This rating is reserved for vistas <strong>of</strong> unmistakably premium quality. <strong>The</strong>se vistas would include "picture post card" views which can be enjoyed in a wide scope. <strong>The</strong>y are <strong>of</strong>ten free or largely free <strong>of</strong> any discordant man made alterations (not considering turbines), possess significant interest, memorable qualities, mystery and are well balanced and likely have a high potential for recreation. <strong>The</strong> vista does not contain any view <strong>of</strong> the turbines. A small portion (~ 0 - 20%) <strong>of</strong> the vista is overlapped by the view <strong>of</strong> turbines therefore the vista might contain a view <strong>of</strong> a few turbines, only a few <strong>of</strong> which can be seen entirely (from below the sweep <strong>of</strong> the blades to the top <strong>of</strong> their tips). A moderate portion (~20-50%) <strong>of</strong> the vista contains turbines, and likely contains a view <strong>of</strong> more than one turbine, some <strong>of</strong> which are likely to be seen entirely (from below the sweep <strong>of</strong> the blades to the top <strong>of</strong> their tips). A large portion (~50-80%) <strong>of</strong> the vista contains a view <strong>of</strong> turbines, many <strong>of</strong> which likely can be seen entirely (from below the sweep <strong>of</strong> the blades to the top <strong>of</strong> their tips). This rating is reserved for situations where the turbines overlap virtually the entire ( ~80-100%) vista from the home. <strong>The</strong> vista likely contains a view <strong>of</strong> many turbines, virtually all <strong>of</strong> which can be seen entirely (from below the sweep <strong>of</strong> the blades to the top <strong>of</strong> their tips). 118
