We have been notified by the Michigan Department of Natural Resources and Environment<br />
(DNRE) that information regarding <strong>SRF</strong> <strong>Project</strong> <strong>Plan</strong>s should be sent to your attention for<br />
comments regarding the proposed project.<br />
The <strong>Oakland</strong> <strong>County</strong> COSDS is in the process of submitting an <strong>SRF</strong> project plan amendment for<br />
improvements to the COSDS. The proposed work consists of diverting flows from the COSDS<br />
interceptor to the City of Pontiac WWTP and construction of a storage retention tank (SRT) NNE<br />
of the Elizabeth Lake Pump Station within the Road Commission of <strong>Oakland</strong> <strong>County</strong> (RCOC)<br />
operations area. The enclosed map and description of the project area summarizes the<br />
improvements and their respective locations. The locations of potential impacts are limited to the<br />
areas of proposed work as shown on the attached figures. The proposed projects are located within<br />
T-03N R-09E Sections 24 & 25 for the proposed SRT and force main, and within T-03N R-10E<br />
Sections 15, 22, & 27 for the proposed Perry Street Diversion.<br />
The potential project impacts could be:<br />
Delayed or altered traffic patterns in and around the work areas. Proper signage and traffic<br />
controls will be installed prior to any work on the sewer system. Visually, the projects are<br />
within public or railroad right-of-way or are on City/<strong>County</strong> property.<br />
Properties adjacent to the work areas are typically zoned residential or commercial.<br />
Sounds within the work areas are consistent with a City environment. Vehicle traffic noise is<br />
constant with occasional heavy truck noise in the area.<br />
Tree removals will be minimized to the extent practical, and special care will be taken during<br />
design and construction to save as many as possible.<br />
Soil erosion and sedimentation control measures as well as local permits will be required and<br />
followed during all construction activities. An MDNRE/Army Corps Joint Permit will be obtained<br />
for all work within, adjacent to, or near-by an inland lake or stream, wetland, or floodplain. Where<br />
work may be within a regulated sensitive habitat, such as a wetland, stream, or floodplain, there will<br />
be mitigation as part of the design and permit process per the requirements of Act 452 of 1994, as<br />
amended.<br />
There are five state registered historical sites within approximately one mile of the COSDS project<br />
areas according to the Michigan Center for Geographic Information (www.mcgi.state.mi.us/hso)<br />
and National Register of Historical Places (www.nationalregisterofhistoricplaces.com). The attached<br />
historical sites list and historical sites location map show the registered sites within one mile of the<br />
COSDS project areas as determined by our research. These historical sites will not be impacted by<br />

Dear Eric Hemenway or Gijigowi Bipskaabiimii:<br />
We have been notified by the Michigan Department of Natural Resources and Environment<br />
(DNRE) that information regarding <strong>SRF</strong> <strong>Project</strong> <strong>Plan</strong>s should be sent to your attention for<br />
comments regarding the proposed project.<br />
The <strong>Oakland</strong> <strong>County</strong> COSDS is in the process of submitting an <strong>SRF</strong> project plan amendment for<br />
improvements to the COSDS. The proposed work consists of diverting flows from the COSDS<br />
interceptor to the City of Pontiac WWTP and construction of a storage retention tank (SRT) NNE<br />
of the Elizabeth Lake Pump Station within the Road Commission of <strong>Oakland</strong> <strong>County</strong> (RCOC)<br />
operations area. The enclosed map and description of the project area summarizes the<br />
improvements and their respective locations. The locations of potential impacts are limited to the<br />
areas of proposed work as shown on the attached figures. The proposed projects are located within<br />
T-03N R-09E Sections 24 & 25 for the proposed SRT and force main, and within T-03N R-10E<br />
Sections 15, 22, & 27 for the proposed Perry Street Diversion.<br />
The potential project impacts could be:<br />
Delayed or altered traffic patterns in and around the work areas. Proper signage and traffic<br />
controls will be installed prior to any work on the sewer system. Visually, the projects are<br />
within public or railroad right-of-way or are on City/<strong>County</strong> property.<br />
Properties adjacent to the work areas are typically zoned residential or commercial.<br />
Sounds within the work areas are consistent with a City environment. Vehicle traffic noise is<br />
constant with occasional heavy truck noise in the area.<br />
Tree removals will be minimized to the extent practical, and special care will be taken during<br />
design and construction to save as many as possible.<br />
Soil erosion and sedimentation control measures as well as local permits will be required and<br />
followed during all construction activities. An MDNRE/Army Corps Joint Permit will be obtained<br />
for all work within, adjacent to, or near-by an inland lake or stream, wetland, or floodplain. Where<br />
work may be within a regulated sensitive habitat, such as a wetland, stream, or floodplain, there will<br />
be mitigation as part of the design and permit process per the requirements of Act 452 of 1994, as<br />
amended.<br />
There are five state registered historical sites within approximately one mile of the COSDS project<br />
areas according to the Michigan Center for Geographic Information (www.mcgi.state.mi.us/hso)<br />
and National Register of Historical Places (www.nationalregisterofhistoricplaces.com). The attached<br />
historical sites list and historical sites location map show the registered sites within one mile of the<br />
