The persons placed as Pr<strong>in</strong>cipals should satisfy themselves that they are fully <strong>qualified</strong><br />
as per Special Rules before reliev<strong>in</strong>g to take charge as Pr<strong>in</strong>cipal. If they are not fully <strong>qualified</strong>,<br />
the matter should be reported to the Director <strong>Higher</strong> Secondary Education forthwith. The<br />
Pr<strong>in</strong>cipals/Pr<strong>in</strong>cipals <strong>in</strong> charge who are to relieve the newly placed Pr<strong>in</strong>cipals must verify<br />
the service records and qualify<strong>in</strong>g certificates and satisfy themselves that the <strong>in</strong>cumbents<br />
are fully <strong>qualified</strong> for <strong>placement</strong> as Pr<strong>in</strong>cipals, before reliev<strong>in</strong>g them.<br />
(4)The persons placed as Pr<strong>in</strong>cipals should jo<strong>in</strong> duty with<strong>in</strong> 15 days from the date <strong>of</strong><br />
receipt <strong>of</strong> this order and submit jo<strong>in</strong><strong>in</strong>g reports and CTCs to the Director <strong>of</strong> <strong>Higher</strong> Secondary<br />
Education immediately. Copies <strong>of</strong> the CTCs and jo<strong>in</strong><strong>in</strong>g reports should be forwarded to the<br />
respective Regional Deputy Directors <strong>of</strong> <strong>Higher</strong> Secondary Education.<br />
(5)Those who are not will<strong>in</strong>g to accept the <strong>placement</strong> should <strong>in</strong>variably rel<strong>in</strong>quish the<br />
<strong>placement</strong> as per rules with<strong>in</strong> the period <strong>of</strong> jo<strong>in</strong><strong>in</strong>g time admissible. If any <strong>of</strong> the persons placed<br />
rema<strong>in</strong> <strong>in</strong> the present station without rel<strong>in</strong>quish<strong>in</strong>g the <strong>placement</strong>, strict discipl<strong>in</strong>ary action shall<br />
be taken for disobedience <strong>of</strong> order. Such persons shall lose his/her opportunity and next eligible<br />
hands will be placed as Pr<strong>in</strong>cipals as per rules.<br />
(6) Those who are placed as Pr<strong>in</strong>cipals as per this order should pass the Account Test<br />
for Executive Officers (Kerala) or Account Test (Lower), if they have not already passed the<br />
test. This test qualification should be atta<strong>in</strong>ed with<strong>in</strong> a cont<strong>in</strong>uous period <strong>of</strong> two years <strong>of</strong><br />
service from the date <strong>of</strong> tak<strong>in</strong>g charge as Pr<strong>in</strong>cipal.<br />
(7) Those who are on LWA subject to the terms and conditions laid down <strong>in</strong> appendix<br />
XII A, XII B and XII C <strong>of</strong> Part I KSR are not eligible for <strong>placement</strong> as per this order.<br />
(8) Those placed as Pr<strong>in</strong>cipals, as ordered above will cont<strong>in</strong>ue to teach as HSSTs <strong>in</strong><br />
their subjects but with a reduction <strong>of</strong> teach<strong>in</strong>g periods to a maximum <strong>of</strong> 4 periods/week i.e.,<br />
maximum work load is limited to 21 periods/week. The periods thus reduced, if any, will be<br />
distributed among the other HSSTs <strong>in</strong> the concerned subject. At the time <strong>of</strong> jo<strong>in</strong><strong>in</strong>g duty <strong>in</strong> the<br />
newly placed school, the Pr<strong>in</strong>cipal should ensure that there is sufficient workload to teach. If it<br />
is found that the placed Pr<strong>in</strong>cipal has no sufficient workload (that is more than 14 periods per<br />
week) as prescribed above, such Pr<strong>in</strong>cipals should not take charge as Pr<strong>in</strong>cipal, <strong>in</strong>stead, should<br />
report before the Director <strong>Higher</strong> Secondary Education for further <strong>placement</strong>.<br />
But <strong>in</strong> the case <strong>of</strong> Pr<strong>in</strong>cipals who have to teach Part II languages he/she is directed to<br />
take charge, first, irrespective <strong>of</strong> teach<strong>in</strong>g periods available, if the same language is <strong>of</strong>fered <strong>in</strong><br />
that school. In such cases, after assum<strong>in</strong>g charge as Pr<strong>in</strong>cipals, the matter should be brought to<br />
the notice <strong>of</strong> the Director <strong>Higher</strong> Secondary Education <strong>in</strong> writ<strong>in</strong>g.<br />
(9) The teachers who become excess due to the <strong>placement</strong> <strong>of</strong> Pr<strong>in</strong>cipals will be shifted<br />
<strong>in</strong> due course.<br />
(10) Persons placed as Pr<strong>in</strong>cipals as per Adm<strong>in</strong>istrative Order <strong>of</strong> the Director HSE<br />
alone are eligible to claim salaries under the Budget Head <strong>of</strong> the DHSE.<br />
(11) For reckon<strong>in</strong>g seniority <strong>of</strong> the Pr<strong>in</strong>cipals for future service purposes, the seniority<br />
shall be reckoned as per rules and also subject to the decision on <strong>in</strong>dividual cases <strong>of</strong><br />
objections/O.P’s and also subject to the order <strong>of</strong> the Honourable Courts and Government, if any<br />
issued later. The duties and powers <strong>of</strong> the Pr<strong>in</strong>cipals are mentioned <strong>in</strong> G.O.(MS)<br />
No.338/2003/Gl.Edn dated 16-12-2003 and subsequent G.O.(MS) No.134/2004/G.Edn dated<br />
