electrical appliances and other large items at the garbage collection area
or any other place in the house. Report these items to the house office and follow the necessary procedures
for disposal.
S-9. Fire Extinguishers, Fire Alarms & Emergency Exits

京 都 大 学 国 際 交 流 会 館 規 程 ( 抜 すい)

第 1 条 京 都 大 学 に 国 際 交 流 会 館 ( 以 下 「 会 館 」という。)を 置 く。
第 2 条 会 館 は、その 施 設 を 外 国 人 研 究 者 及 び 外 国 人 留 学 生 の 宿 泊 その 他 国 際 交 流 に 関 する 事 業 の 用 に 供 し、もっ
て、 教 育 研 究 の 国 際 交 流 の 促 進 に 資 することを 目 的 とする。
第 2 項 会 館 に、 次 の 施 設 を 置 く。

第 6 条 会 館 の 使 用 に 供 する 施 設 は、 次 のとおりとする。
研 究 者 宿 泊 室 、 留 学 生 宿 泊 室 、 会 議 室 、ロビー、 談 話 室 、 和 室 、 図 書 室 、その 他 共 用 施 設
第 7 条 研 究 者 宿 泊 室 に 入 居 する 資 格 を 有 するものは、 次 の 各 号 の 一 に 該 当 する 者 とする。
一 京 都 大 学 において 教 育 研 究 に 従 事 する 外 国 人 研 究 者
二 他 の 国 立 大 学 、 国 立 大 学 共 同 利 用 機 関 又 は 文 部 科 学 省 若 しくは 文 化 庁 の 施 設 等 機 関 において 教 育 研
究 に 従 事 する 外 国 人 研 究 者
三 その 他 館 長 が 適 当 と 認 める 者
第 2 項 留 学 生 宿 泊 室 に 入 居 する 資 格 を 有 する 者 は、 次 の 各 号 の 一 に 該 当 する 者 とする。
一 京 都 大 学 に 在 籍 する 外 国 人 留 学 生
二 他 の 国 立 大 学 に 在 籍 する 外 国 人 留 学 生
三 その 他 館 長 が 適 当 と 認 める 者
第 8 条 入 居 を 希 望 する 者 は、その 者 の 所 属 し、 又 は 在 籍 する 部 局 ( 前 条 第 1 項 第 二 号 又 は 第 2 項 第 二 号 に 該 当
する 者 の 場 合 にあっては、その 所 属 し、 又 は 在 籍 する 大 学 又 は 機 関 。 以 下 「 部 局 等 」という。)の 長 を
経 て、 館 長 に 申 請 し、その 許 可 を 受 けなければならない。
第 2 項 入 居 を 希 望 する 者 は、その 家 族 を 同 居 させようとするときは、 前 項 の 許 可 を 受 けるに 際 して、あわ
せて、 館 長 の 許 可 を 受 けなければならない。
第 9 条 入 居 の 許 可 期 間 は、1 月 以 上 1 年 以 内 とする。
第 11 条 入 居 者 は、 別 に 定 めるところにより 施 設 使 用 料 ( 外 国 人 留 学 生 の 場 合 にあっては 寄 宿 料 。 以 下 同 じ。)
を 納 付 しなければならない。
第 12 条 入 居 者 及 びその 同 居 家 族 は、 会 館 の 施 設 、 物 品 の 保 全 及 び 秩 序 の 維 持 に 努 めるとともに、
別 に 定 める 会 館 使 用 規 則 を 守 らなければならない。
第 13 条 入 居 者 は、 本 人 又 はその 同 居 家 族 がその 責 に 帰 すべき 事 由 により 会 館 の 施 設 又 は 物 品 に 損 害 を 与 えたと
きは、 館 長 の 指 示 により、 指 定 の 期 限 内 にその 損 害 を 賠 償 しなければならない。
第 14 条 館 長 は、 次 の 各 号 の 一 に 該 当 するときは、 入 居 の 許 可 を 取 り 消 すことができる。
一 入 居 者 が 指 定 の 期 限 内 に 施 設 使 用 料 を 納 付 しないとき。
二 入 居 者 又 はその 同 居 家 族 が 第 12 条 の 規 程 に 違 反 して 会 館 の 管 理 運 営 に 重 大 な 支 障 を 与 えたとき 又
は 与 えるおそれがあるとき。
三 入 居 者 が 前 条 の 規 程 による 損 害 の 賠 償 を 指 定 の 期 限 内 に 履 行 しないとき。
第 15 条 入 居 者 は、 次 の 各 号 の 一 に 該 当 するときは、 遅 滞 なく 退 去 しなければならない。
一 入 居 の 許 可 期 間 が 満 了 したとき。
二 入 居 の 資 格 を 失 ったとき。
三 入 居 の 許 可 が 取 り 消 されたとき。
第 2 項 同 居 家 族 は、 当 該 入 居 者 が 退 去 したときは、 遅 滞 なく 退 去 しなければならない。

