all very small communities with little to no services. Much <str<strong>on</strong>g>of</str<strong>on</strong>g> the area to the North and South <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

the ridge, and outside <str<strong>on</strong>g>of</str<strong>on</strong>g> the urban areas, is farmland, with homes situated <strong>on</strong> small parcels<br />

adjoining larger agricultural tracts.<br />

Data Collecti<strong>on</strong> and Summary<br />

Data for this study area were collected from a myriad <str<strong>on</strong>g>of</str<strong>on</strong>g> sources. For Bent<strong>on</strong> County, sales and<br />

home characteristic data and GIS parcel shapefiles were collected with the assistance <str<strong>on</strong>g>of</str<strong>on</strong>g> county<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g>ficials Eric Beswick, Harriet Mercer, and Florinda Paez, while state <str<strong>on</strong>g>of</str<strong>on</strong>g>ficial Deb Mandeville<br />

(Washingt<strong>on</strong> Department <str<strong>on</strong>g>of</str<strong>on</strong>g> State) provided informati<strong>on</strong> <strong>on</strong> the validity <str<strong>on</strong>g>of</str<strong>on</strong>g> the sales. In Walla<br />

Walla County, county <str<strong>on</strong>g>of</str<strong>on</strong>g>ficials Bill Vollendorff and Tiffany Laposi provided sales, house<br />

characteristic, and GIS data. In Umatilla County, county <str<strong>on</strong>g>of</str<strong>on</strong>g>ficials Jas<strong>on</strong> Nielsen, Tracie Diehl,<br />

and Tim McElrath provided sales, house characteristic, and GIS data.<br />

Based <strong>on</strong> the data collecti<strong>on</strong>, more than 8,500 homes are found to have sold within ten miles <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

the wind turbines in this study area from January 1996 to June 2007. Completing field visits to<br />

this number <str<strong>on</strong>g>of</str<strong>on</strong>g> homes would have been overly burdensome; as a result, <strong>on</strong>ly a sample <str<strong>on</strong>g>of</str<strong>on</strong>g> these<br />

home sales was used for the study. Specifically, all valid sales within three miles <str<strong>on</strong>g>of</str<strong>on</strong>g> the nearest<br />

turbine are used, and a random sample <str<strong>on</strong>g>of</str<strong>on</strong>g> those homes outside <str<strong>on</strong>g>of</str<strong>on</strong>g> three miles but inside <str<strong>on</strong>g>of</str<strong>on</strong>g> five<br />

miles in Bent<strong>on</strong> County and inside ten miles in Walla Walla and Umatilla Counties. This<br />

approach resulted in a total <str<strong>on</strong>g>of</str<strong>on</strong>g> 790 sales, with prices that ranged from $25,000 to $647,500, and a<br />

mean <str<strong>on</strong>g>of</str<strong>on</strong>g> $134,244. Of those 790 sales, 519 occurred after wind facility c<strong>on</strong>structi<strong>on</strong> commenced,<br />

and 110 could see the turbines at the time <str<strong>on</strong>g>of</str<strong>on</strong>g> sale, though all but four <str<strong>on</strong>g>of</str<strong>on</strong>g> these homes had MINOR<br />

views. No homes within this sample were located within <strong>on</strong>e mile <str<strong>on</strong>g>of</str<strong>on</strong>g> the nearest wind turbine,<br />

with the majority occurring outside <str<strong>on</strong>g>of</str<strong>on</strong>g> three miles.<br />
