Clinton-Oakland Sewage Disposal System (COSDS)
Dear Wanda Perron:
We have been notified by the Michigan Department of Natural Resources and Environment
(DNRE) that information regarding SRF Project Plans should be sent to your attention for
comments regarding the proposed project.
The Oakland County COSDS is in the process of submitting an SRF project plan amendment for
improvements to the COSDS. The proposed work consists of diverting flows from the COSDS
interceptor to the City of Pontiac WWTP and construction of a storage retention tank (SRT) NNE
of the Elizabeth Lake Pump Station within the Road Commission of Oakland County (RCOC)
operations area. The enclosed map and description of the project area summarizes the
improvements and their respective locations. The locations of potential impacts are limited to the
areas of proposed work as shown on the attached figures. The proposed projects are located within
T-03N R-09E Sections 24 & 25 for the proposed SRT and force main, and within T-03N R-10E
Sections 15, 22, & 27 for the proposed Perry Street Diversion.
The potential project impacts could be:
Delayed or altered traffic patterns in and around the work areas. Proper signage and traffic
controls will be installed prior to any work on the sewer system. Visually, the projects are
within public or railroad right-of-way or are on City/County property.
Properties adjacent to the work areas are typically zoned residential or commercial.
Sounds within the work areas are consistent with a City environment. Vehicle traffic noise is
constant with occasional heavy truck noise in the area.
Tree removals will be minimized to the extent practical, and special care will be taken during
design and construction to save as many as possible.
Soil erosion and sedimentation control measures as well as local permits will be required and
followed during all construction activities. An MDNRE/Army Corps Joint Permit will be obtained
for all work within, adjacent to, or near-by an inland lake or stream, wetland, or floodplain. Where
work may be within a regulated sensitive habitat, such as a wetland, stream, or floodplain, there will
be mitigation as part of the design and permit process per the requirements of Act 452 of 1994, as
amended.
There are five state registered historical sites within approximately one mile of the COSDS project
areas according to the Michigan Center for Geographic Information (www.mcgi.state.mi.us/hso)
and National Register of Historical Places (www.nationalregisterofhistoricplaces.com). The attached
historical sites list and historical sites location map show the registered sites within one mile of the
COSDS project areas as determined by our research. These historical sites will not be impacted by
the proposed project. No other cultural resources have been found within the proposed project
area.
Based on our research of the area of potential effects for the proposed COSDS improvement
projects, we determine that no historic properties will be impacted by said construction activities.
The construction sites will be restored to their original condition following all construction activities.
Any noise impacts from construction traffic will be temporary and discontinue at the end of the
project.
Please review and verify the enclosed information regarding the COSDS SRF Project Plan
Amendment. Please return comments to the applicant by June 18, 2012. You may also send
comments to my attention via email at greg.kacvinsky@ohm-advisors.com.
