The persons placed as Principals should satisfy themselves that they are fully qualified as per Special Rules before relieving to take charge as Principal. If they are not fully qualified, the matter should be reported to the Director Higher Secondary Education forthwith. The Principals/Principals in charge who are to relieve the newly placed Principals must verify the service records and qualifying certificates and satisfy themselves that the incumbents are fully qualified for placement as Principals, before relieving them. (4)The persons placed as Principals should join duty within 15 days from the date of receipt of this order and submit joining reports and CTCs to the Director of Higher Secondary Education immediately. Copies of the CTCs and joining reports should be forwarded to the respective Regional Deputy Directors of Higher Secondary Education. (5)Those who are not willing to accept the placement should invariably relinquish the placement as per rules within the period of joining time admissible. If any of the persons placed remain in the present station without relinquishing the placement, strict disciplinary action shall be taken for disobedience of order. Such persons shall lose his/her opportunity and next eligible hands will be placed as Principals as per rules. (6) Those who are placed as Principals as per this order should pass the Account Test for Executive Officers (Kerala) or Account Test (Lower), if they have not already passed the test. This test qualification should be attained within a continuous period of two years of service from the date of taking charge as Principal. (7) Those who are on LWA subject to the terms and conditions laid down in appendix XII A, XII B and XII C of Part I KSR are not eligible for placement as per this order. (8) Those placed as Principals, as ordered above will continue to teach as HSSTs in their subjects but with a reduction of teaching periods to a maximum of 4 periods/week i.e., maximum work load is limited to 21 periods/week. The periods thus reduced, if any, will be distributed among the other HSSTs in the concerned subject. At the time of joining duty in the newly placed school, the Principal should ensure that there is sufficient workload to teach. If it is found that the placed Principal has no sufficient workload (that is more than 14 periods per week) as prescribed above, such Principals should not take charge as Principal, instead, should report before the Director Higher Secondary Education for further placement. But in the case of Principals who have to teach Part II languages he/she is directed to take charge, first, irrespective of teaching periods available, if the same language is offered in that school. In such cases, after assuming charge as Principals, the matter should be brought to the notice of the Director Higher Secondary Education in writing. (9) The teachers who become excess due to the placement of Principals will be shifted in due course. (10) Persons placed as Principals as per Administrative Order of the Director HSE alone are eligible to claim salaries under the Budget Head of the DHSE. (11) For reckoning seniority of the Principals for future service purposes, the seniority shall be reckoned as per rules and also subject to the decision on individual cases of objections/O.P’s and also subject to the order of the Honourable Courts and Government, if any issued later. The duties and powers of the Principals are mentioned in G.O.(MS) No.338/2003/Gl.Edn dated 16-12-2003 and subsequent G.O.(MS) No.134/2004/G.Edn dated 14-05-2004.
The Principal will be the Administrative and Academic Head of the Higher Secondary Schools. The Principal will be the Drawing and Disbursing Officer of Higher Secondary section of the School. He is authorized to draw all funds including contingency relating to the Higher Secondary section. The Ministerial staff, infrastructure facilities etc will be shared by both Principals and Headmasters. All the above placements are purely temporary and are subject to the outcome of the writ petitions pending in the High Court and orders of the Government ‘if any’ issued later. Freshly placed persons should be relieved immediately by the Principal or the Principal-in-charge as the case may be. 2. Headmasters of the Schools concerned. The Headmaster should share the Ministerial Staff, Infrastructure facilities etc with the Principal as has been ordered by the Government. 3. The Accountant General (A&E) with C/L 4.
