shadow flicker, 5 health or safety c<strong>on</strong>cerns, or other impacts, real or perceived. In this way,<br />

property values near wind turbines might be impacted in the same way as homes near roads<br />

might be devalued (Bateman et al., 2001). Additi<strong>on</strong>ally, there is evidence that proximity to a<br />

disamenity, even if that disamenity is not visible and is not so close as to have obvious nuisance<br />

effects, may still decrease a home’s sales price, as has been found to be the case for landfills<br />

(Thayer et al., 1992).<br />

Taken together, these general c<strong>on</strong>cerns about the possible impacts <str<strong>on</strong>g>of</str<strong>on</strong>g> wind projects <strong>on</strong> residential<br />

property values can be loosely categorized into three potential stigmas:<br />

Area Stigma: A c<strong>on</strong>cern that the general area surrounding a wind energy facility will appear<br />

more developed, which may adversely affect home values in the local community regardless<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> whether any individual home has a view <str<strong>on</strong>g>of</str<strong>on</strong>g> the wind turbines.<br />

Scenic Vista Stigma: A c<strong>on</strong>cern that a home may be devalued because <str<strong>on</strong>g>of</str<strong>on</strong>g> the view <str<strong>on</strong>g>of</str<strong>on</strong>g> a wind<br />

energy facility, and the potential impact <str<strong>on</strong>g>of</str<strong>on</strong>g> that view <strong>on</strong> an otherwise scenic vista.<br />

Nuisance Stigma: A c<strong>on</strong>cern that factors that may occur in close proximity to wind turbines,<br />

such as sound and shadow flicker, will have a unique adverse influence <strong>on</strong> home values.<br />

<str<strong>on</strong>g>The</str<strong>on</strong>g>se three potential stigmas are not mutually exclusive and could, in theory, be present in part<br />

or in combinati<strong>on</strong> for any single home. C<strong>on</strong>sequently, all three potential impacts must be<br />

c<strong>on</strong>sidered when analyzing the effects <str<strong>on</strong>g>of</str<strong>on</strong>g> wind facilities <strong>on</strong> residential sales prices.<br />

Although c<strong>on</strong>cerns about the potential impact <str<strong>on</strong>g>of</str<strong>on</strong>g> wind projects <strong>on</strong> residential property values are<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g>ten menti<strong>on</strong>ed in siting cases, the state <str<strong>on</strong>g>of</str<strong>on</strong>g> the existing literature <strong>on</strong> this topic leaves much to be<br />

desired. To some extent, the growing body <str<strong>on</strong>g>of</str<strong>on</strong>g> research investigating this topic has come to<br />

opposing c<strong>on</strong>clusi<strong>on</strong>s. <str<strong>on</strong>g>The</str<strong>on</strong>g> most recent and comprehensive <str<strong>on</strong>g>of</str<strong>on</strong>g> these studies have <str<strong>on</strong>g>of</str<strong>on</strong>g>ten c<strong>on</strong>cluded<br />

that no widespread impacts <str<strong>on</strong>g>of</str<strong>on</strong>g> wind projects <strong>on</strong> residential property values are apparent (Hoen,<br />

2006; Sims and Dent, 2007; Sims et al., 2008). At the same time, pre-c<strong>on</strong>structi<strong>on</strong> surveys <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

both homeowners and real estate experts have sometimes found an expectati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> negative<br />

impacts (e.g. Haught<strong>on</strong> et al., 2004), and post-c<strong>on</strong>structi<strong>on</strong> appraisals have sometimes come to<br />

similar c<strong>on</strong>clusi<strong>on</strong>s (McCann, 2008; Kielisch, 2009). Given the state <str<strong>on</strong>g>of</str<strong>on</strong>g> the literature, it is not<br />

uncomm<strong>on</strong> for local siting and permitting processes to involve c<strong>on</strong>tradicting testim<strong>on</strong>y from<br />

experts, as occurred in 2004 when the Public Service Commissi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> Wisc<strong>on</strong>sin heard opposing<br />

c<strong>on</strong>clusi<strong>on</strong>s from two studies c<strong>on</strong>ducted by experienced home valuati<strong>on</strong> experts (Poletti, 2005;<br />

Zarem, 2005).<br />

This report c<strong>on</strong>tains the most comprehensive and data-rich analysis to date <strong>on</strong> the potential<br />

impacts <str<strong>on</strong>g>of</str<strong>on</strong>g> wind projects <strong>on</strong> nearby residential sales prices. Data from 7,459 residential<br />

transacti<strong>on</strong>s were collected from the surrounding communities <str<strong>on</strong>g>of</str<strong>on</strong>g> 24 individual wind projects in<br />

nine states and 14 counties in the United States. 6 Because <str<strong>on</strong>g>of</str<strong>on</strong>g> the large sample size, the diversity<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> wind projects included in the analysis, and the depth <str<strong>on</strong>g>of</str<strong>on</strong>g> informati<strong>on</strong> collected, a number <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

different analyses were possible. Specifically, this report relies heavily <strong>on</strong> a hed<strong>on</strong>ic regressi<strong>on</strong><br />
