HIPAA. Subsection (b) <strong>of</strong> this law makes <strong>the</strong> report "required by<br />

law" and HIPAA permits appropriately limited disclosure <strong>of</strong> PHI<br />

that is required by law, 45 C.F.R. § 164.512(a).<br />
