Subsection (g) compels <strong>the</strong> privatization <strong>of</strong> all ICF-MRs by<br />

8/31/06 and <strong>the</strong> continuation <strong>of</strong> services at <strong>the</strong> same level <strong>of</strong><br />

service provided before <strong>the</strong> transfer. Such a privatization and<br />

transfer would involve <strong>the</strong> transfer <strong>of</strong> PHI.<br />
