a restructuring have already been completed through prior labor<br />

relati<strong>on</strong>s agreements. 177 As a c<strong>on</strong>sequence, if <strong>the</strong> courts were<br />

merged, <strong>the</strong>re would not appear to be any reas<strong>on</strong> why <strong>the</strong> affected<br />

employees would not c<strong>on</strong>tinue to be represented by <strong>the</strong> same<br />

uni<strong>on</strong>s, given that <strong>the</strong> uni<strong>on</strong>s do not now track <strong>the</strong> current court<br />

structure.<br />

Accordingly, we do not believe that court restructuring<br />

will have anything o<strong>the</strong>r than a positive effect <strong>on</strong> n<strong>on</strong>judicial<br />

employees or <strong>the</strong>ir statutory bargaining units. Indeed, we believe<br />

that <strong>the</strong> prestige and pr<strong>of</strong>ile <strong>of</strong> <strong>the</strong> court system – and its<br />

pers<strong>on</strong>nel – will <strong>on</strong>ly be enhanced by reform.<br />

177<br />

For example, all court <strong>of</strong>ficers are already paid <strong>on</strong> <strong>the</strong> same pay scale,<br />

so that if Family Court is merged into <strong>the</strong> Supreme Court, <strong>the</strong>re should be no<br />

changes for <strong>the</strong> court <strong>of</strong>ficers <strong>of</strong> each <strong>of</strong> <strong>the</strong>se courts or for <strong>the</strong>ir respective uni<strong>on</strong>s.<br />

Similarly, <strong>the</strong>re has been a mixing over time <strong>of</strong> different job titles am<strong>on</strong>g <strong>the</strong> various<br />

uni<strong>on</strong>s such that today, even prior to restructuring, <strong>on</strong>e uni<strong>on</strong> cannot be said<br />

to represent <strong>on</strong>ly <strong>on</strong>e type <strong>of</strong> employee.<br />