REGULATIONS OF KYOTO UNIVERSITY INTERNATIONAL HOUSES
(EXCERPTS; TRANSLATION FOR REFERENCE PURPOSE ONLY)
Article 1. Kyoto University International Houses (hereinafter referred to as Houses) are the property of
Kyoto University.
Article 2. The purpose of these Houses is to provide a residence for overseas students and researchers for
the purpose of promoting international academic exchange.
Paragraph 2. Kyoto University International Houses comprise Shugakuin International House, Uji
International House, and Ohbaku International House.
Article 6. The Houses consist of the following facilities:
Units for Researchers, Units for Students, Meeting Room (in Shugakuin), Lounge (in Shugakuin),
Japanese-style Room (in Shugakuin), library (in Shugakuin), other facilities for common use.
Article 7. An applicant eligible for admission to a unit for researchers must belong to one of the following
categories:
(1) Overseas researchers who are engaged in teaching or academic research at the University,
(2) Overseas scholars who are engaged in teaching or academic research at other neighboring
national universities or laboratories or educational/research institutions attached to the Ministry
of Education, Culture, Sports, Science and Technology (Monbukagakusho) or to the Agency for
Cultural Affairs (Bunkacho),
(3) Those specially approved by the Director.
Paragraph 2. To be eligible for admission to units for students, applicants must belong to one of the
following categories:
(1) Overseas students registered at the University,
(2) Overseas students registered at some other neighboring national universities,
(3) Those specially approved by the Director.
Article 8. An applicant for residence in the Houses must obtain the permission of the Director through the
Dean of the appropriate faculty, institute, or center. (Hereinafter referred to as the Dean) (As
regards an applicant to whom Article 7, Paragraph 1, Item 2, or Paragraph 2, Item 2 applies, the
application must be made through the president of his/her university or the director of his/her
institution.)
Paragraph 2. If any applicant wishes to be accompanied by his/her family, the permission of the Director
must be obtained together with the permission of the Dean as described in the preceding
paragraph.
Article 9. The period of residence shall not be more than one year and not less than one month.
Article 11. A Resident must pay the rent according to the regulations designated separately. [For researchers,
rent is comprised of “Shisetsu Shiyo-Ryo”and other charges, while it is comprised of “Kishukuryo”and
other charges for students.]
Article 12. A Resident and his/her family must maintain the facilities and equipment of the Houses, and
observe the rules and regulations of the Houses, designated separately.
Article 13. If a Resident or his/her family causes damage to the facilities or equipment, he/she must pay for
their repair within the period designated by the Director.
Article 14. The Director reserves the right of cancelling permission to reside in the Houses;
(1) If the Resident fails to pay the rent by the designated date,
(2) If the Resident or his/her family obstructs or is likely to obstruct the maintenance and
management of the House by violating the rule designated as Article 12, or
(3) If the Resident fails to pay for the repair of damages caused as per Article 13 within the period
designated.
Article 15. A Resident must vacate his/her unit without delay;
(1) If his/her period of residence has expired,
(2) If the Resident ceases to satisfy the qualifications for residence, or
(3) If permission is cancelled.
Paragraph 2. The family of a Resident must vacate the unit at the time of departure of the Resident.
