In additi<strong>on</strong> to the qualitative VIEW measurements, a rating for the quality <str<strong>on</strong>g>of</str<strong>on</strong>g> the scenic vista<br />

(“VISTA”) 42 from each home, absent the existence <str<strong>on</strong>g>of</str<strong>on</strong>g> the wind facilities, was also collected in<br />

the field. An assessment <str<strong>on</strong>g>of</str<strong>on</strong>g> the quality <str<strong>on</strong>g>of</str<strong>on</strong>g> the VISTA from each home was needed because<br />

VIEW and VISTA are expected to be correlated; for example, homes with a PREMIUM VISTA<br />

are more likely to have a wide viewing angle in which wind turbines might also be seen.<br />

<str<strong>on</strong>g>The</str<strong>on</strong>g>refore, to accurately measure the impacts <str<strong>on</strong>g>of</str<strong>on</strong>g> the VIEW <str<strong>on</strong>g>of</str<strong>on</strong>g> wind turbines <strong>on</strong> property values a<br />

c<strong>on</strong>current c<strong>on</strong>trol for VISTA (independent <str<strong>on</strong>g>of</str<strong>on</strong>g> any views <str<strong>on</strong>g>of</str<strong>on</strong>g> turbines) is required. Drawing<br />

heavily <strong>on</strong> the landscape-quality rating system developed by Buhy<str<strong>on</strong>g>of</str<strong>on</strong>g>f et al. (1994) and to a lesser<br />

degree <strong>on</strong> the systems described by others (Daniel and Boster, 1976; USDA, 1995), an ordered<br />

VISTA rating system c<strong>on</strong>sisting <str<strong>on</strong>g>of</str<strong>on</strong>g> five categories was developed: POOR, BELOW AVERAGE,<br />

AVERAGE, ABOVE AVERAGE, and PREMIUM, with each rating defined in Table 4: 43<br />

people, lack interest, or have virtually no recreati<strong>on</strong>al potential.<br />

<str<strong>on</strong>g>The</str<strong>on</strong>g>se scenic vistas c<strong>on</strong>tain visually discordant man-made alterati<strong>on</strong>s (not<br />

c<strong>on</strong>sidering turbines) but are not dominated by them. <str<strong>on</strong>g>The</str<strong>on</strong>g>y are not inviting<br />

spaces for people, but are not uncomfortable. <str<strong>on</strong>g>The</str<strong>on</strong>g>y have little interest or<br />

mystery and have minor recreati<strong>on</strong>al potential.<br />

<str<strong>on</strong>g>The</str<strong>on</strong>g>se scenic vistas include interesting views that can be enjoyed <str<strong>on</strong>g>of</str<strong>on</strong>g>ten <strong>on</strong>ly<br />

in a narrow scope. <str<strong>on</strong>g>The</str<strong>on</strong>g>se vistas may c<strong>on</strong>tain some visually discordant manmade<br />

alterati<strong>on</strong>s (not c<strong>on</strong>sidering turbines), are moderately comfortable<br />

spaces for people, have some interest, and have minor recreati<strong>on</strong>al potential.<br />

<str<strong>on</strong>g>The</str<strong>on</strong>g>se scenic vistas include interesting views that <str<strong>on</strong>g>of</str<strong>on</strong>g>ten can be enjoyed in a<br />

medium to wide scope. <str<strong>on</strong>g>The</str<strong>on</strong>g>y might c<strong>on</strong>tain some man-made alterati<strong>on</strong>s (not<br />

c<strong>on</strong>sidering turbines), yet still possess significant interest and mystery, are<br />

moderately balanced and have some potential for recreati<strong>on</strong>.<br />

<str<strong>on</strong>g>The</str<strong>on</strong>g>se scenic vistas would include "picture postcard" views that can be<br />

enjoyed in a wide scope. <str<strong>on</strong>g>The</str<strong>on</strong>g>y are <str<strong>on</strong>g>of</str<strong>on</strong>g>ten free or largely free <str<strong>on</strong>g>of</str<strong>on</strong>g> any discordant<br />

man made alterati<strong>on</strong>s (not c<strong>on</strong>sidering turbines), possess significant interest,<br />

memorable qualities, and mystery and are well balanced and likely have a<br />

high potential for recreati<strong>on</strong>.<br />

Photographic examples <str<strong>on</strong>g>of</str<strong>on</strong>g> each <str<strong>on</strong>g>of</str<strong>on</strong>g> the categories are c<strong>on</strong>tained in Appendix D.<br />

43 <str<strong>on</strong>g>The</str<strong>on</strong>g> appropriateness <str<strong>on</strong>g>of</str<strong>on</strong>g> these rankings were tested in two ways. First, a set <str<strong>on</strong>g>of</str<strong>on</strong>g> 34 pictures taken <strong>on</strong>-site and<br />

representing various categories <str<strong>on</strong>g>of</str<strong>on</strong>g> VISTA were shown to 10 <str<strong>on</strong>g>of</str<strong>on</strong>g>f-site resp<strong>on</strong>dents who were asked to rank them using<br />

the same categories, and then explain why they rated them as such. Although the <str<strong>on</strong>g>of</str<strong>on</strong>g>f-site ratings matched the <strong>on</strong>-site<br />

ratings <strong>on</strong>ly 51% <str<strong>on</strong>g>of</str<strong>on</strong>g> the time, 94% <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>on</strong>- and <str<strong>on</strong>g>of</str<strong>on</strong>g>f-site rankings differed by no more than <strong>on</strong>e category, with 17% <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

the <str<strong>on</strong>g>of</str<strong>on</strong>g>f-site rankings below the <strong>on</strong>-site and 26% ranked above. <str<strong>on</strong>g>The</str<strong>on</strong>g> descripti<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> why the rankings where chosen<br />

by the <str<strong>on</strong>g>of</str<strong>on</strong>g>f-site resp<strong>on</strong>dents illuminated the fact that <str<strong>on</strong>g>of</str<strong>on</strong>g>f-site ratings did not take into account a number <str<strong>on</strong>g>of</str<strong>on</strong>g> aspects that<br />

were not adequately captured in the photos, but that were apparent in the field. This finding was borne out by a<br />

sec<strong>on</strong>d test that had five individuals visit seven homes in the field to rank their scenic vistas. When all resp<strong>on</strong>dents<br />

were <strong>on</strong>-site, they similarly ranked the vista 72% <str<strong>on</strong>g>of</str<strong>on</strong>g> the time, with a rankingthat differed by no more than <strong>on</strong>e<br />

category occurring <strong>on</strong>e hundred percent <str<strong>on</strong>g>of</str<strong>on</strong>g> the time.<br />
